address the Public Safety Committee on issues that are not on the agenda for up to three
minutes. Because the Brown Act does not allow the Committee to act on items not listed
on the agenda, members may briefly respond or refer the matter to staff for a report and
recommendation at a future meeting.
4.CONSENT CALENDAR: All matters listed on the Consent Calendar are considered
routine and may be approved by one motion. The public may comment on any items on
the Consent Calendar within the three-minute time limit. Individual items may be removed

A Regular Meeting of the Public Safety Committee was called to order by Chair Alley on
Tuesday, December 12, 2023, at 3:31 p.m., in the Administrative Conference Room, City
Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.

Riverside County Sherrif’s Department Lieutenant Porras and Assistant City Manager
Escobedo provided an update on the following topics:
•Recent significant incidents; and
•Automated License Plate Reader (ALPR) Phase 3, Data and Policy Update.
Cal Fire Battalion Chief Beverlin provided an update on the following topics:
•Fire Station 102 preparations;
•Fire Prevention Month and Mini Muster Program;
•Shop with a Firefighter and Toy Drive events; and
•Recent significant incidents.
D.CITY STAFF
Homeless and Supportive Services Manager Austin and Vice Chair Butts provided
updates on the Homelessness Taskforce updates and new contract with City Net for
homelessness street outreach.

Significant Incidents
CAL FIRE / Riverside County Fire responded to a reported structure fire at 287 Green Mountain
Drive in the City of Palm Desert. The first arriving company officer reported fire through the roof
of a single story four plex residential building. Firefighters were able to contain the fire to the
original unit, however there was significant water and smoke damage to two of the adjoining
units. This resulted in a total displacement of 4 adults and 3 children. City of Palm Desert building
and safety will need to respond to evaluate the structure.

CAL FIRE / Riverside County Fire resources responded to a structure fire at 38364 Poppet Canyon
Drive in the City of Palm Desert. The first arriving Company Officer reported a double wide mobile
home with smoke visible from the door. Firefighters were able to quickly contain the fire to the
kitchen area, and rescued the family pet. One adult and one child were displaced due to the
damage of the structure, but declined assistance at this time from the Red Cross.

CALFIRE / Riverside County Fire units responded to a commercial structure fire with explosions at
73818 Dinah Shore Drive in the City of Palm Desert. The first arriving Company Officer reported
heavy fire through the roof of a commercial building in and industrial area with one civilian burn
injury. Additional resources were requested due to the size of the building, amount of fire activity,
and continuous explosion due to the chemicals inside and outside the building. The Riverside
County Hazardous Materials team, Riverside Environmental Health, and Riverside County Sheriff
were requested due to the chemicals and products stored in the building. The civilian burn injury
was treated and transported by the first arriving Palm Desert Paramedic unit for stabilization to
the closest hospital, before being transferred to a burn center. Crews were able to contained the
fire to the original unit, however the building suffered major damage from a roof collapse and
compromised walls. The building will need to be red tagged and evaluated by City Officials that are
on site. Fire department resources will be on scene during the night, and into the morning
continuing to extinguish hot spots.

This reporting period will reflect proactive patrols and investigations for December 2023.
The Code Compliance swing shift officer performed 487 routine proactive patrols including monitoring
short-term rental properties and responding to complaints regarding short-term rental violations. He
performed and responded to 68 routine and after-hours code compliance complaints. During this
reporting period, no citations were issued for operating and/or advertising a short-term rental without
a valid permit. No citations were issued for routine code compliance violations.

Subject: Public Safety Committee 2024 Workplan
At the December 12, 2023 meeting, the Public Safety Committee discussed priorities
and came to consensus on its 2024 workplan. This item is coming to the Committee to
formally vote on its adoption. Thereafter, it will be placed on the City Council agenda for
review.
Work Plan
•Traffic Safety – reviewing traffic enforcement programs, receiving updates,
and providing input on traffic calming and related traffic Capital Improvement
Projects.
•Public Safety Budget – review the police and fire budget early in the
process with regular updates, including a review of fire and police contract rates
and staffing levels.
•Community Oriented Policing – discussing community-oriented policing
like public service announcements, crime prevention, receiving presentations on
programs, and providing a recommendation to the City Council.
The Committee elected to maintain these major priorities as their 2024 workplan. The
refinements included are to review and address calls for service, response times, and
staffing levels for both police and fire. Also, to include monthly updates on the City’s
Automated License Plate Recognition Program.
The Committee volunteered to serve on subcommittees to assist staff with the workplan.
Committee Member Gary Bindman recently resigned, which means Alternate Member
Stephen Nelson assumes Committee Member Bindman’s position and subcommittee
assignment.
Public Safety Budget – Kramer, Luhring, and Taylor.
Traffic Safety – Bindman (now Nelson), Taylor and Wahlstrom.
Community Oriented Policing – Alley, Butts, and Wahlstrom.
