1. CALL TO ORDER
A Special Meeting of the Parks and Recreation Committee was called to order by Chair
Akkerman on Tuesday, October 17, 2023, at 9:00 a.m., in the Administrative Conference
Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.
2. ROLL CALL
Present: Committee Members Gerald Dawson, Lori Flint, Paul Murphy, Ralph Perry, Vice
Chair John Maldonado, and Chair Gregg Akkerman
Absent: Committee Members Randy Guyer and David O’Donnell

3. NON-AGENDA PUBLIC COMMENT:
Bill Ennis, Palm Desert resident, expressed appreciation to the City for being responsive to
requests concerning the conversion of tennis courts to pickleball courts.
4. PRESENTATIONS
A. INFORMATIONAL REPORT ON CIVIC CENTER PARK ART TOUR SIGNPOSTS
Management Analyst Powell narrated a PowerPoint presentation regarding the
installation of art tour signposts at Civic Park, highlighting the success of previously
installed signposts on El Paseo.
5. CONSENT CALENDAR:
MOTION BY COMMITTEE MEMBER MURPHY, SECOND BY COMMITTEE MEMBER
MALDONADO, CARRIED 6-0, to approve the consent calendar.

A.APPROVAL OF MINUTES
MOTION BY COMMITTEE MEMBER MURPHY, SECOND BY COMMITTEE MEMBER
MALDONADO, CARRIED 6-0, to approve the Parks and Recreation Committee Special
Meeting minutes of September 12, 2023, as amended.
CONSENT ITEMS HELD OVER: None.

7.INFORMATIONAL REPORTS & COMMENTS
A.UPDATES FROM PARTNER ORGANIZATIONS
1.Palm Desert Aquatic Center
David Keyes provided a written report and a verbal summary of recent activities at the
Palm Desert Aquatic Center.
2.First Tee -Coachella Valley
Kevin Kalman provided First Tee staffing updates and announced that new First Tee
Executive Director Kyle Nguyen will begin attending Parks & Recreation Committee
meetings in November 2023.
3.Friends of the Desert Mountains
Executive Director Tammy Martin provided a written report and encouraged the
community to look at the Friends of the Desert Mountains event calendar for
information regarding current and upcoming programs.
4.Palm Desert Library
Branch Manager Jennifer Hernandez provided a written report and verbal update
highlighting upcoming events and a proposed business entrepreneur program.
5.Friends of the Library
President Karen Gonzalez provided a written report that was included in the agenda
materials.
B.UPDATES FROM EX-OFFICIO MEMBERS
1.Family YMCA of the Desert
Ex-Officio Member Simonds provided a written report and verbal update on the Family
YMCA of the Desert; shared a video and provided information regarding YMCA's
plans to offer a KidZone at the City's 50th Anniversary Party in the Park.
2.Desert Recreation District
Executive Director Kevin Kalman provided a verbal update regarding post-storm
restorations, the upcoming construction at the Community Center, and information on
scholarship programs administered by First Tee.

C.PARKS AND RECREATION COMMITTEE MEMBERS
1.Civic Center Park
Committee Member Perry provided a written report on Civic Center Park that was
included with agenda materials.
2.Cahuilla Hills/Fox Hiking Parks
Committee Member Flint provided a written report on Cahuilla Hills/Fox Hiking Parks
that was included with agenda materials.
3.Ironwood Park
No report was provided.
D.CITY COUNCIL LIAISON
City Council Liaison Trubee reported that the City Council voted to dedicate $1.3M to the
establishment of a City library and requested an update on the clean-up and reopening
of Freedom Park.
Community Services Manager Muir provided an update on the clean-up of Freedom Park
and provided an estimated completion date of Spring 2024.
E.CITY STAFF
1.Management and Operations of the Aquatic Center
Community Services Manager Muir provided an update regarding the Request for
Proposals for the management and operation of the Aquatic Center and reported that
the City Council has appointed a subcommittee to review the submittals. It is
anticipated that the item will move forward on the October 26, 2023, City Council
agenda.
2.Cahuilla Hills Park ADA Improvements
Opus Garza, Hermann Design Group, narrated a PowerPoint presentation regarding
the ADA updates at Cahuilla Hills Park and responded to Committee Member
inquiries.
Community Services Manager Muir provided information regarding the funding of the
ADA improvements at Cahuilla Hills Park and responded to Committee Member
inquiries. No action was taken on this item.
3.Bump & Grind Trail Restroom Update
Community Services Manager Muir provided an update on the Bump & Grind Trail
restrooms, reporting that staff is recommending the acceptance of a proposal from
Leonida Builders at the October 26, 2023, City Council meeting. Staff will provide a
construction schedule at a future meeting.
4.Committee Members Parks Program Update
Management Analyst Swartz provided an overview of the updated Committee
Members Parks Program.

The attendance report was provided with the agenda materials. The Committee took no
