CALL TO ORDER Chair Boren convened the meeting at 9:01 a.m. II. ROLL CALL Present Absent Maureen Boren, Chair Louise Harding Liz Hauer, Vice Chair Carol Adney Lori Flint Louisa Higgins Also Present Amy Lawrence, Special Programs Manager Debbie Thompson, Recording Secretary Karina Quintanilla, Councilmember Lindsay Holt, Planning Commission Liaison John Vuksic, Architectural Review Commission Liaison III. ORAL COMMUNICATIONS None IV. APPROVAL OF MINUTES A. Approve the Minutes of the regular Cultural Arts Committee meeting held on May 11, 2022. Member Hauer moved to approve the Minutes of the regular Cultural Arts Committee meeting held on May 11, 2022. Motion was seconded by Member Higgins and carried 5-0-1 Cultural Arts Committee Minutes May 11, 2022 2 with Adney, Boren, Flint, Hauer, and Higgins voting AYE with Harding ABSENT. V. PRESENTATIONS None VI. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION – Karina Quintanilla Councilmember Quintanilla thanked the Committee members for the service they provide to the community. B. PLANNING COMMISSION REPORT – Lindsay Holt Ms. Holt reported that the Planning Commission approved a 150-unit affordable housing project located on Gerald Ford and Frank Sinatra west of Spanish Walk. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT – John Vuksic Mr. Vuksic reported that the Architectural Review Commission (ARC) approved final construction plans for a mixed-use project at San Pablo and Fred Waring. VII. CONSENT ITEMS HELD OVER NONE VIII. NEW BUSINESS A. ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON FOR A ONE (1) YEAR TERM FROM JULY 1, 2022, THROUGH JUNE 30, 2023 Member Adney moved to elect Member Boren as Chairperson and Member Hauer as Vice Chairperson for a one (1) year term from July 1, 2022, through June 30, 2023. Motion was seconded by Member Flint and carried 5-0-1 with Adney, Boren, Flint, Hauer, and Higgins voting AYE with Harding ABSENT. Cultural Arts Committee Minutes May 11, 2022 3 B. REQUEST FOR DIRECTION ON REMOVAL/REPLACEMENT OF JON SEEMAN’S PORTAL SCULPTURE FROM THE 2021/2022 EL PASEO SCULPTURE EXHIBITION Ms. Lawrence referred to the staff report that was included in the agenda packet regarding the Removal/Replacement of Jon Seeman’s Portal Sculpture from the 2021/2022 El Paseo Sculpture Exhibition. Member Higgins moved to approve early removal of Jon Seeman’s Portal sculpture from the 2021/2022 El Paseo Sculpture Exhibition and to withhold the $500 balance of the artist’s honorarium in lieu of the artist providing a replacement sculpture for the remainder of the Exhibition. Motion was seconded by Member Hauer and carried 4-1-1 with Boren, Flint, Hauer, and Higgins voting AYE, Adney ABSTAINING, with Harding ABSENT. C. CONSIDER PURCHASE OF A SCULPTURE FROM THE 2021/2022 EL PASEO SCULPTURE EXHIBITION FOR INCLUSION IN THE CITY OF PALM DESERT’S PERMANENT PUBLIC ART COLLECTION Ms. Lawrence referred to the staff report included in the agenda packet regarding the Consideration of Purchasing a Sculpture from the 2021/2022 El Paseo Sculpture Exhibition for Inclusion in the City of Palm Desert’s Permanent Public Art Collection. Member Hauer moved to continue this item to the July 13, 2022, meeting so that staff can contact artists Tyler Burton (Fossils of the Future) and Chris Puzio (Anza Borrego) to negotiate sculpture purchase prices and return with recommended install locations for each. Motion was seconded by Member Adney and carried 5-0-1 with Adney, Boren, Flint, Hauer, and Higgins voting AYE with Harding ABSENT. D. REQUEST FOR DIRECTION ON MURAL FUNDING AND DESIGN FOR SOUTHEAST WALL ON SAN PABLO AND SAN GORGONIO Ms. Lawrence referred to the staff report that was included in the agenda packet regarding the Request for Direction on Cultural Arts Committee Minutes May 11, 2022 4 Mural Funding and Design for the Southeast Wall on San Pablo and San Gorgonio. Member Hauer moved to recommend funding for the mural in an amount not to exceed $10,000 to include $7,500 from the City and $2,500 from the property owner, and directed staff to engage with property owner John DeVita and work with Flat Black Art Supply to obtain proposals for a mural with suggested themes of pollinators, native plants, Native American, and historical Palm Desert to be installed on the southeast wall at San Pablo and San Gorgonio. Motion was seconded by Member Adney and carried 5-0-1 with Adney, Boren, Flint, Hauer, and Higgins voting AYE with Harding ABSENT. IX. CONTINUED BUSINESS NONE X. OLD BUSINESS NONE XI. REPORTS AND REMARKS A. STAFF 1. Status Report Memo - San Pablo Phase I Roundabout Sculpture - McCallum Mural - Americans for the Arts Conference - Committee Member Meeting Attendance Ms. Lawrence referred to the Status Report Memo that was included in the agenda packet and provided information on each item. B. COMMITTEE MEMBERS Chairperson Boren requested to change the time of the July 13, 2022, Cultural Arts Committee meeting to 11 a.m. to which the Committee members concurred. C. ATTENDANCE SHEET Cultural Arts Committee Minutes May 11, 2022 5 Ms. Lawrence explained that the City Council approved a new policy for recording attendance over a rolling 12-month period as opposed to a calendar year.
