Pursuant to Assembly Bill 361, this meeting was conducted by teleconference, and there
was in-person public access to the meeting location.
1. CALL TO ORDER
A Regular Meeting of the Parks and Recreation Commission was called to order by Chair
Dawson on Tuesday, February 7, 2023, at 8:30 a.m., in the Administrative Conference Room,
City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.

Present: Commissioners Randy Guyer, Lori Flint, John Maldonado, David O’Donnell, Ralph

Senior Management Analyst Muir provided a verbal report regarding a proposed donation
of 10-acres of land to the City of Palm Desert and responded to Commissioner inquiries.
Following discussion, MOTION BY VICE-CHAIR AKKERMAN, SECOND BY
COMMISSIONER PERRY, CARRIED 7-0, to recommend to the City Council the
acceptance of a 10-acre land donation from the Slaughter Family.
6. INFORMATIONAL REPORTS & COMMENTS
At the request of the Commission, with unanimous consent, the agenda was reordered to
hear Item 6E(d) before Item 6A.
A. NORTH DESERT PARK UPDATE
Interwest Consultant, Gianno Feoli, narrated a PowerPoint presentation detailing an
update on the North Palm Desert Park plan and responded to Commissioner inquiries.

President, Karen Gonzalez provided a verbal report regarding Friends of the Library.
City Manager Todd Hileman responded to Commissioner inquiries regarding the
operations of the library.
C. PARKS AND RECREATION COMMISSIONERS
Commissioner Maldonado provided a written and verbal report on the Civic Center Park
and Palm Desert Aquatic Center.
Commissioner Perry provided a verbal report regarding coyote sightings within city limits.
D. CITY COUNCIL LIAISON
Councilmember Trubee provided an update on the recent activities of the City Council.
E. CITY STAFF
a. Senior Planner Melloni narrated a PowerPoint presentation, providing an
informational update on the New University Neighborhood Parks.
At the request of staff, with unanimous consent, the agenda was reorder to hear Item
6E(g) before Item 6E(b).
b. Deputy Director of Finance Urban narrated a PowerPoint presentation regarding the
Palm Desert Aquatic Center fee analysis and responded to Commissioner inquiries.
The Commission requested staff bring the item forward on the April agenda with
additional information.
c. Senior Management Analyst Muir provided a verbal update on the request for a
presentation by College of the Desert.
d. Senior Management Analyst Muir provided an update on the Commission’s request
for staff to create a formal bike trail in the Homme Adams Park area and responded
to Commissioner inquiries.
e. Senior Management Analyst Muir provided an informational update on the request to
change the park site designation of North Sphere Regional Park.
f. Senior Management Analyst Muir provided information regarding the State mandate
requiring safety gear at skate parks.
g. City Clerk Anthony Mejia provided information regarding Assembly Bill (AB) 2449,
detailing new conditions for remote participation in public meetings.
F. ATTENDANCE REPORT

REQUEST: Provide Staff with Direction on Banning Mylar Balloons from use in
Palm Desert Parks
Recommendation
Provide staff with direction on banning mylar balloons from use in Palm Desert parks.
Background
On November 17, 2022, the City Council referred the suggestion of banning mylar
balloons from use in City parks to the Resource Preservation & Enhancement Committee
(RPEC) for input. On February 27, 2023, City staff presented this item to RPEC for
consideration and they recommended that the City Council look at working with the
Coachella Valley Association of Governments (CVAG) on a regional ban of the sale of
mylar balloons. Given this new strategy, staff neglected to guide the committee back to
the initial request which was for direction on the banning use of mylar balloons in Palm
Desert parks.
Current State law prohibits the outdoor release of any balloon constructed of electrically
conductive material that is filled with a gas lighter than air as part of a public or civic event,
promotional activity or product advertisement (California Penal Code Section 653.1 and
Business and Professions Code Section 22942).
Many cities in California (e.g. Manhattan Beach, Hermosa Beach, Redondo Beach,
Solana Beach, Encinitas, Goleta, and Glendale) have adopted ordinances banning the
sale and use of mylar balloons citing the number of power outages/fires caused by their
use, as well as environmental harm such as the fact that they are not biodegradable and
can be harmful to animals.
Staff is hereby requesting that Parks and Recreation Committee members provide
direction on if a recommendation to ban mylar balloons from use in Palm Desert parks
should be taken to the City Council for consideration to include in the parks ordinance
update.
Fiscal Analysis
The only cost associated with banning mylar balloons from Palm Desert parks anticipated
at this time is for signage to be posted informing of the ban.

Currently in the process of planning for Summer 2023 School Age Childcare that will
take place on Ronald Reagan Elementary School campus as our Carter Elementary
portables will be unavailable due to Carter remodel project. Projected to be back on
campus when 23-24 school year begins.
Jean Benson Child Development Center:
Continued promotion for enrollment and planning for Outdoor Classroom Area.
Met with City of Palm Desert Staff to review current outdoor space challenges and
gather ideas for potential areas of recommendations/support for renovation.

• Park was not crowded due to the cool weather
• There is hole that I reported last month was getting fixed – see picture below
• They were also fixing a repair at the park – see picture below
• Skateboard park was closed – was in good condition
• Dog was busy – grass in the middle of the dog park was dirt, due to use
• Baseball fields were in great shape – getting ready for baseball season
