MOTION BY CHAIR AKKERMAN, SECOND BY COMMITTEE MEMBER GUYER, CARRIED 7-0 to appoint Vice Chair Maldonado and Committee Member Murphy as representatives on the 40-acre Regional Park Design Subcommittee. B.SELECT A SUBCOMMITTEE FOR THE PALM DESERT AQUATIC CENTER (PDAC) Management Analyst Swartz invited the Committee to appoint two Committee Members to serve on a subcommittee concerning the Palm Desert Aquatic Center. MOTION BY CHAIR AKKERMAN, SECOND BY COMMITTEE MEMBER GUYER, CARRIED 7-0 to appoint Committee Members Guyer and O’Donnell as representatives on the PDAC Subcommittee. MOTION BY CHAIR AKKERMAN, SECOND BY COMMITTEE MEMBER GUYER, CARRIED 7-0, to reschedule the Regular Meeting of January 2, 2024, to Tuesday, January 9, 2024, at 8:30 a.m. 6.INFORMATIONAL REPORTS & COMMENTS A.UPDATES FROM PARTNER ORGANIZATIONS 1.Palm Desert Aquatic Center Ex-Officio Member Simonds provided a verbal summary of current activities at the Palm Desert Aquatic Center. 2.First Tee – Coachella Valley Ex-Officio Member Kalman provided a written report and verbal summary of recent activities and upcoming events. 3.Friends of the Desert Mountains Executive Director Tammy Martin provided a written report that was included with the agenda materials and provided information regarding upcoming events. 4.Palm Desert Library Branch Manager Jennifer Hernandez provided a written report that was included with the agenda materials. 5. Friends of the Library President Karen Gonzalez provided a verbal summary of the written report that was included in the agenda materials, encouraged Committee Members to become members of Friends of the Library, and responded to Committee Member inquiries. Page 6 Parks and Recreation Committee Minutes December 5, 2023 City of Palm Desert Page 3 ALL ACTIONS ARE DRAFT, PENDING APPROVAL OF THE MINUTES B.UPDATES FROM EX-OFFICIO MEMBERS 1.Family YMCA of the Desert Ex-Officio Member Simonds provided a written report that was included with the agenda materials and requested information regarding the availability of public restrooms near the YMCA facility. 2.Desert Recreation District Executive Director Kevin Kalman provided a written report that was included with the agenda materials, distributed a copy of the Desert Recreation Stewardship Report for Fiscal Year 2023. C.PARKS AND RECREATION COMMITTEE MEMBERS 1.Hovley Soccer Park Chair Akkerman provided a written report and verbal summary regarding the condition of Hovley Soccer Park and encouraged Committee Members and residents to use the Palm Desert In Touch app to report park maintenance issues. 2.Joe Mann Park Committee Member Murphy provided a written report and verbal summary of the condition of Joe Mann Park; and expressed appreciation for the landscape and maintenance workers. Committee Member Guyer requested an update on the bike trail. D.CITY COUNCIL LIAISON City Council Liaison Trubee reported the Palm Desert Library will be closed May 1 – June 30, 2024, in preparation for the change of ownership. In response to City Council Liaison Trubee’s inquiry, Landscape Supervisor Brad Chuck provided a verbal update on the Freedom Park cleanup. E.CITY STAFF Management Analyst Swartz provided information regarding an upcoming work plan session and encouraged the Committee members to begin thinking about goals and focus points to consider during the discussion. In response to Committee inquiries, Assistant City Manager Escobedo and Management Analyst Swartz provided information regarding the potential availability of land for City parks and affordable housing. Palm Desert Parks • 255 park reservations • 1368.75 hours of rental use Palm Desert Skate Park • 4 skate park memberships sold. • 159 skaters used the park. • 136 bikers used the park. Page 24 Palm Desert Community Center . . • We have moved completely into the new offices in the Park View building, suite 135. • We are open Monday through Friday, from 8am to 5pm for Desert Willow resident cards, registration, pavilion, field, and amphitheater reservations. • Our Adaptive programs are going strong and growing with nearly every activity having people on the wait list. We currently off 6 different basketball classes, boccia, pickleball, tennis, and walk run roll. • The center is closed. Classes, clinics, and programs will be moving into the park. Others will be relocated to different centers. Please check our website for more details. • We had over 150 participate in Breakfast with Santa on December 2, 2023, from 9am to 11am. • . EX-Officio Partner Organizations (PO's) Recommenda tions for how to support our 'Family YMCA of the Desert' and the 'Desert Recre ation District": 1. Each organiza tion will be listed on each agenda 2. Each organizati on will submit a written report for each meeting agenda . 3 : Each organiza tion will interact in-depth with the P&R Committee at each Commi ttee m eeting . 4 . The purpose of the P&R Committee is to provide a full range of support for our City 's Par ks and Recreation! {It is our title). The committee must: -Fully unde rstand the 'goals and objectives' of each organization . -Revi ew an d understand their written reports. -Liste n to t heir verbal reports and i nteract 'in-depth '. Other Partner Organizations (PO's) Recommenda tions : 1. All PO's will be listed on every agenda. 2. PO represen tatives are encouraged to attend each P & R Committee monthly me eting. 3. Each PO wil l submit a written report three or four times each year for the agenda. 4. Each PO my p rovide a verbal report at any meeting to disclose/announce evolving co ncerns or major accomplishments or changes. 5. Commi ttee m embers may engage with PO representatives at any month ly meeting -as ki ng questions or offering suggestions. Suggestions for Revised Park Review Guidelines {By Member Jerry Dawson) Members will 'own' assigned park(s) for a specific six (6) month period. -Review the park(s) with enough frequency to 'discover' developing problems/concerns (two or three times over the six months). -Submit a written report at least once (no official scheduling). -Use APP to report concerns (problems) -then 'review' corrections. -Use 'check list' as a guide for what to look for/at. New Members will be first assigned Civic Ctr or Freedom Park plus Joe Mann. Other Members would be assigned 2+ parks (examples below) (geographically somewhat close to each other). Comments: University Park and University Dog Park Palma Village and Hovley Soccer Cahuilla Hills and Homme Adams University Park East and University Dog Park Ironwood Park, Washington Charter and Magnesia Falls 1. Assigning a park review for longer than six months is a potential disaster. We have found that : a. Anyone can inadvertently 'not see' a small problem b. Small problems can become Very Big quickly 2. Assigning 'reviews' for January through June and July through December would unveil the 'seasonal' changes that materially impact each park. 3. Giving 'new' members a 'larger' park allows them to encounter the full extent of a review. Smaller parks do not have as many 'amenities' to review. 4. Varying the 'assigned' park to review helps members better understand the scope of our community and its diversity. 5 . The above suggestions are intended to help 'members' feel the satisfaction of being more involved and committed to the many challenges and opportunities facing our city.
