A Special Meeting of the Cultural Arts Committee was called to order by Chair Hauer on
Wednesday, January 17, 2024, at 9:00 a.m., in the Administrative Conference Room, City
Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.

A.DEACCESSION OF TWO (2) EL PASEO ENTRY SIGNS BY WATER STUDIO
Management Analyst Powell presented a staff report and responded to Committee
Member inquiries.
Following discussion, MOTION BY COMMITTEE MEMBER SIMLEY, SECOND BY
COMMITTEE MEMBER ROSE, CARRIED 7-0, to recommend the City Council approve
the deaccession of two (2) El Paseo entry signs, leaving the entry sign on Highway 74
and El Paseo in its current place until replacement available.
5.INFORMATIONAL REPORTS & COMMENTS
A.PLANNING COMMISSION LIAISON:
No report was provided.
B.ARCHITECTURAL REVIEW COMMISSION:
Architectural Review Commissioner Colvard provided an update on Fire Station 102.
C.CULTURAL ARTS COMMITTEE MEMBERS
Individual Committee Members provided comments regarding potential for temporary art
installation on the corner of San Pablo and Fred Waring and Desert X sponsorship for
2025.
In response to inquiries, Management Analyst Powell and Deputy Director of Economic
Development Lawrence provided information regarding the 50th Anniversary event and
the status of Discover Palm Desert Visitor Center.
D.CITY COUNCIL LIAISON
No report was provided.
E.CITY STAFF
Management Analyst Powell provided project status updates and information regarding
upcoming agenda items.
F.ATTENDANCE REPORT
The attendance report was provided with the agenda materials. The Committee took no
action on this matter.

COMMUNITY MURAL PROJECT

Recommendation
Request for input on draft mural design for Community Mural Project.
Background
On September 23, 2023, the Public Art Department sent out a Call for Mural Artists to
submit proposals for a community project to create a mural on the side of the City’s
Corporate Yard exterior wall located at 74705 42nd Avenue to honor Palm Desert’s hard-
working staff for their tireless efforts serving the community during and after Tropical
Storm Hilary.
At its November 8, 2023, Cultural Arts Committee meeting, the Committee selected
mural artist, Robert “Trinity” Rivard to complete the project. In effort to develop a draft
design, Trinity consulted with Public Works staff to gain a better understanding of what it
was like to work through Tropical Storm Hilary. Additionally, City staff created an
EngagePalmDesert.com page to encourage residents to provide input of their own
experiences which has been promoted through social media.
Staff is currently requesting input on the artist’s draft mural design. The Committee’s
comments will be considered, and the draft design will be taken back to the Public
Works staff for their review and final input. A final design will be brought back to the
Cultural Arts Committee for approval before the community project moves forward.
Fiscal Analysis
Funding for this project is available in the FY 2023/2024 Public Art Fund.

Recommendation
Approve three (3) priorities for the Cultural Arts Committee (CAC) FY 2024/2025
Workplan.
Background
At its January 17, 2024, special meeting, staff presented the Cultural Arts
Committee with information regarding development of a Workplan for FY
2024/2025.
On January 18, 2024, staff sent an email to all CAC members requesting two (2) or
three (3) priorities, including justification to clarify the impact and significance of
each priority. The submissions have been compiled below and will be open for
discussion at the February meeting to select the top three (3) priorities/areas of
focus for FY 2024/2025.

Public Art Priorities 2024-2025
2025-2026 El Paseo Sculpture Exhibition
Located in the median on El Paseo between Hwy 74 and Portola, eighteen (18) sculptures are
displayed for two (2) years. A $5,000 honorarium is awarded to each artist. One (1) year preparation
from the Call for Entries to Installation. From July to early 2024, staff will be working with the new
artists on contracting and plans for installation, as well as the current artists on plans for
deinstallation and pick up of sculptures.
El Paseo Sculpture Exhibition Purchase and Installation
As the 2023-2024 El Paseo Sculpture Exhibition comes to a close, the Cultural Arts Committee will
review the sculptures and identify one or two for possible purchase and installation in Palm Desert.
Staff will need to work with the artists on contacts for purchase, as well as finding locations for
potential installation. Once installation location(s) is identified, arrangements will need to be made
for foundation installation which may require engineered plans.
San Pablo Phase II Roundabout: Dueling Palms by Kyle Absolom
The roundabout located on San Pablo Ave and College of the Desert/YMCA/Civic Center is due to
receive the public art sculpture Dueling Palms. After the Call for Entries was released in early 2021
for the roundabout at San Pablo Ave and San Gorgonio Way, the top two (2) finalists were selected
by the City Council and the community voted on their favorite. The runner up, Dueling Palms, was
such a strong proposal that City Council requested its consideration for the roundabout located at
the entrance of the Civic Center, College of the Desert and San Pablo. Staff will bring this forward
for Cultural Arts Committee and City Council review in the next few months and if approved, work
will commence on contracting with the artist along with other work that may be required to prepare
the roundabout for install.
Desert X
Internationally renowned contemporary art exhibition that runs for approximately nine (9) weeks in
the spring throughout the Coachella Valley. Desert X has historically submitted a formal request
and proposal for funding and site locations. Funds are normally used towards exhibition support
and the creation of free public programming in Palm Desert. In the past, two (site) locations have
been used for this exhibition. This exhibition engages the local community and has worked to
develop educational programming for the local school districts. If funding for the 2025 exhibition is
approved, staff will work with the organizer on sponsorship agreement and permitting for at least
two sites.
Maintenance and Restoration of City-owned Artwork
Staff will begin surveying City-owned artwork to determine a maintenance and restoration
schedule. Staff will work with new software application, Cartegraph, to input a maintenance and
repair schedule.
Palm Desert Public Art Documentary Film Series
This film series is in partnership with UCR Palm Desert. It takes place January through April, once a
month. Films are screened and followed by a Q&A.

Subject: Project Status Report for the February 14, 2024, CAC Meeting
1.Public Art Documentary Film Series - All films will screen at UCR Palm Desert
Center, located at 75080 Frank Sinatra Dr., beginning at 6 p.m. on the fourth
Wednesday of each month from January to April. To make reservations, visit
palmdesert.ucr.edu/events-programs. Below is the remaining schedule for the
series:
−February 28: The Cardboard Bernini, Q&A with artist James Grashow
−March 27: The Barefoot Artist, Q&A with artist Lily Yeh
−April 24: Burning Man: Art on Fire, Q&A with associate producer Jennifer
Raiser
2.Palm Springs Life 8-month feature content – In February 2023, the City
contracted with Palm Springs Life to promote Palm Desert’s Public Art program.
The final article will take place in June 2024 and will highlight Palm Desert’s
community art programs that took place in FY 2023/2024.
3.SWIM DIVE PLAY Mural Repair at the Palm Desert Aquatic Center - In April
2023, the locker rooms at the Palm Desert Aquatic Center (PDAC) were
renovated and the floor mural SWIM DIVE PLAY by artist Paul Hobson was
removed. On January 28 – 31, 2024, PDAC closed the locker rooms to the public
so restoration of this mural could be completed.
