This meeting was conducted by teleconference, and there was in-person public access to the
meeting location.
1.CALL TO ORDER
A Regular Meeting of the Public Safety Committee was called to order by Chair Taylor on
Wednesday, May 10, 2023, at 3:30 p.m. held in the Administrative Conference Room, City
Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.
2.ROLL CALL
Present: Committee Members, Gary Bindman, Joseph Butts, Terry Kramer, Doug Luhring,
Vice Chair Jeff Alley and Chair Frank Taylor.
Absent: None
Liaisons: Evan Trubee, City Council Liaison
Staff
Present: Todd Hileman, City Manager, Chris Escobedo, Assistant City Manager and
Michelle Nance, Recording Secretary, were present at Roll Call. Other staff
members presented reports or responded to questions as indicated in the minutes.

A.FIRE BUDGET PRESENTATION – Martin Alvarez, Public Works Director presented the
FY 23/24 Fire Budget and answered questions from the Committee. Chief Beverlin also

La Quinta. City Manager, Todd Hileman, answered this and related questions from the
Committee.
B. CITY COUNTIL LIAISON
None.
C. POLICE AND FIRE
Lt. Willison, Riverside County Sheriff and Chief Beverlin, CalFire gave thorough updates
and answered questions from the Committee.
D. CITY STAFF
1. Todd Hileman, City Manager provided an update on Budget for FY 23/24 and Public
Safety Contracts and answered questions from the Committee.
2. Emergency Services Coordinator/ Administrative Assistant, Mindy Esqueda
introduced herself to the Committee.
3. Tour Request: John Benoit Detention Center – Chris Escobedo, Assistant City
Manager led discussion on potential tours during future meetings.
4. Summer meeting schedule – Chris Escobedo, Assistant City Manager asked the
Committee for potential dates for a Summer Recess that will be brought back for the
Committee to vote on at the June PSC Meeting.
7. ADJOURNMENT
The Public Safety Committee adjourned at 4:33 p.m.

On , CAL FIRE/ Riverside County Fire Department was dispatched to a reported structure fire on
Greenbriar Ln. First arriving Company Officer reported fire showing from the attached garage of a large
single story single-family residence. Firefighters were able to contain the fire to the garage with no
extension into the main residence.

On , CAL FIRE / Riverside County Fire Department responded to a residential fire alarm at 1401
Sandpiper Street in the city of Palm Desert. The first fire engine arrived on scene to find light smoke
coming from a single story duplex. Additional resources were requested to the incident to assist. No
residents were in the home at the time of the fire. The fire was contained to the building of origin. Fire
crews will remain on scene for the next two hours checking for hot spots. The city of Palm Desert
Building and Safety Department was notified to respond to the incident.

This reporting period will reflect proactive patrols and investigations for the month of May 2023.
Code Compliance swing shift officer performed 1250 routine proactive patrols including monitoring
short-term rental properties and responding to complaints regarding short-term rental violations. He
performed and responded to 65 routine and after-hours code compliance complaints. During this
reporting period, 4 citations were issued for operating and/or advertising a short-term rental without
a valid permit. No citations were issued for short-term rental operational violations. No citations were
issued for routine code compliance violations.
