CALL TO ORDER Chairperson Myrland convened the meeting at 9:02 a.m. II. ORAL COMMUNICATIONS None Art in Public Places Minutes February 10, 2021 2 IV. CONSENT CALENDAR A. Approve the Minutes of the regular meeting held on January 13, 2021. Commissioner Darby moved to approve the Minutes of the January 13, 2021 meeting. Motion was seconded by Commissioner Boren and carried 7-0-0 with Adney, Boren, Campbell, Darby, Hauer, Miller, and Myrland voting AYE. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION – Karina Quintanilla Councilmember Quintanilla stated that she is looking forward to learning about the City’s public art program and its process. B. PLANNING COMMISSION REPORT – Lindsay Holt No report. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT – John Vuksic No report. VI. CONSENT ITEMS HELD OVER NONE VII. NEW BUSINESS A. DISCUSSION OF GOALS AND OBJECTIVES FOR 2021 The following items were suggested as goals and objectives to accomplish in 2021. Artwork at CV Link and the Aquatic Center. Larger sculptures as opposed to multiple smaller sculptures/projects. Art in Public Places Minutes February 10, 2021 3 Work with schools as a way to impact youth and bring visual art to the City. Establish input from the community via survey including the following questions. What kinds of art are people attracted to?; Where the artwork should be placed (location)?; Suggestions of specific art, artists, etc. It was suggested to publish a survey in the City’s BrightSide newsletter. Establish San Pablo as a hub. Merry-Go-Round in Civic Center Park near the gallery with occasional ice cream stands. Feature endangered species instead of the typical horses. Expand the definition of public art beyond 3D sculpture (lighted pieces, more involvement with Special Events (tango on San Pablo night, etc.)). Implement a community driven event. For example, the WildFlower Festival can create workshops on how to preserve flowers to combine nature and art. Staff to provide a report on how the City has used the community survey tool in the past. Commissioner Adney moved to direct staff to look at possible locations at CV Link and San Pablo Phase II, move beyond 3D sculpture, engage the community, and bring back a report on developing a survey for the community with the incentive of instant gratification. Motion was seconded by Commissioner Darby and carried 7-0-0 with Adney, Boren, Campbell, Darby, Hauer, Miller, and Myrland voting AYE. B. DISCUSSION ON AREAS OF PALM DESERT THAT WOULD BENEFIT FROM PERMANENT PUBLIC ART The following areas were discussed as potential locations for public art. CV Link and possible locations for artwork at Magnesia Falls and Portola. Ms. Lawrence noted that due to CV Link construction the traffic signal cabinets on Portola and Magnesia Falls may be replaced. Canyon Print was the company that installed the Art in Public Places Minutes February 10, 2021 4 vinyl wrap of the design that was created by Susan Smith Evans and students from Lincoln Elementary School. If Canyon Print still has the artwork, staff will have the cabinets rewrapped with the original artwork. Bring Steel Roots back to the location on Fred Waring in front of the two story buildings (near City Hall). CV Link trail heads that include art that denotes the legacy of the Native American heritage. Northwest corner of Fred Waring and San Pascual. City Hall - Replace Danseur with a larger scale sculpture. Code Compliance to clean up the sand lots and fencing at Frank Sinatra behind Desert Willow and from the college to Portola. North Palm Desert near new housing projects that are including parks. Something larger at the entrance to Palm Desert from Highway 74. Remove Recycle sculpture and replace with something else. Concrete stars that include bronze plaques on them that are placed around the perimeter at Freedom Park have been damaged. Mr. Stendell agreed to look into this. Commissioner Miller moved to direct staff to look into moving Recycle. Motion was second by Commissioner Boren and carried 7-0-0 with Adney, Boren, Campbell, Darby, Hauer, Miller, and Myrland voting AYE. Commissioner Adney moved to direct staff contact the gallery regarding either the loan or purchase of Steel Roots for placement on Fred Waring in front of the two story buildings near City Hall. Motion was second by Commissioner Miller and carried 7-0-0 with Adney, Boren, Campbell, Darby, Hauer, Miller, and Myrland voting AYE. Commissioner Campbell moved to direct staff to look at the northwest corner of Fred Waring and San Pasqual for possible sculpture location and look at moving Danseur from Art in Public Places Minutes February 10, 2021 5 the front of City Hall. Motion was second by Commissioner Boren and carried 7-0-0 with Adney, Boren, Campbell, Darby, Hauer, Miller, and Myrland voting AYE. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. 2021/2022 El Paseo Sculpture Exhibition Ms. Lawrence reported that all eighteen sculptures have been installed. She is working with Palm Springs Life regarding a promotional package. B. Documentary Film Series Ms. Lawrence reported that YARN screened virtually on January 13 and went well. The Radiant Child will screen virtually on February 11. The Lost Surrealist will screen virtually on March 11. C. Traffic Signal Cabinet Beautification Project Ms. Lawrence reported that the City Council approved the Commission’s recommendation of artists for the Traffic Signal Cabinet Beautification project. She is working on a contract with a vinyl wrap company and MOUs with the artists. The project should be completed in March. D. San Pablo Roundabout Call for Entries Ms. Lawrence stated that the Call for Entries was released on December 14, 2020 and has been advertised. To-date staff has received eighteen applications via CAFÉ. E. San Pablo Public Art Plan Ms. Lawrence will meet with the subcommittee on February 23. Art in Public Places Minutes February 10, 2021 6 XI. REPORTS AND REMARKS A. STAFF 1. Desert X Ms. Lawrence reported that the dates of Desert X are March 12 – May 16, 2021. She is working with them on project approvals and conditions for two installations to be sited in Palm Desert. B. COMMISSION REPORTS Commissioner Boren thanked the City Council for the gift and staff for distributing the agenda in two formats (digital and hard copy). XII.
