1.CALL TO ORDER
A Regular Meeting of the Cultural Arts Committee was called to order by Chair Boren on
Wednesday, May 10, 2023, at 9:00 a.m., in the Administrative Conference Room, City Hall,
located at 73-510 Fred Waring Drive, Palm Desert, California.
2.ROLL CALL
*Participated remotely pursuant to AB 2449.
Present: Committee Members Carol Adney, Lori Flint, Tom Mitze*, Vice-Chair Liz Hauer

Management Analyst Powell presented the staff report and responded to Committee
Member inquiries.
Following discussion, MOTION BY COMMITTEE MEMBER ADNEY, SECOND BY
COMMITTEE MEMBER FLINT, CARRIED 5-0, to receive and file an informational report
on Public Art Community Engagement Project: Summer Spray Day for Kids.

activities of the Architectural Review Commission.
C.CULTURAL ARTS COMMITTEE MEMBERS
Committee Member Flint provided an update regarding the Desert X closing ceremony.
Committee Member Adney suggested the Committee explore potential for public art in
the vacant space at San Pablo and Fred Waring Drive; encouraged staff to invite the Poet
Laureate to participate in selecting a winner of the essay contest; and urged staff to
facilitate more Committee involvement in the predesign phase of City Projects with art
components.
Chair Boren voiced concerns regarding the appearance and condition of the Anza
Borrego Sculpture at the Magnesia Falls roundabout.
Following discussion, by consensus, the Committee requested that staff explore
landscaping options to be discussed at a future meeting in FY 2023-24.
D.CITY COUNCIL LIAISON
Mayor Pro Tem Quintanilla provided an update on the recent activities of the City Council.
E.CITY STAFF
Management Analyst provided a verbal update on the status of City projects and
responded to Committee Member inquiries.
F.ATTENDANCE REPORT
The attendance report was provided with the agenda materials. The Committee took no
action on this matter.
8.ADJOURNMENT
The Cultural Arts Committee adjourned at 10:56 a.m.

MEETING SCHEDULE
RECOMMENDATION:
Adopt the Cultural Arts Committee Regular Meeting schedule for FY 2023-24.
BACKGROUND/ANALYSIS:
Pursuant to Palm Desert Municipal Code (PDMC) §2.58.030, the Cultural Arts Committee may
hold regular monthly meetings at such date, time, and place as set by committee resolution or
minute order. The Committee currently meets at 9:00 a.m. on the second Wednesday of each
month. When any regular meetings of the Committee fall on a legal holiday, the meeting is
rescheduled for the same hour of the succeeding Wednesday. Upon review of the City’s existing
appointed bodies calendar and available meeting spaces, it is recommended that the Committee
maintain the current meeting schedule.

STAFF REPORT

REQUEST: PROVIDE SUGGESTIONS FOR PUBLIC ART AT DISCOVER
PALM DESERT VISITORS CENTER

Recommendation
Provide staff with suggestions for public art at the Discover Palm Desert Visitors Center.
Discussion
At the Cultural Arts Committee meeting on February 8, 2023, City staff provided an
informational presentation on the conceptual design for the Discover Palm Desert
Visitors Center, which is currently in the design phase and includes potential locations
for public art. On March 8, 2023, the Cultural Arts Committee held a study session to
discuss public art opportunities for the center. During the study session, a site visit to
the location was recommended so that members could get an idea of the physical
layout to assist with suggestions for public art commissions.
Below is a list of additional comments made during the study session:
•Water is problematic and should not be considered for any public art.
•Lighting and electrical components should be installed for all sculpture and mural
locations.
•Artworks will need to be organized in phases according to the fiscal year
budgets.
•Phase one should include a large sculpture to be installed at the opening of the
building.
•Phase two should include two (2) of the three (3) murals that are on public facing
walls – possibly hold off on the last mural that faces the skatepark.
•Additional installations to be continued in consecutive years.
Surveyors will be outlining the Discover Palm Desert Visitors Center site with chalk on
Friday, June 9, 2023, and the outline will be available for viewing through Friday, June
16, 2023. In order for the Cultural Arts Committee members to conduct an in-person site
visit during the meeting on Wednesday, June 14, 2023, the meeting will adjourn during
the site visit and resume when we return to the Administrative Conference Room. In
order to follow Brown Act laws, members and staff will not be permitted to discuss
public art suggestions onsite, but rather, will need to wait until they return to the room.
Once the meeting recommences, staff will request suggestions from members
regarding commissioning artworks for the project.
Fiscal Analysis
There is no fiscal impact associated with this request.

3. Project List – Listed below is an update of projects that staff is currently working
on or will soon be working on:
− Swim Dive Play repair at the Palm Desert Aquatic Center
− San Pablo Phase I roundabout sculpture installation: Projected installation in
October 2023.
− Replacement of stolen artwork (For Our Freedom) at Freedom Park:
installation scheduled for the week of July 10, 2023.
− Waring Plaza developer artwork maintenance: property manager getting bid
approved for repair.
− Charger damage: Ted Gall working on replacement of the tail.
− Palm Desert Rose Garden at the Civic Center Park will be repainted in
summer 2023.
