A Regular Meeting of the Public Safety Commission was called to order by Chair Taylor on
Wednesday, January 25, 2023, at 3:31 p.m held Hybrid via Zoom and in the Administrative
Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.

A. PUBLIC SAFETY COMMISSIONERS
Commissioner Bindman commented regarding the engineering reports on new potential
bike lane on Haystack Rd and debris in the road. Public Works, Deputy Director Randy
Bowman noted the comment and will address the debris. Chair Frank Taylor asked for an
update on the Haystack Project. Public Works, Deputy Director Randy Bowman provided
a brief update on the timeline for this project.
B. CITY COUNCIL LIASION
Councilmember Trubee provided an update on his meeting with the Riverside County
Sheriff's team and asked is the Police and Fire reports that are provided monthly are
available on an annual basis.

Sheriff Lt. Willison provided detailed updates from Riverside County Sheriff.
Fire Chief Beverlin provided detailed updates from Cal Fire.

City Manager, Todd Hileman, Director of Finance, Veronica Chavez and Deputy Director
of Public Works, Randy Bowman presented an update on the North Sphere Palm Desert
Fire Station.
City Clerk, Anthony Mejia presented on the “Purpose and Responsibilities of City
Committees and Commissions.”
Assistant City Manager, Chris Escobedo lead discussion on the 2023 Commission Work
Plan.

City Clerk Anthony Mejia provided information regarding Assembly Bill (AB) 2449, detailing
new conditions for remote participation in public meetings.
Palm Desert Resident, Stephen Nelson commented on the need for additional patrolling of
traffic near elementary school in Rancho Mirage and high school.

A. PUBLIC SAFETY COMMISSIONERS
Commissioner Bindman presented a potential public service announcement to enhance
traffic calming.
Commissioner Luhring commented on the possibility of the Flock camera system team to
present at a future City Council meeting.
Vice Chair Alley commented on the Q&A Memo, clarifying the question regarding the
Sheriff’s policies, and expressed appreciation for the Sheriff’s Department.
B. CITY COUNCIL LIAISON
None.
C. POLICE AND FIRE
Sheriff Lt. Willison provided an update on two police incidents in Palm Desert.
Fire Chief Beverlin provided an update on January fire incidents.
D. CITY STAFF
a. Mariana Rios briefly discussed the workplan memo attached to the agenda.
b. Recess was taken at 4:11pm for a group tour of the (EOC)
4:30pm meeting was called back to order.

On , CAL FIRE/Riverside County Firefighters were dispatched to a reported electrical outlet fire at the
Eddie V's Prime Seafood Restaurant. Upon the arrival at scene of the first Company Officer, smoke and
heat was located within a wall of the building. Firefighters made access into the wall and roof and
extinguished and overhauled the fire. Edison turned the electrical power off to the restaurant and the
restaurant will remain closed until an electrician is able to assess the electrical wiring damaged by the
fire.

On , CAL FIRE/Riverside County Fire Department resources were dispatched to a traffic collision reported
with occupants trapped. Upon the arrival of the first Company Officer, there was one vehicle involved
with entrapment of one patient. Hydraulic extrication tools were utilized to gain access to the to the
patient and the patient was extricated and transported to a local trauma center with moderate to major
injuries.

On , CAL FIRE/Riverside County Firefighters were dispatched to smoke coming from a commercial
business (China Wok Restaurant). Upon arrival at scene, the first Company Officer reported the business
charged with smoke. Firefighters forced entry into the Business and found a small fire beneath the grills
in cooking grease residue. County Health will need to evaluate the business prior to it going back in
operation and the property owner has arrived at scene to secure the business.

On , E71 was dispatched to the 4100 block of Cook Street for a vehicle into a structure. E71 arrived on
scene to find one vehicle outside of a commercial structure with moderate damage to the front glass
window. There were no injuries sustained by any party during the incident. Damages were assessed at
approximately $25,000 to the structure and $10,000 to the vehicle. Notification to the city of Palm
Desert was made, and the owner of the building was also contacted. The city of Palm Desert Building and
Safety was notified as well. The building owner arrived on scene, and the incident was turned over to
RSO and the property owner.

Code Compliance swing shift officer performed 1697 routine proactive patrols including
monitoring short-term rental properties and responding to complaints regarding short-
term rental violations. He performed and responded to 169 routine and after-hours code
compliance complaints. During this reporting period, 4 citations were issued for operating
and/or advertising a short-term rental without a valid permit. No citations were issued for
routine code compliance violations.

following activities during the reporting period:
•Community Outreach:
o Continued HOA radio testing. The next test cycle will be on March 8, 2023
o Presentation for Community Association Institute February 7, 2023
o Presentation for CVDPN February 15, 2023
o HOA radio audit and emergency planning preparedness presentations scheduled
•City Internal Activities:
o Participated in the City of Palm Desert Public Safety Commission meeting to discuss a variety of safety initiatives
o EOC tabletop exercise with staff and partners RVCOFD and RSO in attendance
o LHMP submitted to Riverside County Steering Committee
o EMPG funding completed and submitted for reimbursement
o Updated Amateur radio platform in the EOC
o Corporate Yard for Alternate Emergency Operations Center
o Mass care and shelter class for city staff presented by American Red Cross
