HomeMy WebLinkAbout2022-10-12 HC Regular Meeting MinutesHOUSING COMMISSION CITY OF PALM DESERT, CALIFORNIA MINUTES (VIRTUAL MEETING) Pursuant to Assembly Bill 361, this meeting was conducted by teleconference, and there was no in-person public access to the meeting location. 1. CALL TO ORDER A Regular Meeting of the Housing Commission was called to order by Chair Guinaw on Wednesday, October 12, 2022, at 3:32 p.m. 2. ROLL CALL Present: Commissioners Jann Buller, Melody Morrison, Kathleen Bauer, and Honorable Chair Dennis Guinaw. Absent: Vice-Chair Ballard and Commissioner Blair Armstrong. Liaison(s) Present: Kathleen Kelly, City Council Liaison Staff Present: Jessica Gonzales, Housing Manager; Celina Cabrera, Management Analyst; Chris Gerry, Project Manager; Teresa Vakili RPM Company Southern Region Vice- President; and Stephanie Estrada, Recording Secretary, were present at Roll Call. 3. NON-AGENDA PUBLIC COMMENT: Chair Guinaw opened and closed the non-agenda public comment period. No Public Comments were provided. 4. CONSENT CALENDAR: A. APPROVAL OF MINUTES MOTION BY COMMISSIONER BULLER, SECOND BY COMMISSIONER MORRISON, CARRIED 4-0, to approve the Housing Commission Regular Meeting Minutes of September 14, 2022. APPROVE AMENDMENT TO CONTRACT NO. HA-39040. MOTION BY COMMISSIONER MORRISON, SECOND BY COMMISSIONER BAUER, CARRIED 4-0, to approve the request for consideration to approve Amendment No. 1 to Contract No. HA-39040 with Service First, LLC., for pool and water feature maintenance and repair and repair services at the Palm Desert Housing Authority properties in a total amount not to exceed $347,147. B. AWARD A CONTRACT FOR TAOS PALMS TRELLIS AND ENTRANCE DESIGN BUILD TO DOUG WALL CONSTRUCTION, INC. Commissioner Morrison and Commissioner Bauer provided remarks. Commissioner Morrison asked Chris Gerry, Project Manager whether this project would be a total re- model and asked what the timeline would be to complete the project would be, and finally she asked if all options were considered regarding the material being used. As a follow- up questions, Commissioner Bauer asked Mr. Gerry where the savings to the project were coming from. Mr. Gerry responded by confirming the use of alumni-wood would not only be where the projects savings were determined but would also allow for a total rehabilitation of trellis and entrance to TAOS Palms. In response to Commissioner Morrison and Teresa Vakili, RPM Company Southern Region Vice President question about the project timeline, Mr. Gerry responded by addressing the need to finalize the design and have the project approved by the Palm Desert Housing Authority before coordinating with RPM staff on the best timeframe to complete the project that will also fit the schedule of residents. MOTION BY COMMISSIONER BULLER, SECOND BY MORRISON, CARRIED 4-0, to award contract to Doug Wall Construction, Inc., for the design build of Taos Palms trellis and entrance structure rehabilitation in the amount of $1,067,588.35. 6. INFORMATIONAL REPORTS & COMMENTS A. HOUSING COMMISSIONERS Chair Guinaw informed the Commission of Homelessness Taskforce meeting cancellation. Chair Guinaw reminded the commission of the different web-based platforms the City of Palm Desert offers, such as Discover and Engage Palm Desert. B. SUMMARY OF CITY COUNCIL AND HOUSING AUTHORITY ACTIONS Jessica Gonzales provided an update regarding action items approved by the Housing Authority and City Council during the September 15th and 29th, 2022, meetings. Mrs. Gonzales also provided a brief overview of what important items would be presented during the upcoming meeting of October 13th, 2022. RPM COMPANY MONTHLY REPORTS FOR JULY, AND PROJECT REPORT FOR AUGUST 2022 Teresa Vakili, Vice President of RPM Company provided an update regarding monthly occupancy reports, average rent summary, monthly net operating income statement, and project report of July, Project Report for August 2022 including a full renovation for Laguna Palms Apartments Unit 43 of the Housing Authority affordable housing properties. Before and after pictures were included. D. CITY COUNCIL LIAISON City Council Liaison Councilmember Kathleen Kelly alerted Chair Guinaw about the prospect of the Care Program being implemented in the County of Riverside which the City of Palm Desert may have commitment with other cities to make housing available to participants of the Care Program. Councilmember Kelly provided this comment in case this item at some point in a future City Council meeting comes up, Chair Guinaw and the Housing Commission could potentially consider volunteering should a taskforce be established for this purpose in finding alternatives to housing participants of the Care Program; particularly the Authority owned and operated affordable housing communities as a probable choice for this. E. CITY STAFF • Housing Manager, Jessica Gonzales opened a discussion to talk about the interim Vice-Chair position. • Housing Manager, Jessica Gonzales provided an update to the inquiries for the Home Improvement Program during the months of August and September 2022. F. ATTENDANCE REPORT The attendance report was provided with the agenda materials. The Commission took no action or discussion on this matter. 7.
