MINUTES
Pursuant to Assembly Bill 361, this meeting was conducted by teleconference, and there
was in-person public access to the meeting location.
1. CALL TO ORDER
A Regular Meeting of the Cultural Arts Committee was called to order by Vice-Chair Hauer on
Wednesday, February 8, 2023, at 9:00 a.m., in the Administrative Conference Room, City
Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.
2. ROLL CALL
Present: Committee Members Lori Flint, Tom Mitze, Ann Simley, Carol Adney, and Vice
Chair Liz Hauer

5. PRESENTATIONS
Project Manager, Lucero Leyva introduced Principal Architect, John Vuksic and team
members from Prest, Vuksic, Greenwood (PVG) Architects who provided an audio-visual
presentation of the proposed DiscoverPD project.
The Committee provided feedback on the conceptual plan and requested staff schedule
a study session to further discuss this item prior to the next regular meeting.
6. ACTION CALENDAR
A. REQUEST FOR DIRECTION ON ARTIST REGISTRY REGISTRATION GUIDELINES
Management Analyst Powell presented the staff report and responded to Committee
Member inquiries.
By consensus, the Committee provided direction and accepted staff’s proposed artist
registry registration guidelines.
B. REQUEST FOR DIRECTION ON 2023/2024 PUBLIC ART COMMUNITY
ENGAGEMENT PROJECT(S)
Management Analyst Powell presented the staff report and responded to Committee
Member inquiries.
Following discussion, MOTION BY COMMITTEE MEMBER ADNEY, SECOND BY
COMMITTEE MEMBER MITZE, CARRIED 5-0, to recommend staff include $15,000 in
the FY 2023/2024 Public Art budget for three public art community engagement projects.
C. REQUEST FOR DIRECTION ON 2023/2024 STUDENT ART WRAP COMPETITION
Management Analyst Powell presented the staff report and responded to Committee
Member inquiries.
Following discussion, MOTION BY COMMITTEE MEMBER SIMLEY, SECOND BY
COMMITTEE MEMBER MITZE, CARRIED 5-0, to recommend staff include $6,000 in the
2023/2024 Public Art budget for a student art wrap competition.

Planning Commission Liaison Lindsay Holt provided an update on the recent activities of
the Planning Commission.

Architectural Review Commission Liaison Wallace Colvard provided an update on the
recent activities of the Architectural Review Commission.
C. CULTURAL ARTS COMMITTEE MEMBERS
Committee Member Flint provided an update regarding an open space near Palma Village
that could accommodate the placement of an art sculpture.
Vice-Chair Hauer provided an update regarding the recent art sculpture exhibition.
D. CITY COUNCIL LIAISON
Councilmember Quintanilla provided an update on the recent activities of the City Council.
E. CITY STAFF
Management Analyst Powell provided an oral report on the items listed on the Project
Status Report that was included in the agenda packet.
F. ATTENDANCE REPORT
The attendance report was provided with the agenda materials. The Committee took no
action on this matter.

Recommendation
Provide staff with direction on reopening the Palm Desert Community Gallery located in
the North Wing building at City Hall.
Discussion
The Palm Desert Community Gallery is a community space reserved for artists residing
in the Coachella Valley and its surrounding areas. Historically there have been a total of
five (5) exhibitions per year, including the Student Art and Essay Contest. Exhibitions
run about 2.5 months and include an artist reception.
The Palm Desert Community Gallery has been on hiatus since March 2020 due to the
COVID-19 pandemic. Prior to the pandemic, the Art in Public Places Commission (now
Cultural Arts Committee) had selected eight (8) artists to participate in the 2020/2021
exhibition year for a total of four (4) shows. There was also one (1) show remaining in
the 2019/2020 exhibition year. Upon closure of City Hall, all nine (9) artists were
informed that the exhibitions would be cancelled until further notice.
Given the over three-year hiatus, staff is proposing the following options to reopen the
Palm Desert Community Gallery during 2023/2024:
1. Contact the nine (9) artists that were previously selected for five (5) exhibitions to
discuss participation during 2023/2024 then return to the Cultural Arts Committee
with a proposed schedule of exhibitions based on artist availability. This may
result in exhibitions running over one year depending on the number of artists
that agree to participate.; or
2. Send formal cancellations to all previously selected artists and send out a new
request for proposals (RFP) for 2023/2024. If this option is selected, staff will
prepare a draft RFP and bring back for Committee review at the next meeting.
Fiscal Analysis
Estimated costs for the annual Palm Desert Community Gallery exhibition is $1,250.
five (5) exhibitions is $1,250 or four (4) exhibitions is $1,000.

