CALL TO ORDER A Regular Meeting of the El Paseo Parking and Business Improvement District Board was called to order by Chair Klein on Thursday, May 18, 2023, at 8:03 a.m., in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL Present: Board Members Susan Stauber, Sonia Campbell, Michelle Whittaker, Rebecca Elliott, David Fletcher*, Alec Longmui and Chair Patrick Klein. *Member Fletcher arrived at 8:04 a.m. Absent: None Liaison(s) Present: Jan Harnik, City Council Liaison City Staff Present: Thomas Soule, Public Affairs Manager; Michelle Nance, Recording Secretary, were present at Roll Call. B. C. CITY UPDATE – Thomas Soule, Public Affairs Manager and Councilmember Jan Harnik, provided updates from City Staff regarding Capital Improvement Projects and Public Works projects. SHERIFF UPDATE – Deputy Avila provided an update on activity in El Paseo Shopping District and answered questions. MARKETING UPDATE – Paulina Larson, Palm Springs Life Magazine provided a detailed recap of 2023 Fashion Week and Food & Wine events and answered Board questions. 6.ACTION CALENDAR A.FISCAL YEAR 2023-2024 BUDGET STUDY SESSION FEEDBACK Stephanie Greene, FG Creative provided report. Chrissy Tobey-Armstrong, owner of Chrissy’s on El Paseo, commented on ensuring marketing availability for small shops located on El Paseo. Following discussion, MOTION BY BOARD MEMBER FLETCHER, SECOND BY BOARD MEMBER CAMPBELL, CARRIED 7-0, to: approve the Budget for FY 23/24 as the same original budget approved for FY 22/23, with FG Creative returning to the board at a later meeting to discuss any potential changes. B.PROPSED MERCHANT SURVEY Stephanie Greene, FG Creative provided report. Following discussion, MOTION BY BOARD MEMBER CAMPBELL, SECOND BY BOARD MEMBER STAUBER, CARRIED 7-0, to: move forward with survey with changes requested by the Board. D.ATTENDANCE REPORT Thomas Soule, Public Affairs Manager, alerted the Board of an upcoming change to the Attendance Policy. The attendance report was provided with the agenda materials. It’s important that we maintain enough Independant stores to support El paseo’s unique identity as well as promote national premium brands that help anchor or street.
