CULTURAL ARTS COMMITTEE
MINUTES
Wednesday, March 9, 2022

I. CALL TO ORDER
Chairperson Boren convened the meeting at 9:00 a.m.

III. ORAL COMMUNICATIONS
Chair Boren asked that the Cultural Arts Committee observe a
moment of silence in memory of long time Committee member,
Donna Jean Darby.
IV. APPROVAL OF MINUTES
A. Approve the Minutes of the regular Cultural Arts Committee
meeting held on February 9, 2022.

Member Adney moved to approve the Minutes of the
regular Cultural Arts Committee meeting held on February 9,
2022, as presented. Motion was seconded by Member Flint
and carried 5-0-1 with Adney, Boren, Flint, Hauer, and Higgins
voting AYE with Harding ABSENT.
V. PRESENTATIONS
A. UPDATE ON LUPINE PLAZA – Deborah Glickman,
Business Advocate
Ms. Glickman and MIG staff (Rick Barrett, Ryan Kucinski,
and Robin Brailsford) gave a presentation on the Lupine
Plaza project.
VI. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION – Karina
Quintanilla
No report.
B. PLANNING COMMISSION REPORT – Lindsay Holt
No report.
C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT
– John Vuksic
Mr. Vuksic reported the following actions from the recent
Architectural Review Commission meetings.
The clubhouse at Stone Eagle was approved.
D. LUPINE LANE AD HOC SUBCOMMITTEE REPORT – Liz
Hauer
No report.

VIII. NEW BUSINESS
A. RECEIVE AND FILE INFORMATIONAL REPORT ON THE
DESERT FLOWER AND DESERT STAR SCULPTURES
Ms. Lawrence referred to the report regarding the Desert
Flower and Desert Star sculptures that was included in the
agenda packet.
Ms. Lawrence stated that she will provide a more detailed
report regarding these sculptures at its April 13, 2022
Cultural Arts Committee meeting.
Member Hauer moved to receive and file the
informational report on the Desert Flower and Desert Star
sculptures. Motion was seconded by Member Higgins and
carried 5-0-1 with Adney, Boren, Flint, Hauer, and Higgins
voting AYE with Harding ABSENT.
B. SELECT EIGHTEEN (18) SCULPTURES AND UP TO SIX
(6) ALTERNATE SCULPTURES FOR THE 2023/2024 EL
PASEO SCULPTURE EXHIBITION
Ms. Lawrence stated that staff received 140 submissions for
the 2023/2024 El Paseo Sculpture Exhibition. Staff
categorized the proposals as follows. Ninety-three (93)
submissions for the standard sized pads (84” X 84”), twelve
(12) submissions for Pad #1 (48” X 48”), ten (10)
submissions for Pad #16 (96” X 300”), and twenty-six (26)
ineligible proposals. Staff presented a portion of the
2023/2024 El Paseo Sculpture Exhibition proposals. Due to
time constraints staff was directed to schedule a Special
Meeting to complete the selection of the proposals.
Member Hauer moved to continue the selection of
eighteen (18) sculptures and up to six (6) alternate sculptures
for the 2023/2024 El Paseo Sculpture Exhibition to a Special
Meeting (date to be determined). Motion was seconded by
Member Adney and carried 5-0-1 with Adney, Boren, Flint,
Hauer, and Higgins voting AYE with Harding ABSENT.
