MINUTES
Wednesday, April 14, 2021

Chairperson Myrland convened the meeting at 9:01 a.m.

IV. CONSENT CALENDAR
A. Continue the Minutes of the regular meeting held on March
10, 2021 to the meeting of May 12, 2021.

Commissioner Adney moved to continue the Minutes of
the regular meeting held on March 10, 2021 to the meeting of
May 12, 2021. Motion was seconded by Commissioner Boren
and carried 7-0-1 with Adney, Boren, Darby, Hauer, Miller, and
Myrland voting AYE and Campbell ABSENT.
V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION –
Councilmember Karina Quintanilla
Councilmember Quintanilla reported that she has received
positive comments from the community in favor of the City’s
recent murals.
B. PLANNING COMMISSION REPORT – Lindsay Holt
Ms. Holt referred to the staff report that was sent to the
Commissioners regarding the San Pablo Overlay District.
She reported that the Planning Commission of April 6, 2021
meeting recommended to the City Council to adopted a
resolution to amend the Municipal Code to add a section
which restricts the number of formula businesses that can be
located within the San Pablo Corridor.
C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT
– John Vuksic
Mr. Vuksic reported the following from the recent ARC
meetings.
Sundance, a clothing store on El Paseo, is doing an
extensive façade remodel and the has been continued twice.
Montage, a housing project with 63 units by GHA on Gerald
Ford, was approved.
A design for Palm Desert Apartments with 270 units was
continued.
A design for Santa Barbara apartments on Gerald Ford was
continued.

VII. NEW BUSINESS
A. CONSIDERATION OF HAZY PALMS BY JOHN CUEVAS
AS THE PUBLIC ART COMPONENT FOR THE LA QUINTA
BREWING COMPANY LOCATED AT 74714
TECHNOLOGY DRIVE, PALM DESERT 92211
Commissioner Darby moved to approve Hazy Palms by
John Cuevas as the public art component for the La Quinta
Brewing Company located at 74714 Technology Drive, Palm
Desert 92211. Motion was second by Commissioner Miller and
carried 4-2-1 with Boren, Darby, Miller, and Myrland voting
AYE, Commissioners Adney and Hauer voting NO, and
Commissioner Campbell ABSENT.

X. PROJECT STATUS REPORTS
A. Traffic Signal Cabinet Beautification Project
Ms. Glickman reported that there are three traffic signal
cabinets in process of being vinyl wrapped and should be
finished in the next few weeks. The three locations of the
traffic signal cabinets are El Paseo and San Luis Rey;
Highway 111 and Fred Waring; and Highway 111 and
Monterey.
B. San Pablo Roundabout Call for Entries
Ms. Glickman stated that staff received 198 proposals for the
San Pablo Roundabout sculpture project. Staff will set up a
study session next week to include the entire Commission to
review the proposals. It will take two study sessions to
review all of the proposals. The top six proposals
(approximately) will be reviewed by the traffic engineer.

C. San Pablo Public Art Plan
Ms. Glickman will set up a subcommittee meeting next week
regarding the San Pablo Public Art plan.
Ms. Glickman has a meeting with the project manager and
the Deputy Director of Community Development regarding
Phase II of the San Pablo project.
XI. REPORTS AND REMARKS
A. STAFF
Ms. Glickman stated that she met with artist John Cuevas
regarding the monarch butterfly project that is part of the
Unite Palm Desert campaign. She will bring the design to
the Commission as an information item.
Upon question by Chairperson Myrland, Ms. Glickman stated
that she met with Lou Thomas from The Living Desert
regarding the monarch butterfly project that was presented
to the Commission at last month’s meeting. The Living
Desert and the Unite Palm Desert campaign will merge the
monarch butterfly project into one. There is an item on the
City Council agenda supporting the monarch butterfly
garden, creating a proclamation, and proposing a monarch
butterfly mural.

B. COMMISSION REPORTS
Commissioner Adney commented that she has concerns
that artist John Cuevas has been selected by the Marketing
Committee to create murals as there are other artists and
options available.
Commissioner Boren asked if CREATE Center for the Arts
could be integrated into activities on San Pablo.
XII. ADJOURNMENT
Chairperson Myrland adjourned the meeting at 10:35 a.m.
