1. CALL TO ORDER
A Special Meeting of the Homelessness Taskforce was called to order by Chair Diane Vines
on Monday, July10, 2023, at 9:00 a.m., in the Administrative Conference Room, City Hall,
located at 73-510 Fred Waring Drive, Palm Desert, California.
2. ROLL CALL
Present: Taskforce Members Rosemary Fisher-Anaya, Joseph Butts, Scott Marks*, Davis
Meyer, and Chair Diane Vines.
Taskforce Member Marks arrived at 9:06 a.m.
Absent: Vice Chair Burreson.
Liaison(s)
Present: Mayor Kathleen Kelly and Mayor Pro Tem Karina Quintanilla, City Council Liaisons
Staff
Present: Jason Austin, Social Services Coordinator; Pedro Rodriguez, Code Compliance
Supervisor; and Michelle Nance, Recording Secretary.
3. ELECTION OF THE HOMELESSNESS TASKFORCE CHAIRPERSON AND VICE
CHAIRPERSON
MOTION BY TASKFORCE MEMBER BUTTS, SECOND BY TASKFORCE MEMBER
MEYER, CARRIED 4-0, to elect Cindy Burreson as Vice Chairperson and Diane Vines as
Chairperson of the Homelessness Taskforce Committee.
4. NON-AGENDA PUBLIC COMMENT:
Ryland Penta, Digital Strategies Coordinator, presented information regarding the Civic
Academy and invited Taskforce Members to apply to participate in the pilot program.

5. ACTION CALENDAR:
A. APPROVAL OF MINUTES
MOTION BY TASKFORCE MEMBER BUTTS, SECOND BY TASKFORCE MEMBER
MEYER, CARRIED 5-0, to approve the Homelessness Taskforce Regular Meeting
minutes of May 1, 2023.
B. HOMELESSNESS TASKFORCE MEETING SCHEDULE FY 2023/2024
MOTION BY TASKFORCE MEMBER MEYER, SECOND BY TASKFORCE MEMBER
BUTTS, CARRIED 5-0, to approve the Homelessness Taskforce meeting schedule for
fiscal year 2023/2024.
C. HOMELESSNESS TASKFORCE WORK PLAN
Social Services Coordinator Austin narrated a PowerPoint presentation outlining the
2023/2024 Annual Work Plan and responded to Taskforce Member inquiries.
Following discussion, MOTION BY TASKFORCE MEMBER MEYER, SECOND BY
TASKFORCE MEMBER BUTTS, CARRIED 5-0, to approve the 2023/2024 Annual Work
Plan for the Homelessness Taskforce.
D. PIT COUNT UPDATE
Social Services Coordinator Austin provided a summary of the Point in Time (PIT) report
provided by Riverside County and responded to Taskforce Member inquiries.
MOTION BY TASKFORCE MEMBER MARKS, SECOND BY TASKFORCE MEMBER
BUTTS, CARRIED 5-0, to receive and file the PIT Count summary and report provided
by Riverside County.
6. INFORMATIONAL REPORTS & COMMENTS
A. HOMELESSNESS TASKFORCE MEMBERS
Taskforce Member Fisher-Anaya introduced herself and provided a summary of her
interests in the Taskforce.
Taskforce Member Meyer encouraged members to attend Coachella Valley Association
of Governments (CVAG) meetings to stay informed on local issues relevant to the
Taskforce.
Taskforce Member Butts provided information regarding the potential for ride-along
opportunities with the Sheriff’s Department and City Code Compliance.
Taskforce Member Marks reported that he has been in touch with a potential applicant for
the Homelessness Taskforce.
Mayor Kelly provided information regarding the application and appointment process and
encouraged Taskforce Members to refer interested parties to the City Clerk.
Chair Vines reported on current HIPAA compliant support services offered to the

City of Palm Desert Page 3
community by the CSUSB Nursing Street Medicine program and collaborative efforts of
local organizations.
B. CITY COUNCIL LIAISONS
Mayor Kelly provided information regarding City-owned affordable housing and the
pending construction of new affordable housing units within the City; and expressed
appreciation to City staff for their immediate and compassionate response to community
concerns regarding homelessness.
Mayor Pro Tem Quintanilla expressed appreciation for the work of Social Services
Coordinator Austin and Code Compliance Supervisor Rodriguez.
C. COMMUNITY PARTNERS
None.
D. CITY STAFF
Code Compliance Supervisor Rodriguez provided a written report included in the agenda
materials. No action was taken on this item.
E. ATTENDANCE REPORT
The attendance report was included in the agenda materials. No action was taken on this
item.
7. ADJOURNMENT
The Homelessness Taskforce adjourned at 10:17 a.m.