Receive and file informational report on FY 2023/2024 Public Art budget and projects.
Discussion
Listed below is the proposed FY 2023/2024 Public Art budget that will be
presented to the City Council in May 2023.
− Professional Services: $80,000
o (Signage (QR signposts and plaques for artworks), traffic signal cabinet
beautification project, community art projects, graphic design services for
public art collateral, Community Gallery vinyl lettering, scanning of public
art files, photography services, film screening rights, speakers, and
moderators)
− Repair & Maintenance: $90,000
o (Annual artwork maintenance, possible restoration of Roadrunner, Rose
Garden Community Walk, and other artworks identified during the year,
and contingency for unanticipated repairs/removals)
− Supplies: $2,000
o (Miscellaneous supplies for Cultural Arts Committee, Student Art and
Essay Contest, Palm Desert Community Gallery, etc.)
− Local Meetings, Conferences, and Mileage: $8,500
o (Staff reimbursement to attend public art related meetings and
conferences.)
− Other: $23,620
o (Advertising and promotion, printing and duplicating, subscriptions and
publications, dues, and postage/freight)
− Capital Projects: $415,000
o (San Pablo Phase I roundabout sculpture, San Pablo Phase II roundabout
sculpture, DiscoverPD artwork, and misc. public art projects)

Fiscal Analysis
The total proposed Public Art budget for FY 2023/2024 is $619,120 and is subject to
City Council approval. This includes additional carryover funds from FY 2022/2023 for
the San Pablo Phase I roundabout sculpture project. All projects noted above using
public art funds will be brought before the Cultural Arts Committee and the City Council
for consideration (if not already done so).

Subject: Project Status Report for the April 12, 2023, Cultural Arts Committee
Meeting
1. Artist Registry – The new Artist Registry website,
www.palmdesertartistregistry.com, is now live. This will allow artists to create a
profile, which they can maintain with staff approval and provides a searchable
database for the public to review. Please refer all artists that are interested in
working in Palm Desert to the website.
2. City of Palm Desert’s Public Art Virtual Tour – A web-based virtual tour is now
available online through the City’s Public Art web-page. It currently includes 69
City-owned artworks, six murals, 12 artistic utility cabinets, and a Holocaust
Memorial Video from Desert Sand Unified School District (DSUSD).
3. Public Art Documentary Film Series – The fourth and final film scheduled for
April 26, 2023, is Carved in Stone: SANANNGUAQTIT, with guest speaker
Director, Angela Heck. This film will screen at UCR Palm Desert Center
beginning at 6 p.m.
4. Palm Springs Life 8-month feature content – This year the City contracted
with Palm Springs Life to promote Palm Desert’s Public Art program. See
schedule of articles below to include links to those that have already run:

5. Damage report: Charger, by artist Ted Gall, located on Monterey between El
Paseo and Hwy-111, was struck by a car in the late hours of Saturday, February
11, 2023. The tail was broken off and staff could not recover it. A claim has been
filed with the City’s insurance provider and staff is working with the artist for a
quotation to replace the tail and repair the sculpture.
6. FY 2022/2023 Project List – Listed is an update of the projects that staff is
currently working on or will soon be working on:
− 2023 Desert X sponsorship: Exhibition Dates March 4 – May 7, 2023
− Student Art and Essay – awards ceremony complete and artwork is displayed
in the Palm Desert Community Gallery.
− 2023/24 El Paseo Sculpture Exhibition – completed installations, new sign
posts and virtual tour, which now includes audio.
− Anza-Borrego – working on lighting install.
− San Pablo Phase I roundabout sculpture installation: bidding for a general
contractor to install the engineered pads, hiring a professional installer, and
working out logistics for installation. Projected installation in October 2023.
− San Pablo Phase II roundabout contracting and installation
− Replacement of stolen artwork (For Our Freedom) at Freedom Park: concrete
rehab in April, installation in June.
− Replacement of artwork on the traffic signal cabinet on Fred Waring x Cook
(Sun Crawlers by artist John Cuevas)
− Work w/DSRT Surf on implementation of public art into its project
− Artwork implementation for Lupine Plaza, Discover Palm Desert Visitor
Center, and other City projects
− Possibly re-open Palm Desert Community Gallery (five exhibits pending)
− City wide virtual public art tour: ongoing photography and copy is being
worked on to complete each mapped artwork
− Design and print updated public art rack card/brochure
− City wide review of public art signage: starting in Civic Center Park
− Implementation of bottle filler and SCE utility box art wraps
− Waring Plaza developer artwork maintenance: property manager hiring art
conservationists
− Develop the Public Art website for strategic, program content
− Possible deaccession of artwork at the Palm Desert Community Center:
construction estimated to begin in December 2023: Joslyn Center pending,
requesting quotation to rebuild housing, deinstall, transport and install
