This dynamic multi -week program will give an insider's view of the City and its functions through hands-on demonstrations, presentations, and tours. The Academy will give participants the opportunity to grow in their leadership skills, analyze issues using data, connect with decision -makers, and learn how they can make a difference in our community. The curriculum is designed to encourage Palm Desert's community stakeholders to better understand their government, provide methods for getting involved, and equip participants to share their ideas and issues effectively. The Academy will give participants the opportunity to grow in their leadership skills, analyze issues using data, connect with decision -makers, and learn how they can make a difference in our community. Eligibility • Must be a Palm Desert resident, business owner/employee, or student age 18+ o Priority will be given to Palm Desert residents who are registered to vote in Palm Desert. • Must NOT be running for, or currently serving in, a political office • Must be willing to commit to attendance of five sessions (can miss one session and still receive a certificate of completion) o Sessions are held Wednesday evenings (provide program date range here) o Most sessions are held in Council Chambers, although some may be held offsite at various City locations (schedule to be determined). o Graduates will be recognized at a future City Council Meeting following completion of the Academy. o All participants must sign and follow a Civics Academy Code of Conduct. Applicant's Signature Date Page 3 of 3 Presentation A-4 STAFF REPORT CITY OF PALM DESERT CULTURAL ARTS COMMITTEE MEETING DATE: July 12, 2023 SUBMITTED BY: Erica Powell, Management Analyst REQUEST: APPROVE REPLACEMENT OF TRAFFIC SIGNAL CABINET ARTWORK SUN CRAWLERS BY ARTIST JOHN CUEVAS Recommendation Approve replacement of artwork Sun Crawlers by artist John Cuevas on a traffic signal cabinet in a location to be determined. Discussion At its meeting of January 11, 2018, the Art in Public Places (AIPP) Commission approved artist John Cuevas to paint Sun Crawlers on two adjacent traffic signal cabinets at the northwest corner of Fred Waring Drive and Cook Street. In late 2019, both traffic signal cabinets were destroyed in a traffic accident and had to be replaced. Since that time, the cabinets were damaged again which required additional replacement. Staff has suggested vinyl wrapping the last several traffic signal cabinets with public art given the ease of replacing the art if the cabinets become damaged or require replacement, as they often do every few years. As such, staff requested that Mr. Cuevas submit a digital design of Sun Crawlers for review by the Committee. Additionally, given that the previous location is a busy area that is prone to traffic collisions and has required the cabinets to be replaced twice in the last few years, staff is recommending that the artwork be placed in one of the following locations that still has high visibility and is less prone to collisions: 1. Northwest corner of Cook Street and Frank Sinatra Drive 2. Northeast corner of Cook Street and Hovley Lane 3. Southwest corner of Highway 111 and El Paseo (East end) The Committee can also recommend placement in the previous location if they so choose. Fiscal Analysis Staff estimates the total cost of the project not to exceed $4,000 which will include the artist fee of $500 and between $2,000-$3,500 for preparation of cabinets and vinyl wrap printing and application. Funds are available in the FY 2022/2023 Public Art Budget. Attachments 1. Discussion The 37th Annual Student Art and Essay Contest provides an opportunity for all Palm Desert students, K-12, to participate by submitting classroom murals, individual artworks, and essays for display in the Palm Desert Community Gallery at City Hall. Each year the Cultural Arts Committee is asked to choose a theme for the Student Art and Essay Contest. While the committee is welcome to choose any theme they'd like, to get the discussion started, staff is proposing the following: • When I see a piece of trash... • Palm Desert would be better if... • My first journey on a train. • How can I help my neighborhood? Staff will begin reaching out to Palm Desert schools as soon as a theme is approved, and staff will work with each school to encourage participation. All entries will be due at the end of December and will be displayed in the Palm Desert Community Gallery from February 12 through March 22, 2024. An award ceremony will be held in the Council Chamber on Wednesday, March 6, 2024. At its February 8, 2023, meeting the Cultural Arts Committee approved a Student Art Wrap Competition and staff is recommending to combine the wrap competition with the Student Art and Essay Contest. Winners of the "Best of Show" and "Mayor's Award" would have their art vinyl wrapped onto traffic signal cabinets, SCE utility boxes, and/or water bottle fillers. Possible locations of vinyl art wraps will return to the Cultural Arts Committee in March 2024 for suggested placement and approval. Item 7B-1 Fiscal Analysis Estimated costs for the vinyl art wraps is $6,000 and funding for this has been included in FY 23/24 Public Art budget. Item 7B-4 STAFF REPORT CITY OF PALM DESERT CULTURAL ARTS COMMITTEE MEETING DATE: February 8, 2023 SUBMITTED BY: Erica Powell, Management Analyst REQUEST: REQUEST FOR DIRECTION ON 2023/2024 STUDENT ART WRAP COMPETITION Recommendation Provide staff with direction on a student art competition to vinyl wrap artworks on select traffic signal cabinets, SCE utility boxes, and/or park water bottle fillers throughout Palm Desert. Discussion Staff is proposing an artwork competition within Palm Desert schools, grades K through 12, wherein students would submit artwork for vinyl wrap on select traffic signal cabinets, SCE utility boxes, and/or park water bottle fillers at locations to be determined throughout the city. The competition would be broken down in three (3) categories: Elementary, middle school and high school. The competition could be theme based and held annually or biannually. Staff would present locations to the Cultural Arts Committee and submissions would be reviewed to select winners, whose artworks would be vinyl wrapped for up to two (2) to three (3) years or more. If the Cultural Arts Committee recommends this project, staff will bring forward a detailed request for direction in FY 2023/2024. Fiscal Analysis Estimated costs for three utility art wraps is $6,000. If the Cultural Arts Committee recommends this project, staff will include funding in the FY 2023/2024 Public Art budget.
