A Regular Meeting of the Parks and Recreation Committee was called to order by Vice Chair
Akkerman on Tuesday, August 1, 2023, at 8:30 a.m., in the Administrative Conference Room,
City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.

A. DISCUSSION FOR ADDITIONAL PARKING AT THE RANDALL HENDERSON
TRAILHEAD
Management Analyst Swartz and Friends of the Desert Mountains Executive Director
Martin presented the staff report and responded to Committee Member inquiries.
Chair Akkerman opened the public comment period.
Alex, a Palm Desert resident, spoke in opposition to additional paved parking spaces.
There being no others desiring to speak, the public comment period was closed.
MOTION BY CHAIR AKKERMAN, SECOND BY COMMITTEE MEMBER PERRY,
CARRIED 6-0, to recommend that staff pursue non-pavement options for additional
parking at the Randall Henderson Trailhead.
7. INFORMATIONAL REPORTS & COMMENTS
A. UPDATES FROM PARTNER ORGANIZATIONS
1. Palm Desert Aquatic Center
Ex-Officio Paula Simonds provided a verbal summary of recent activities at the Palm
Desert Aquatic Center.
2. First Tee – Coachella Valley
No report was provided.
3. Friends of the Desert Mountains
Executive Director Tammy Martin provided a written update regarding Friends of the
Desert Mountains.

4. Palm Desert Library
Branch Manager Jennifer Hernandez provided a written update regarding the Palm
Desert Library and highlighted the success of the summer reading program.
5. Friends of the Library
President Karen Gonzalez provided a verbal report regarding Friends of the Library,
noting recent contributions to local teen programs, and requested that the City assist
with temporary storage needs.
B. UPDATES FROM EX-OFFICIO MEMBERS
1. Family YMCA of the Desert
Ex-Officio Member Simonds provided a written update on the Family YMCA of the
Desert, and highlighted peaked interest in middle school programs, collaboration with
local businesses, and successful ratings of local licensed childcare facilities.
2. Desert Recreation District
Community Services Coordinator Nutcher provided a verbal update regarding the
Desert Recreation District.
C. PARKS AND RECREATION COMMITTEE MEMBERS
1. Freedom Park
No report was provided.
2. Joe Mann Park
Committee Member Guyer provided a verbal report on Joe Mann Park, indicating that
the park is in great shape overall but needs attention to small holes in the shade
screens.
3. Library Subcommittee
Library Subcommittee Members Murphy and Perry reported that the Library Taskforce
has formed three subcommittees to related to programming, governance, and
community outreach.
City Manager Hileman responded to Committee Member inquiries regarding library
plan logistics.
D. CITY COUNCIL LIAISON
City Council Liaison Trubee provided comments regarding the plans and timeline for
a new library and commended staff for their work to meet important deadlines.
E. CITY STAFF
1. Community Services Manager Muir provided updates on the following topics and
responded to Committee Member inquiries:
a. Aquatic Center renovations
b. Regional and Community Parks
c. Palma Village Park
d. Cahuilla Hills Park ADA Improvements

action on this matter.
8. ADJOURNMENT
Following a brief discussion, by consensus, the Committee requested that staff explore the
possibility of moving the next Regular Meeting to September 12, 2023.

paid the daily walk-in fee.

camps, and special programs.
•205 additional people paid to participate in
classes on a drop-in basis.
•90 Desert Willow Resident Cards issued.
•155 Fitness Center Passes issued.
•21 Community Center room rentals for the
month.

•198 park reservations
•495 hours of rental use
Palm Desert Skate Park
•9 skate park memberships sold.
•123 skaters used the park.

•We started offering Pickleball Round Robin
Tournaments on the last Sunday of each month
throughout the summer. We had 75 participants in
July.
•On August 12, 2023, we partnered with the
County of Riverside Health and had a vaccination clinic
here at the center from 11am to 3pm.
•We will be starting an All Cities Coed Softball
League at the end of September on Monday evenings.
So far, we have 9 teams participating to take home
the trophy.
•Quite a few of our contract instructors took
the summer off and will be returning in September.
•We will be partnering with Rosie Casals on
October 7, 2023 to have the Latin American Tennis &
Cultura Event in Civic Center Park.

University Park East Review by Committee Member Perry
My report is as follows:
a)We experienced storm damage at the park. There are pictures of the damaged area
with the cones which the city has already put there. My thought it's on their list to repair
the damage.
b) The grass has lots of light brown, dead areas. I'm sure we have a process to repair
the grass. The brown scars the beautiful green of the turf.
c)The playgrounds with the rubber ground material shows wear and tear cracks. I'm
sure that's from the storms. I took a picture shown below.
d)Everything else looks nice. Bathrooms are clean.
e)It's amazing to see the Lennar housing development so close just over the exterior
wall.

Homme Adams Park Review by Committee Member ODonnell
My report is as follows:
The Park generally looks good after the recent rains. The area that could use some
attention is the path between the lower and upper Gazebo. The rain has washed some
deep groves that need to be filled.
This drinking fountain near the lower gazebo needs to be cleaned up. I don't think it's up
to our standards in the city.

University Dog Park Review by Committee Member Flint
This dog park is in a brilliant area of town. I don’t think a lot of people know about it, and
every time I visit there’s only been one or two people there. The last time I visited, I asked
a gentleman how he liked the dog park and if he lived nearby, his answer was “it’s great,
but I’m only visiting. It’s a lot better than the dog park where I live, which is only dirt”.
I really appreciated all the pooper scoopers that were put out for Community use. Very
thoughtful.
Much of the grass was yellowed, but maybe that’s just because of the time of year.
I feel like the slopes above the dog park surrounding the dog park could use a little bit
more foliage because as you can see in the photographs the rain made some big fishers
on the slopes.
Still have a lot of boulders or larger cobble rock near the doggie water fountains that’s got
to really hurt the dog’s feet and yes, I can see where people have been removing the
rocks. I know we talked about it in the last meeting but after seeing this firsthand, I think
the rock should be removed. It’s brutal for the dogs. To have to walk over rocks just to get
a drink of water.

My report is as follows:
