IV. APPROVAL OF MINUTES
A. Approve the Minutes of the regular Cultural Arts Committee
meeting held on April 13, 2022.

Member Hauer moved to approve the Minutes of the
regular Cultural Arts Committee meeting held on April 13,
2022. Motion was seconded by Member Adney and carried 6-
0-0 with Adney, Boren, Flint, Harding, Hauer, and Higgins
voting AYE.
V. PRESENTATIONS

VI. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION – Karina
Quintanilla
Councilmember Quintanilla reported that she attended the
McCallum Education Policy Committee meeting and they are
in need of additional board members.
B. PLANNING COMMISSION REPORT – Lindsay Holt
Ms. Holt reported that the Planning Commission approved
an additional five units to an existing group home that can
house thirty-eight persons.
C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT
– John Vuksic
Mr. Vuksic reported the following actions from the recent
Architectural Review Commission (ARC) meetings.
The Commission reviewed preliminary precise plans for a
storage facility at Dinah Shore and Dick Kelly.
Final construction plans for a mixed-use project at San Pablo
and Fred Waring was considered for approval. The project
is a three-story building with retail on the lower level, two
levels of apartments, and underground parking. Due to the
Commission not being able to review the large set of plans
via Zoom, the Commission will meet in person to review the
plans for the project.

VIII. NEW BUSINESS
A. CONSIDER DONATION OF A SCULPTURE BY ARTIST
JOHN RICHEN TO BE INCLUDED IN THE CITY’S
PERMANENT PUBLIC ART COLLECTION
Ms. Lawrence referred to the staff report regarding the
consideration of a donation of a sculpture by artist John
Richen to be included in the City’s permanent public art
collection.
Ms. Lawrence stated that if this Committee and the City
Council approve the donation of the sculpture, it will be
crated and stored at the Corporation Yard until the
renovation of the Development Services lobby is completed.
Member Flint moved to accept the donation of a
sculpture by artist John Richen to be included in the City’s
permanent public art collection. Motion was seconded by
Member Harding and carried 6-0-0 with Adney, Boren, Flint,
Harding, Hauer, and Higgins voting AYE.
B. RECEIVE AND FILE INFORMATIONAL REPORT ON FY
2022/2023 PUBLIC ART BUDGET AND PROJECTS
Ms. Lawrence referred to the staff report regarding the FY
2022/2023 Public Art budget and projects and presented the
information.
Member Hauer moved to receive and file the
informational report on the FY 2022/2023 Public Art budget
and projects. Motion was seconded by Member Higgins and
carried 6-0-0 with Adney, Boren, Flint, Harding, Hauer, and
Higgins voting AYE.
C. REQUEST FOR DIRECTION ON CHANGES TO
SCULPTURE OR CONTRACT PRICE FOR THE SAN
PABLO PHASE 1 ROUNDABOUT
Ms. Lawrence referred to the staff report regarding Donald
Gialanella’s contract for the sculpture on the San Pablo
Phase I Roundabout. The artist contacted staff to inform of
the significant cost increase of stainless steel and stated that
he cannot produce the sculpture, Sunburst, at the contracted

amount of $125,000 and proposed other options in order to
proceed with the project. He could use painted steel instead
of stainless steel as originally proposed; increase the budget
by $50,000 and use Corten steel for the legs and use
stainless steel for the top portion of the sculpture; or
increase the budget by $70,000 and fabricate the sculpture
as originally proposed. Staff had allotted $75,000 for
installation of concrete pads and lighting, however, the
installation costs should not exceed $15,000.
Member Harding moved to increase the contract amount
by $70,000 with artist Donald Gialanella in order to proceed
with fabrication in stainless steel as initially approved. Motion
was seconded by Member Higgins and carried 5-0-1 with
Boren, Flint, Harding, Hauer, and Higgins voting AYE with
Adney voting NO.

Ms. Lawrence referred to the Status Report Memo that was
included in the agenda packet and asked if there were any
questions regarding the items in the report.
Ms. Lawrence stated that the City Council adopted the San
Pablo Public Art Development Plan at its April 28, 2022,
meeting. The document will be posted to the Public Art
Cultural Arts Committee Minutes May 11, 2022

webpage on the City’s website so that it can be reviewed by
the public.
Ms. Lawrence spoke to the property owner of The Real
Italian Deli who is interested in working with the City to place
murals on San Pablo. More information will be brought
forward at the June 8, 2022 meeting.
Ms. Lawrence stated that the City Manager instructed staff to
seek direction from the City Council regarding the use of City
funds for an instagrammable mural to be placed in front of
the McCallum Theatre. The item will go before the City
Council at its meeting of May 12, 2022.
Ms. Lawrence reported that Desert X is planning its 2023
exhibition and will provide sponsorship information to staff in
a few months.
Ms. Lawrence will be attending the Americans for the Arts
Conference in Washington D.C. May 17 through May 20.
Consideration to purchase a sculpture from the 2021/2022 El
Paseo Sculpture Exhibition for placement in the City’s
permanent public art collection will be brought forward at the
June 8, 2022 meeting. Images and prices of the sculptures
will be included with the staff report. She added that the City
is not obligated to purchase a sculpture from each exhibition.
