MINUTES
Wednesday, August 11, 2021

Chairperson Myrland convened the meeting at 9:02 a.m.

III. ORAL COMMUNICATIONS
Chairperson Myrland thanked Sonia Campbell and Lesley Miller for
serving on the Art in Public Places Commission for the past several
years.

Ms. Glickman announced that the Public Art Department is moving
back to the Development Services Department and Amy Lawrence
will head up the public art program.
Councilmember Quintanilla thanked Ms. Glickman for her role in
the Public Art Department the last several months.
Ms. Glickman introduced Norma Alley who is the new City Clerk.
IV. CONSENT CALENDAR
A. Approve the Minutes of the regular meeting held on July 14,
2021.
Commissioner Darby moved to approve the Minutes of
the regular meeting held on July 14, 2021. Motion was
seconded by Commissioner Boren and carried 7-0-0 with
Adney, Boren, Darby, Flint, Hauer, Higgins, and Myrland voting
AYE.
V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION – Karina
Quintanilla
Councilmember Quintanilla reported that the San Pablo
Roundabout Sculpture project will be on the August 26, City
Council agenda.
B. PLANNING COMMISSION REPORT – Lindsay Holt
No report.
C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT
– John Vuksic
Mr. Vuksic reported the following from the recent ARC
meetings.
University Park (housing project at Cook Street and Gerald
Ford Drive) consisting of 196 units which includes 48 single
family homes, 64 duplexes, and 84 cluster units was
continued for the second time.

D. LUPINE LANE AD HOC SUBCOMMITTEE REPORT – Liz
Hauer
No report.
E. PRESENTATION – Adam Lerner, Chief Executive Officer,
Palm Springs Art Museum
Adam Lerner, Chief Executive Officer at the Palm Springs
Art Museum, introduced himself. He will be working with the
education aspect at the Museum.
F. SAN PABLO OPENING CELEBRATION – Vanessa Mager
Ms. Mager announced that the San Pablo Grand Opening
Ceremony is Saturday, October 9, from 6:00 to 10:00 p.m.
The event will include food vendors, beer garden, children’s
area, Farmers’ Market vendors, and street art.

VII. NEW BUSINESS
A. SELECT LOCATION(S) AND DETERMINE A BUDGET FOR
ARTWORK AS PART OF THE SAN PABLO AVENUE
PHASE 2 RENOVATIONS
Ms. Glickman stated that the roundabout located on San
Pablo and Magnesia Falls cannot accommodate a sculpture
due to the infrastructure. However, the roundabout located
on San Pablo and College of the Desert (COD) can
accommodate a sculpture as it has similar infrastructure as
the roundabout on San Pablo and San Gorgonio. The
Commission determined that the roundabout at the entrance
to COD was a significant location for a sculpture. Depending
on the City Council’s final selection of the artist for the
roundabout on San Pablo and San Gorgonio the artist who
was not awarded the project can possibly be considered for
this location.
Two, eight (8) foot by eight (8) foot pads have been poured
near the entrance to the baseball fields on San Pablo. Ms.
Glickman noted that a neoglyph sign is placed in front of one

of the new pads and will block the view of a sculpture if a
sculpture is placed there. The Commission suggested
placement of bicycle racks, functional covered seating, and
that it be community focused and site specific on the two
newly poured pads in front of the baseball fields.
It was the consensus of the Commission to have staff draft
an RFQ that includes an engagement focused structure for
the two new pads, focus on the artwork for the College of the
Desert roundabout, consider mosaic pillars, palapa, or place
Dueling Palms by Kyle Absolom on the site if it is not chosen
by the City Council for the roundabout on San Pablo and
San Gorgonio. There is an empty area near the debris yard
that can be considered as a location for artwork.
Commissioner Adney moved to continue and direct staff
to explore the discussion of the concepts stated. Motion was
seconded by Commissioner Flint and carried 7-0-0 with Adney,
Boren, Darby, Flint, Hauer, Higgins, and Myrland voting AYE.
B. PROVIDE FEEDBACK ON PROPOSED UPDATED ART IN
PUBLIC PLACES COMMISSION BYLAWS (No action taken
on this item.)
Ms. Glickman referred to the staff report that included the Art
in Public Places Commission Bylaws. A subcommittee
including the Mayor and Mayor Pro Tem are reviewing the
bylaws for all of the City’s Committees and Commissions.
The proposed bylaws for public art include murals,
sculptures, memorials, earthworks, community art, digital
media, performances, and festivals as well as a possible
name change of the Commission. Also, the City will
potentially work with Americans for the Arts to conduct a
nationwide economic prosperity study to determine how
much money is vetted into a community based on its arts
and culture and focus on Palm Desert specifically. The
Commission was in agreement to broaden the scope of the
art in public places program.

A. UPDATE ON SAN PABLO PHASE 1 ROUNDABOUT
PROJECT/REVIEW OF SELECTION PROCESS (No action
taken on this item.)
Ms. Glickman reported that the San Pablo Phase 1
Roundabout project for the recommendation of final
selection of an artist (Kyle Absolom and Donald Gialanella)
is on the August 26, City Council agenda.
X. REPORTS AND REMARKS
A. STAFF
La Quinta Brewing Company public art component - Ms.
Glickman reported that the mural at the La Quinta Brewing
Company is near completion. Chairperson Myrland noted
that the image that is currently on the wall at the Brewery
was not what the Commission approved. The building
owner will contact staff when the mural is completed, and
staff will review the mural to ensure it is line with the
proposal that was presented to the Commission. If staff
concurs that the completed mural is in line with the proposal,
it will go before the City Council for approval for
reimbursement of the public art fee.
Desert Warren - Karen and Tony Barone contacted staff
regarding Desert Warren that is located on Town Center
Way and Highway 111. The Barones would like to extend
the contract to keep the bunnies on display for a third and
final year. Several of the Commissioners were not in favor
of extending the contract for a third year.
For Our Freedom – Staff has been working with the artist
from Romo Studios regarding the stolen sculpture of the boy.
The Studio has to recreate the mold of the sculpture of the
boy and it will most likely take one year to complete and
install.
Ms. Glickman reported that the CV Link at the Bump and
Grind hiking trailhead is nearly complete. There was
perception that public art was placed on the shade structure.
This is an instance where placement of aesthetic treatments
is out of the City’s purview.

Chairperson Myrland noted that requests for future agenda
items can be mentioned at this point.
Chairperson Myrland noted that Yvonne Bell from the
McCallum Theatre is interested in using the grassy area in
front of the McCallum for temporary sculptures.
XII. ADJOURNMENT
Chairperson Myrland adjourned the meeting at 11:17 a.m.
