CALL TO ORDER Chairperson Myrland convened the meeting at 9:04 a.m. II. ORAL COMMUNICATIONS Prior to Chairperson Myrland calling the meeting to order, Gloria Sanchez, Acting City Clerk, swore in new Commission members Lori Flint, Louisa Higgins, and alternate Louise Harding. Chairperson Myrland introduced the new Commission members and the current members introduced themselves to the new members. IV. CONSENT CALENDAR A. Approve the Minutes of the regular meeting held on June 9, 2021. Chairperson Myrland noted that on page 6 of the June 9, 2021 draft minutes in the section regarding the discussion of what geographic areas of the City would benefit from public art, she noted that there was more discussion on this topic at the meeting than is indicated in the draft minutes. It was the consensus of the Commission that the north sphere was a priority area once the San Pablo Roundabout project is underway, and that this should be reflected in the June 9, 2021 minutes. Commissioner Boren moved to approve the Minutes of the regular meeting held on June 9, 2021 as amended. Motion was seconded by Commissioner Adney and carried 5-0-2 with Adney, Boren, Darby, Hauer, and Myrland voting AYE with Commissioners Flint and Higgins ABSTAINING. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION – Karina Quintanilla Councilmember Quintanilla welcomed the new Commission members and thanked Alessandra Moctezuma for her presentation. B. PLANNING COMMISSION REPORT – Lindsay Holt Ms. Holt reported that at the meeting of July 6, 2021, the Planning Commission recommended approval of a new, 100 Art in Public Places Minutes July 14, 2021 3 percent affordable housing project located on the southwest corner of Gerald Ford Drive and Rembrandt Street. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT – John Vuksic Mr. Vuksic reported the following from the recent ARC meetings. The renovation of Jeffrey Allen Salon on El Paseo was approved. A four-unit apartment on Abronia Trail was again not approved. The applicant opted to have the ARC deny the project in order to take it to the City Council. The Commission discussed guidelines for outside dining decks for restaurants. A proposal for a new awning and signage for Mimmo’s Italian Restaurant and Café on Highway 111 was continued. A large housing project that is west of University Village (Cook and Gerald Ford) consisting of duplexes and single family homes was continued. The design for Palm Desert Luxury Apartments was approved. D. PRESENTATION – Alessandra Moctezuma Chairperson Myrland introduced Alessandra Moctezuma, M.F.A. Professor, Fine Art, Museum Studies and Gallery Director San Diego Mesa College. Ms. Moctezuma gave a presentation regarding how to critique art in the public realm in an effective, respectful manner. She presented a brief overview of guidelines to keep in mind when reviewing art and serving on a panel. Staff will forward a copy of the presentation to the Commission members. VI. CONSENT ITEMS HELD OVER NONE Art in Public Places Minutes July 14, 2021 4 VII. NEW BUSINESS A. SELECTION OF ONE (1) ART IN PUBLIC PLACES COMMISSIONER TO SERVE ON THE LUPINE LANE AD HOC SUBCOMMITTEE Chairperson Myrland moved to select Commissioner Hauer to serve on the Lupine Lane Ad Hoc Subcommittee. Motion was seconded by Commissioner Boren and carried 7-0-0 with Adney, Boren, Darby, Flint, Hauer, Higgins, and Myrland voting AYE. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS A. RANK THE FINALISTS’ PROPOSALS FOR THE SAN PABLO PHASE 1 ROUNDABOUT PROJECT FOR RECOMMENDATION TO THE CITY COUNCIL Ms. Glickman gave a review of the San Pablo Roundabout project. Each artist will have 25 minutes for their presentation including a Question and Answer period to allow the Commissioners to make comments. Once the presentations have been completed, the Commissioners will rank the artists one (1) through four (4) with one (1) being their first choice, and four (4) being their last choice. The top artists of choice will be forwarded for recommendation of final selection to the City Council at its August 26, meeting. Presentations were given by artists Donald Gialanella, Sunburst; Richard Herzog, Desert Blooms; Kyle Absolom, Dueling Palms; and Hunter Brown, Thrive. After the voting process was completed, the Commission members ranked the artists as follows. Kyle Absolom #1, Donald Gialanella #2, Richard Herzog #3, and Hunter Brown #4. The Commission concurred to bring forward the top two artists (Kyle Absolom #1, and Donald Gialanella #2) to the City Council for final recommendation. Commissioner Adney moved to bring forward to the City Council artists Kyle Absolom #1 and Donald Gialanella #2 for Art in Public Places Minutes July 14, 2021 5 final selection, with staff amending the contract to have the artist make slight changes to the proposal if requested by the City Council. Motion was seconded by Commissioner Darby and carried 7-0-0 with Adney, Boren, Darby, Flint, Hauer, Higgins, and Myrland voting AYE. X. PROJECT STATUS REPORTS A. San Pablo Phase 2 Due to time constraints this item was not discussed. XI. REPORTS AND REMARKS A. STAFF August 11, 2021 Art in Public Places Commission meeting It was the consensus of the Commission to conduct the August 11, 2021 Art in Public Places Commission meeting. B.
