the Parks and Recreation Committee on issues that are not on the agenda for up to three

recommendation at a future meeting.

RECOMMENDATION: Provide feedback on the North Sphere Community Park

A Regular Meeting of the Parks and Recreation Committee was called to order by Chair
Dawson on Tuesday, May 2, 2023, at 8:30 a.m., in the Administrative Conference Room, City
Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.

Karen Enos, a Palm Desert resident, shared a video and photographs, and encouraged the
Committee to consider increasing the number of pickleball courts in City parks.
Bill Enos, a Palm Desert resident, urged the Committee to consider converting tennis courts
into pickleball courts.
Alex (no last name provided), a Palm Desert resident, requested the Committee consider
additional pocket parks and gardens.

A. PARK ORDINANCE AND ADMINISTRATIVE POLICY
Chair Dawson introduced the item, MOTION BY COMMITTEE MEMBER GUYER,
SECOND BY COMMITTEE MEMBER O’DONNELL, CARRIED 8-0, to approve changes
to Title 11 of the Palm Desert Municipal Code (Parks).
MOTION BY COMMITTEE MEMBER O’DONNELL, SECOND BY VICE-CHAIR
AKKERMAN, CARRIED 8-0, to approve the proposed changes to Portola Community
Center Facility Use Rules and Application.
Following discussion, MOTION BY COMMITTEE MEMBER MURPHY, SECOND BY
COMMITTEE MEMBER GUYER, CARRIED 8-0, to recommend the City Council adopt a
Resolution to approve the Administrative Policy for use of City-Owned Facilities.
B. BUMP & GRIND TRAIL SELFIE STATION
Community Services Manager Muir presented the staff report and responded to
Committee Member inquiries.

By consensus, the Committee requested that staff add a discussion regarding the conversion of
tennis courts to pickleball courts to a future agenda.
C. CITY COUNCIL LIAISON
Councilmember Trubee reported no City Council updates and expressed appreciation for
staff.
D. CITY STAFF
1. Deputy Director of Public Works Randy Chavez announced organizational changes
and introduced Management Analyst II Kevin Swartz as the new Parks & Recreation
Committee staff liaison.
Community Services Manager Muir introduced new Landscape Supervisor Brad
Chuck.

meeting.
Project Manager Chris Gerry narrated a PowerPoint presentation regarding the history
and current state of the Palm Desert Library.
Following discussion, MOTION BY MEMBER GUYER, SECOND BY MEMBER
MURPHY, CARRIED 8-0 to direct staff to explore options to add enhanced services
or take over management of the Palm Desert Library.
MOTION BY MEMBER O’DONNELL, SECOND BY MEMBER MURPHY, CARRIED
8-0 to direct staff to pursue options to take over the library lease or purchase the
College of the Desert (COD) portion of the library and provide management with City
staff or Library Systems and Services, Inc. (LSSI).
3. Community Services Manager Muir provided a verbal update on Lupine Plaza and
responded to Committee inquiries.
4. Community Services Manager Muir narrated a PowerPoint presentation providing an
update on the Palm Desert Aquatic Center Fee Study and responded to Committee
inquiries.
City Manager Hileman and Aquatic Manager David Keyes provided updates on the
Palm Desert Aquatic Center and responded to Committee inquiries.
5. Principal Planner Nick Melloni provided a verbal update on the conceptual bike trail to
be located between Painters Path and Cahuilla Hill and responded to Committee
inquiries.

RECOMMENDATION:
By minute order, adopt the Parks and Recreation Committee Regular Meeting schedule for FY
2023-24.
BACKGROUND/ANALYSIS:
Pursuant to Palm Desert Municipal Code (PDMC) §2.58.030 the Parks and Recreation
Committee may hold regular monthly meetings at such date, time, and place as set by committee
resolution or minute order. The Committee currently meets at 8:30 a.m. on the first Tuesday of
each month. When any regular meetings of the Committee fall on a legal holiday, the meeting is
rescheduled for the same hour of the succeeding Tuesday. Upon review of the City’s existing
appointed bodies calendar and available meeting spaces, it is recommended that the Committee
maintain the current meeting schedule.

•Our Basketball League starts on June 17, 2023, and goes on
until July 29, 2023. We will utilize both the Palm Desert and
Indio locations for this league. We anticipate 300 children to
participate in our league.
•Summer Camp will begin on June 5, 2023, and run through the
summer until August 4, 2023. We have worked to relocate
programs so the camp can stay in the multi-purpose as their
home base for the entire summer. Tai Chi and Yoga has been
moved to the Portola Center for the summer and classes will
resume at the Palm Desert center in September.
•We will be starting Pickleball Round Robin Tournaments on the
last Sunday of each month throughout the summer, here at the
community center, singles and mixed doubles. We will offer
Men’s and Women's Doubles as well. The first one was held
March 28, 2023. The next one is on Saturday June 25, 2023,
from 7:30am to 4:00pm.

month.

Park Report by Jerry Dawson - June 2023
Ironwood Park is a ‘welcoming’ location that is daily visited by a few people, as
their favorite place to go. Mothers with children, young people running around,
owners walking their dogs, mature people walking for their health (Me), etc.
The grounds are always perfectly manicured and are keep clean of any debris.
Play equipment is in great, safe shape.
The ‘desert’ area has a great walking loop that I recommend for everyone. You
can easily explore the ‘wilds’ of the desert by watching the various desert plants
rotate through the seasons.
One item that needs attention: It concerns the wooden-like rail fence that
boarders the West side of the park (by the parking spaces). At the South end of
the fence, a ‘top’ rail appears to be loose and dropping. (Could be a hazard?)
