CALL TO ORDER A Special Meeting of the Parks and Recreation Committee was called to order by Chair Akkerman on Tuesday, January 9, 2024, at 8:30 a.m., in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. DEDICATION / NAMING OF THE FIVE POCKET PARKS WITHIN THE UNIVERSITY PARK (NORTH SPHERE) Project Manager Swartz presented staff’s recommendation regarding the naming of the five pocket parks within the University Park. Following discussion, MOTION BY COMMITTEE MEMBER MURPHY, SECOND BY COMMITTEE MEMBER O’DONNELL, CARRIED 8-0 to continue the item to a date uncertain. 6. INFORMATIONAL REPORTS & COMMENTS A. UPDATES FROM PARTNER ORGANIZATIONS 1. Palm Desert Aquatic Center David Keyes provided a written report and a verbal summary of upcoming activities at the Palm Desert Aquatic Center. 2. First Tee – Coachella Valley Recreation Specialist Chris Baluga provided a verbal report regarding the programming offered by First Tee. 3. Friends of the Desert Mountains Executive Director Tammy Martin provided a written report that was included with the agenda materials and responded to Committee inquiries. 4. Palm Desert Library Deputy Director Sue Duran provided a written report and a verbal summary of successful library events and upcoming programming. 5. Friends of the Library President Karen Gonzalez provided a written that was included with the agenda materials. B. UPDATES FROM EX-OFFICIO MEMBERS 1. Family YMCA of the Desert Ex-Officio Member Simonds provided a written report that was included with the agenda materials and expressed appreciation for the City Council’s attendance of recent events. 2. Desert Recreation District Executive Director Kevin Kalman provided a written report that was included with the agenda materials and announced the new Board of Directors President Luis Espinoza and Vice President Natalia Gutierrez. C. PARKS AND RECREATION COMMITTEE MEMBERS Committee Member Dawson provided written suggestions for revised park review guidelines. Parks and Recreation Committee Minutes January 9, 2024 City of Palm Desert Page 3 Committee Member O’Donnell commented on the mixed-use trail system and opined that the trails are suitable for hikers but will need maintenance to become suitable for biking. D. CITY COUNCIL LIAISON City Council Liaison Trubee reported there was no reportable activity by the City Council. E. CITY STAFF 1. Palma Village Park Design Community Services Manager Muir provided an update on the Palma Village Park design and responded to Committee inquiries. 2. Update on Bike Trail with Coachella Valley Water District and Coachella Valley Association of Governments Principal Planner Nick Melloni narrated a PowerPoint presentation as an update on the connector bike trail between Painters Path and Homme Adams Park. Staff members responded to Committee inquiries and Committee Members O’Donnell and Guyer volunteered to serve on a subcommittee to explore the possibility of connecting trailheads for a family friendly mountain bike route. 3. Parks Programs Reports Project Manager Swartz provided an update on the intent to revise the Parks Program reporting schedule and responded to Committee inquiries. 4. Update on February 2024 Parks & Recreation Committee Goals Session Project Manager Swartz reported that the Committee will hold a goal setting session at the next Regular meeting and requested that individual committee members submit their ideas and suggestions by January 19, 2024. F. ATTENDANCE REPORT The attendance report was provided with the agenda materials. The Committee took no action on this matter. 7. Our Y Delegation is one of 60 Delegations in California and will be joining 1,300 students at the Capital. The goal of Youth & Government is to help educate and provide Civic Knowledge, Civic Awareness and Civic action. Y&G Students and Advsiors are planning a meeting with Palm Desert City Council on 1/24/24 to help provide information on program. Date: January 29, 2024 To: City of Palm Desert Parks and Recreation Commission From: Brenda Nutcher, Community Services Coordinator Subject: Numbers reflective for January 1 through January 28, 2024 Palm Desert Community Center • 0 members utilized the gymnasium and fitness center facilities. • 0 additional gym and fitness center users paid the daily walk-in fee. • 228 people registered for classes, camps, and special programs. • 268 children are registered in Our After School and ASES programs. • 53 additional people paid to participate in classes on a drop-in basis. • 284 Desert Willow Resident Cards issued. • 7 Fitness Center Passes issued. Palm Desert Parks • 213 park reservations • 1144.75 hours of rental use Palm Desert Skate Park • 4 skate park memberships sold. • 64 skaters used the park. • 58 bikers used the park. Palm Desert Community Center . . • Our Adaptive programs are going strong and growing with nearly every activity having people on the wait list. We currently off 6 different basketball classes, boccia, pickleball, tennis, and walk run roll. • We are working with Xavier College Prep to offer a new Winter Flag Rugby Clinic. For the month of January, we had 12 enrolled for the first session. We are hoping that it grows month by month. • We have been working with the principal of Horizon School to offer our Indoor Basketball Training Zone in their gym starting in February. We had moved the program to Freedom Park, but the numbers dropped so this should be a good fit. • This will most likely be the last year we offer Senior Games. We had to cancel, Men’s and Women’s under 70 Soccer, Men’s Volleyball, Beach Volleyball, and Pickleball. We do have 660 athletes enrolled for Track and Field, Women’s Volleyball, golf, and Over 70 Soccer. We plan to offer more tournaments throughout the year and not just one week of everything. • We moved our Line Dance and Ballroom Dance classes to the amphitheater on Wednesday evenings and the people are really enjoying it. We had 28 enrolled for Line Dance and 15 for Ballroom plus multiple daily drop ins for the month of January. • We started a new CV Municipal Coed Softball League. 4 different cities are participating. • We are offering Ultimate Frisbee again at Freedom Park on Monday and Wednesday evenings. Park Review – University Park East By Paul Murphy February 2024 Hello, My morning visit consisted of the restroom inspection, speaking with two mothers with their children, and an interesting visit with a tourist who was walking his dog. The mothers lived over by Freedom Park and normally would bring their children there, but sometimes came to this park. They liked the park, had no complaints, only comment was they wished there were more shade areas. The women’s restroom was in excellent shape, however the men’s restroom had toilet paper all over the floor in one of the toilets. I ran into some of the employees of the company that maintains the parks and reported it to them. The tourist that I ran into made regular trips from Los Angeles to Phoenix and made visiting University Park a regular stop with her dog on the trip. Had great comments to make about how much she loved the park and always stopped here on her trips. The afternoon visit had a few more attendees as it was after school hours. All the visitors were complimentary, no complaints, nor suggestions for improvements. Bathrooms were clean. Only suggestion is regarding the walkways, the grass along the edges is pretty spotty and detracts from the excellent condition of the rest of the lawn.
