CALL TO ORDER Chairperson Myrland convened the meeting at 9:00 a.m. II. ORAL COMMUNICATIONS Martin Alvarez, Director of Economic Development, introduced himself. He stated that he is excited to have public art in the Economic Development Department, become familiar with the process for developers, and learn more about the City’s collection. IV. CONSENT CALENDAR A. Approve the Minutes of the regular meeting held on April 14, 2021. Art in Public Places Minutes May 12, 2021 2 Commissioner Boren moved to approve the Minutes of the regular meeting held on April 14, 2021. Motion was seconded by Commissioner Darby and carried 7-0-0 with Adney, Boren, Campbell, Darby, Hauer, Miller, and Myrland voting AYE. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION – Karina Quintanilla Councilmember Quintanilla made note of the stolen artwork, For Our Freedom, at Freedom Park. Staff will provide more details about the theft under Item XI. Staff Reports, A. Councilmember Quintanilla added that she is looking forward to having more interactive artwork in the City, including educational engagement. B. PLANNING COMMISSION REPORT – Lindsay Holt No report. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT – John Vuksic Mr. Vuksic reported the following from the recent ARC meetings. Signage for Renova Solar Energy Company was approved. The company purchased a new building on Cook Street and Hovley Lane that is being remodeled. DSRT SURF submitted designs for both the hotel and the residential components which were approved. Four-unit apartments on Abronia was continued for the second time. A 48-unit condo complex on Gerald Ford has been continued multiple times. VI. MINUTES OF THE REGULAR MEETING OF MARCH 10, 2021 (Continued from the meeting of April 14, 2021.) Commissioner Adney moved to approve the Minutes of the regular meeting held on April 14, 2021. Motion was seconded by Commissioner Miller and carried 7-0-0 with Adney, Boren, Campbell, Darby, Hauer, Miller, and Myrland voting AYE. IX. OLD BUSINESS A. CONTINUATION OF STUDY SESSION TO REVIEW PROPOSALS FOR THE SAN PABLO ROUNDABOUT PROJECT (No action taken on this item.) Ms. Glickman stated that she met with the Traffic Engineer to have him review the top ten proposals for the San Pablo Roundabout project that were selected from the submissions from the two Study Sessions (April 22 and 29). He also reviewed the balance of the proposals that had not yet been scored. The Traffic Engineer removed four proposals that had been scored from the Study Sessions and one from the remaining seven that will be reviewed at today’s meeting. The Commission reviewed the remaining six proposals from the previous Study Session. After the Commission scored the remaining six proposals, staff calculated the scores and the Commission reviewed the ten proposals and narrowed the selection to five proposals. The five final artists will receive an honorarium to create and present a final design to the Traffic Engineer, Deputy Director of Public Works, and Ms. Glickman. Fully vetted proposals will be presented to the Commission, which will rank the final proposals for recommendation to the City Council for final selection. B. APPROVE THE THREE (3) ARTISTS SELECTED AS FINALISTS TO EACH RECEIVE AN HONORARIUM TO CREATE A FINAL PROPOSAL FOR THE SAN PABLO PHASE 1 ROUNDABOUT PROJECT Art in Public Places Minutes May 12, 2021 4 It was the concurrence of the Commission that the artists selected as finalists create a final proposal for the San Pablo Phase 1 Roundabout project are Richard Herzog; Charla Elizabeth; Hunter Brown; Donald Gialanella; and Kyle Absolom. Each artist submitting a final proposal will receive an honorarium in the amount of $500.00. Commissioner Hauer moved to approve the five (5) artists selected as finalists (Richard Herzog; Charla Elizabeth; Hunter Brown; Donald Gialanella, and Kyle Absolom) to each receive an honorarium to create a final proposal for the San Pablo Phase 1 Roundabout Project and present to the Commission at a future meeting. Motion was seconded by Commissioner Adney and carried 7-0-1 with Adney, Boren, Darby, Hauer, Miller, and Myrland voting AYE with Campbell absent during the vote. Staff will contact the artists to set up meetings with the artists and traffic engineers. This item will return to the Commission at its June or July meeting. X. PROJECT STATUS REPORTS A. Traffic Signal Cabinet Beautification Project Ms. Glickman reported that staff is working with the vinyl wrap company to finalize the insurance documents before moving forward with the installation of the project. Once the insurance documents are approved, the artwork will be placed on the three identified traffic signal cabinets. B. San Pablo Public Art Plan Ms. Glickman reported that she will address the San Pablo Public Art Plan once the artists for the San Pablo Roundabout project are selected. XI. REPORTS AND REMARKS A. STAFF Ms. Glickman reported that the sculpture of the son that is part of the For Our Freedom artwork by Romo Studio located in Freedom Park, was stolen. She spoke to the artists who will research the best way to move forward with replacing the Art in Public Places Minutes May 12, 2021 5 sculpture. A police report and insurance claim has been filed. It will take time to get the sculpture repaired. Ms. Glickman reported that the public art component (mural) for the La Quinta Brewing Company is on the May 13, City Council agenda. Upon question by Chairperson Myrland, Ms. Glickman responded that the City Council approved The Living Desert Monarch Butterfly program and was in support of the mural project. John Cuevas will provide a proposal for placement of a butterfly mural at UCR as part of the Unite Palm Desert campaign and may require additional funds. The proposal will come before the Commission as an informational item. Commissioner Adney stated that public art funds should not be used for the butterfly mural since the project did not come before the Commission. Commissioner Boren asked about the traffic signal cabinet on Cook Street and Fred Waring Drive that was damaged. Staff will work with John Cuevas once the three vinyl cabinets are completed and see if he is able to recreate the original design. Ms. Glickman reported that the Artists Council will be moving into the former Palm Springs Art Museum Palm Desert building. Staff will meet with the Artist Council once it gets settled. B. COMMISSION REPORTS Commissioner Adney noted that the sculpture on Highway 74 and Haystack is covered with a lot of calcium deposits. Staff responded that the maintenance contractor is aware of the calcium build up on the artwork (Sunrise Sunset) and it will be addressed. Art in Public Places Minutes May 12, 2021 6 XII.
