CALL TO ORDER Chair Boren convened the meeting at 11:01 a.m. II. ROLL CALL Present Absent Maureen Boren, Chair Liz Hauer, Vice Chair Carol Adney Lori Flint Louisa Higgins Tom Mitze Jeff Wallach Also Present Amy Lawrence, Special Programs Manager Debbie Thompson, Recording Secretary Karina Quintanilla, Councilmember Anthony Mejia, City Clerk III. OATH OF OFFICE FOR NEW MEMBERS City Clerk, Anthony Mejia, swore in Committee Members Jeff Wallach and Tom Mitze. IV. ORAL COMMUNICATIONS None IV. APPROVAL OF MINUTES Cultural Arts Committee Minutes July 13, 2022 2 A. Approve the Minutes of the regular Cultural Arts Committee meeting held on June 8, 2022. Member Higgins moved to approve the Minutes of the regular Cultural Arts Committee meeting held on June 8, 2022. Motion was seconded by Member Flint and carried 5-0-2 with Adney, Boren, Flint, Hauer, and Higgins voting AYE with Mitze and Wallach ABSTAINING. V. PRESENTATIONS None VI. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION – Karina Quintanilla No report. B. PLANNING COMMISSION REPORT – Lindsay Holt No report. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT – John Vuksic No report. VII. CONSENT ITEMS HELD OVER NONE VIII. NEW BUSINESS NONE IX. CONTINUED BUSINESS A. CONSIDER RECOMMENDATION TO PURCHASE A SCULPTURE FROM THE 2021/2022 EL PASEO SCULPTURE EXHIBITION FOR INCLUSION IN THE CITY’S PERMANENT PUBLIC ART COLLECTION TO BE INSTALLED IN A LOCATION TO BE DETERMINED (Continued from the meeting of June 8, 2022) Cultural Arts Committee Minutes July 13, 2022 3 Member Higgins moved to recommend the purchase of Tyler Burton’s Fossils of the Future for placement at the Civic Center Park located at the northeast portion of the park near the pollinator garden. Motion was seconded by Member Flint and carried 5-2-0 with Boren, Flint, Higgins, Mitze, and Wallach voting AYE with Adney and Hauer voting NO. B. REQUEST FOR DIRECTION ON MURAL FUNDING AND DESIGN FOR SOUTHEAST WALL ON SAN PABLO AND SAN GORGONIO (Continued from the meeting of June 8, 2022) Ms. Lawrence referred to the staff report specifically noting the request by Flat Black for an additional $1,000.00 paid by the City increasing the City’s cost to $8,500.00. Member Higgins moved to accept the design by Kathleen Goff as presented with the suggestion to replace the saguaro cacti with ocotillo. Motion was seconded by Member Hauer and carried 7-0-0 with Adney, Boren, Flint, Hauer, Higgins, Mitze, and Wallach voting AYE. Member Hauer moved to approve an additional $1,000 from the City to cover the cost of a scissor lift. Motion was seconded by Member Adney with Adney, Boren, Flint, Hauer, Higgins, Mitze, and Wallach voting AYE. X. OLD BUSINESS NONE XI. REPORTS AND REMARKS A. STAFF 1. Status Report Memo - San Pablo Phase I Roundabout Sculpture - Student Art and Essay Contest - Hybrid Meetings Ms. Lawrence referred to the Status Report Memo that was included in the agenda packet and provided information on each item.
