Discussion The Palm Desert Artist Registry was created for artists to share their work, act as a preferred artist list for the City to send out Request for Qualifications (RFQ), Request for Proposals (RFP), Call for Entries, and assist developers in connecting with the creative community. The current Artist Registry states that applications are “juried” and accepted by a process of approval through the Cultural Arts Committee. The artist registry developer, Artsopolis made staff aware that there may be an overwhelming number of submissions once the artist registry goes ‘live’ online. A recommendation was made to create limiting criteria to the application. The parameters should be defined before an artist decides to apply. Examples: • Artists willing to work in Palm Desert. • Artists who have previously displayed artwork in Palm Desert. • Artists who live in Palm Desert. In addition, staff is also seeking guidance for the following: • If properly defined, does the Cultural Arts Committee need to approve each applicant or can staff make the final decision? • For example, if an artist submits a complete application and fits the professional qualifications, what reviewing parameters would the Cultural Arts Committee require? After reviewing other municipalities, the majority accept new registrants without review. A response from City of Atlanta, Mayor’s Office of Cultural Affairs, said, “I do not think a registry with a formal process is the best and most equitable route.” An example of when a review could be deemed necessary would be when the artist clearly was not qualified. Discussion The following are proposed community engagement projects for the 2023/2024 fiscal year. These opportunities are for community driven artwork, led by a professional artist with teaching capabilities under the direction of Pete Salcido of Flat Black Art Supply. Mural Workshop A one-day event for children ages 10 – 16 would be held on a Saturday at Flat Black Art Supply. The selected artist would prepare a temporary mural wall by outlining the design prior to the day of the event. The day would consist of educating the participants on how to handle the paint, techniques for application, and what they will be working on for the second half of the day. As the artist is teaching and applying the paint, one side of the wall will be completed as an example. For the hands-on experience, the wall that includes the design will be revealed and participants are encouraged to participate in recreating the same design on the opposing side. The temporary wall would be for display in a location to be determined. Multi-day Mural Project A multi-day mural project would be a four (4) day event held on four (4) consecutive Saturdays for adults 18 and older at Flat Black Art Supply. This event would be free to the public. The first three (3) Saturdays would be educational with practical application for practice. The final Saturday would be completing a mural at a location to be determined. If the Cultural Arts Committee recommends one or both projects, staff will bring forward a detailed request for direction in FY 2023/2024. Fiscal Analysis Estimated costs for both proposed projects is $10,000. If the Cultural Arts Committee recommends this project, staff will include funding in the FY 2023/2024 Public Art budget. The competition would be broken down in three (3) categories: Elementary, middle school and high school. The competition could be theme based and held annually or biannually. Staff would present locations to the Cultural Arts Committee and submissions would be reviewed to select winners, whose artworks would be vinyl wrapped for up to two (2) to three (3) years or more. Student Art and Essay Contest – Submissions from participating schools are now displayed in the Palm Desert Community Gallery through March 16, 2023. The contest will be judged on Wednesday, February 1 and winners will be announced to the schools by February 9. The Awards Ceremony will be held on March at 6 p.m. in the Council Chamber. 4. Palm Springs Life 8-month feature content – Beginning in February 2023, the City contracted with Palm Springs Life to promote Palm Desert’s Public Art program. The February issue was released online January 26, and highlights the El Paseo Sculpture Exhibition. The March issue will highlight the two recent murals in Palm Desert, Desert Wonderland by Kathleen Goff and Monarch Sky by John Cuevas, an interview with John Cuevas, and information about the San Pablo Public Art Development Plan.
