CALL TO ORDER Chairperson Boren convened the meeting at 9:00 a.m. II. ROLL CALL Present Absent Maureen Boren, Chair Liz Hauer, Vice Chair Carol Adney Lori Flint Louise Harding Louisa Higgins Also Present Amy Lawrence, Special Programs Manager Debbie Thompson, Recording Secretary Karina Quintanilla, Councilmember Debra Alleyne, Management Analyst John Vuksic, Architectural Review Commission Liaison III. ORAL COMMUNICATIONS Ms. Lawrence introduced Debra Alleyne, Management Analyst for the Public Art Department. IV. CONSENT CALENDAR A. Approval of the Minutes of the regular Cultural Arts Committee meeting held on December 8, 2021. Member Adney moved to approve the Minutes of the regular Cultural Arts Committee meeting held on December 8, Cultural Arts Committee Minutes January 12, 2022 2 2021, as presented. Motion was seconded by Member Harding and carried 6-0-0 with Adney, Boren, Flint, Harding, Hauer, and Higgins voting AYE. V. PRESENTATIONS NONE VI. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION – Karina Quintanilla Councilmember Quintanilla reported that staff will be reviewing all of the City’s committees and commissions to ensure each committee/commission is properly named according to its respective role. B. PLANNING COMMISSION REPORT – Lindsay Holt No report. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT – John Vuksic Mr. Vuksic reported the following actions from the recent Architectural Review Commission meetings. Bravo Gardens Apartments (formerly The Sands) on Hovley Lane East near the soccer park that includes 388-unit multifamily apartments was continued. Desert Luxury Apartments on Gerald Ford near Shepard Lane that includes 32 units was approved with conditions of architectural changes. Apogee on Gerald Ford and Technology Drive near Cook Street includes 15 buildings with three stories and 330 units was approved with conditions. There was a preliminary review of a single-family residence on Santa Margarita near Highway 111 and Deep Canyon that will house single mothers. Cultural Arts Committee Minutes January 12, 2022 3 D. LUPINE LANE AD HOC SUBCOMMITTEE REPORT – Liz Hauer No report. VII. CONSENT ITEMS HELD OVER NONE VIII. NEW BUSINESS A. RECOMMEND APPROVAL OF EXPENDITURES FOR TRAFFIC SIGNAL CABINET VINYL WRAPS Ms. Lawrence reported that the traffic signal cabinet located on Magnesia Falls Drive and Portola Avenue was removed due to the CV Link project. The new cabinet was installed and needs to be rewrapped (vinyl) with the original artwork by Susan Smith Evans. The traffic signal cabinets (Sun Crawlers by artist John Cuevas) on Cook Street and Fred Waring Drive were damaged by a vehicle quite some time ago. Staff will reach out to Mr. Cuevas to have him recreate the design in order for the cabinets to be vinyl wrapped. Member Hauer moved to approve the expenditures for the traffic signal cabinet located on Magnesia Falls Drive and Portola Avenue and the set of traffic signal cabinets on Fred Waring Drive and Cook Street to be vinyl wrapped. Motion was seconded by Member Higgins and carried 6-0-0 with Adney, Boren, Flint, Harding, Hauer, and Higgins voting AYE. B. RECEIVE AND FILE INFORMATIONAL REPORT ON THE ART IN PUBLIC PLACES (AIPP) CAPITAL IMPROVEMENT PROJECT (CIP) FIVE-YEAR PLAN Ms. Lawrence presented the informational report on the Art in Public Places Capital Improvement Project Five-Year Plan. Member Adney moved to receive and file the informational report on the Art in Public Places (AIPP) Capital Improvement Project (CIP) Five-Year Plan. Motion was Cultural Arts Committee Minutes January 12, 2022 4 seconded by Member Harding and carried 6-0-0 with Adney, Boren, Flint, Harding, Hauer, and Higgins voting AYE. IX. CONTINUED BUSINESS NONE X. OLD BUSINESS NONE XI. REPORTS AND REMARKS A. STAFF 1. Status Report Memo - Member Donna Jean Darby - Hazy Palms Update - Document Film Series - Renaming the Committee - San Pablo Public Art Plan Study Session Ms. Lawrence referred to the Status Report Memo that was included in the agenda packet and asked if there were any questions regarding the items in the report. Chair Boren thanked Member Darby for her numerous years of service with the Art in Public Places Commission/Cultural Arts Committee as well as her involvement in Palm Desert. Staff is reviewing the names of all City Committees and Commissions to ensure consistency with naming based on their respective functions. She noted that a Commission works more independently and it is able to approve items that do not need to move forward for the City Council’s approval. Committees function more in an advisory capacity and most of their actions require the City Council’s approval. The San Pablo Public Art Plan Study Session will be held on Monday, January 24 at 9:00 a.m. via Zoom. Staff will send out the Zoom link a week prior to the meeting as well as the San Pablo Public Art Plan report. Ms. Lawrence reported that Flyte by Eino Romppanen located on Pad #1 of the 2021/2022 El Paseo Sculpture Cultural Arts Committee Minutes January 12, 2022 5 Exhibition was damaged by a vehicle on January 9. Staff will reach out to the artist and the insurance company and determine how to proceed with the damaged sculpture. Brown Act and Ethics training will be held on Wednesday, January 26 at 2:00 p.m. via Zoom. Staff will send out the information. B. COMMITTEE MEMBER REPORTS NONE XII.
