1.CALL TO ORDER
A Regular Meeting of the El Paseo Parking and Business Improvement District Board
was called to order by Chair Klein on Thursday, November 16, 2023, at 8:02 a.m., in
the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive,
Palm Desert, California.
2.ROLL CALL
Present: Board Members Rebecca Elliott, Alec Longmuir*, Susan Stauber, Michelle
Whittaker, Vice Chair David Fletcher and Chair Patrick Klein.
*Board Member Longmuir participated remotely in accordance with AB 2449.

B.SHERIFF UPDATE
Deputy Amato, of Riverside County Sheriff, provided updates on an addition to a
Deputy on the Business District Team, new vehicle and Community Service
Officer De La Torre foot patrol on El Paseo and answered Board questions.
C.MARKETING UPDATE
Stephanie Greene, of FG Creative, answered Board questions and provided
updates on the October 2023 Marketing Report.
Paulina Larson and Susan Stein, of Palm Springs Life Magazine, provided an
update on Palm Desert Food & Wine and El Paseo Fashion Week partnerships
and answered Board questions.
6.ACTION CALENDAR
A.CONSIDERATION OF THE DECEMBER 2023 MEETING SCHEDULE

7.COMMENTS:
A.EL PASEO PARKING AND BUSINESS IMPROVEMENT DISTRICT BOARD
MEMBERS
Vice Chair Fletcher provided an update on the December opening of Shorebird
and upcoming holiday event at The Shops on El Paseo.
Board Member Whitaker reminded the Board of the City’s 50th Anniversary
celebration Saturday, November 18th, 2023.
Chair Klein provided update on the December opening of Our House at the
Gardens on El Paseo and the reopening of The Hideout.
B.CITY COUNCIL LIAISON
Councilmember Harnik commended Board Member Elliott for hosting an El Paseo
merchant meeting at Porta Via; provided an update of dining deck extension on
City Council’s agenda; and thanked the Board for all their continued commitment
to the community on behalf of the entire City Council.
C.CITY STAFF
Public Affairs Manager Soule provided an update on the video shoot with NBC for
California Live on El Paseo.
Business Advocate Mager provided an update on the upcoming new benches for
El Paseo.
D.ATTENDANCE REPORT - The attendance report was provided with the agenda
materials. The Board took no action on this matter.
8.ADJOURNMENT - The El Paseo Parking and Business Improvement District Board
adjourned at 9:23 a.m.

benches
•Benches are presently made of
concrete and are starting to
crack and show the wear and
tear.
•Additional benches along El
Paseo have been requested,
however the City does not have
spare benches in stock.
•Current benches have been hard
to maintain and are extremely
difficult to move.

Implementation of a
bench pilot program
•Purchased four (4) new benches from
Canvus.
•Replacing the most damaged benches
on the street.
•Consideration of additional benches
would be considered in the 3rd or 4th
quarter of 2024.

•Canvus is a manufacturer of furniture made from
wind turbine blades.
•5,000-8,000 wind turbine blades are retired each
year.The wind industry has struggled
with recycling them due to their massive size,
durability, and fiberglass material.
•Canvus has created a solution for these blades by
upcycling them at scale into furniture designed for
communities, parks, and schools.
