Click HERE to access the meeting audio. 1.CALL TO ORDER A Regular Meeting of the El Paseo Parking and Business Improvement District Board was called to order by Chair Klein on Thursday, October 19, 2023, at 8:03 a.m., in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2.ROLL CALL Present: Board Members Rebecca Elliott, Alec Longmuir, Susan Stauber, Michelle Whittaker, Vice Chair David Fletcher* and Chair Patrick Klein. *Vice Chair David Fletcher arrived at 8:05 a.m. Absent: None Liaison(s) Present: Jan Harnik, Council Liaison City Staff Present: Vanessa Mager, Business Advocate; Thomas Soule, Public Affairs Manager; and Michelle Nance, Recording Secretary. 3.NON-AGENDA PUBLIC COMMENT: None. A.APPROVAL OF MINUTES MOTION BY BOARD MEMBER STAUBER SECOND BY VICE CHAIR FLETCHER CARRIED 6-0, to approve the El Paseo Parking and Business Improvement District Board Regular Meeting minutes of July 20, 2023. B.APPROVAL OF FINANCIALS MOTION BY BOARD MEMBER STAUBER SECOND BY VICE CHAIR FLETCHER CARRIED 6-0, to approve the financial statements ending May 31 and June 30, 2023. 5.INFORMATIONAL REPORTS A.SHERIFF UPDATE Due to active investigations, Deputies were unable to attend the meeting; Chair Klein and Vice Chair Fletcher provided updates on recent Sheriff activity on El Paseo. B.MARKETING UPDATE Stephanie Greene, of FG Creative, answered Board questions and provided updates on the September 2023 Marketing Report. 6.ACTION CALENDAR None. Page 6 El Paseo Parking and Business Improvement District Board Minutes October 19, 2023 City of Palm Desert Page 3 ALL ACTIONS ARE DRAFT, PENDING APPROVAL OF THE MINUTES 7.COMMENTS: A.EL PASEO PARKING AND BUSINESS IMPROVEMENT DISTRICT BOARD MEMBERS Board Member Whitaker commented on the Living Desert’s presentation from the last meeting regarding “Let’s Talk Trash” campaign and recommended the flyer be sent to El Paseo merchants, specifically the restaurants. Board Member Eliott requested an update on dumpster locks for Presidents Plaza 3. Business Advocate Mager confirmed that Public Works will be moving forward with adding the locks. Board Member Longmuir expressed appreciation for Lisa Barbato of FG Creative for her assistance during recent burglary activity. Vice Chair Fletcher brought to attention that in Presidents Plaza 3 asphalt repair and striping requires attention. Board Member Elliott expressed enthusiasm for the November Merchant meeting being held at Porta Via. Chair Klein provided merchant updates at the Gardens on El Paseo and reminded the Board of the Golf Cart parade taking place on El Paseo October 29, 2023. B.CITY COUNCIL LIAISON Councilmember Harnik provided updates on the Governor’s extension of dining deck for two more years and reminded the Board of the City’s security camera program. C.CITY STAFF Public Affairs Manager Soule provided posters and rack cards for the City’s 50th Anniversary Event being held November 18, 2023 at Civic Center Park and encouraged merchant involvement. D.ATTENDANCE REPORT - The attendance report was provided with the agenda materials.
