CALL TO ORDER Chairperson Myrland convened the meeting at 9:04 a.m. II. ORAL COMMUNICATIONS None IV. CONSENT CALENDAR A. Approval of the Minutes of the regular meeting held on August 11, 2021. Art in Public Places Minutes September 8, 2021 2 Chairperson Myrland referred to Page 4 of the August 11, 2021 minutes regarding placement of artwork on San Pablo Phase 2. She recalled a lengthier discussion of possible locations. It was suggested that motions made by Commissioners should be more specific and detailed. Chairperson Myrland asked that staff distribute the updated Art in Public Places Commission Bylaws to the Commission that will be on the City Council September 30 agenda. Any concerns from the Commissioners can be expressed to Mayor Kelly and City Manager Todd Hileman or call during Oral Communications portion of the meeting. Commissioner Darby moved to approve the Minutes of the regular meeting held on August 11, 2021 as amended per Commissioner comments. Motion was seconded by Commissioner Higgins and carried 5-0-2 with Adney, Darby, Hauer, Higgins, and Myrland voting AYE with Commissioners Boren and Flint ABSENT. V. PRESENTATIONS A. PRESENTATION OF FIVE-YEAR CIP PLAN by Todd Hileman, City Manager Mr. Hileman noted that he has been made aware of the disconnect between some of the CIP projects and the Art in Public Places Commission and its role. He has directed staff (Martin Alvarez, Amy Lawrence, and Randy Bowman) to work with him to create a plan of upcoming projects for the next several years to ensure the involvement of the Art in Public Places Commission in the early stages of projects. VI. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION – Karina Quintanilla Councilmember Quintanilla reported that at its August 26, 2021 City Council meeting, there was discussion from the City Council to allow the community to provide input on the choice of the two sculptures for the roundabout at San Pablo and San Gorgonio. Art in Public Places Minutes September 8, 2021 3 Ms. Lawrence will provide additional information regarding the City Council’s discussion regarding public input on the sculptures under Reports and Remarks. B. PLANNING COMMISSION REPORT – Lindsay Holt Ms. Holt reported that at its September 7, 2021 Planning Commission meeting, the Commission recommended to the City Council denial of the proposed 48 unit multifamily project on Gerald Ford. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT – John Vuksic Mr. Vuksic reported the following actions from the recent ARC meetings. The neon signage for Mimmo’s Italian Restaurant near San Pablo was approved; a façade remodel of the old Chico’s, now Porta Via restaurant, was approved; signage program for Leeds & Son on El Paseo was approved; 196-unit residential project near University Village was approved. D. LUPINE LANE AD HOC SUBCOMMITTEE REPORT – Liz Hauer Mr. Alvarez reported that once an architectural firm has been hired to create a conceptual design for Lupine Lane, the subcommittee would begin to meet. SELECT LOCATION(S) AND DETERMINE A BUDGET FOR ARTWORK AS PART OF THE SAN PABLO AVENUE PHASE 2 RENOVATION PROJECT (Continued from the meeting of August 11, 2021.) Ms. Lawrence reported that she visited the locations on San Pablo Phase 2 that the Commission recommended at last month’s meeting. She noted that the area near the City’s debris yard, the COD roundabout, and the area where the two pads are in front of the ball fields are potential options for public art. She mentioned a few other viable locations that were currently heavily landscaped and may take away from some of the more prominent options. Commissioner Hauer moved to continue the Selection of Location(s) and Determine a Budget for Artwork as Part of the San Pablo Phase 2 Renovation Project to the December 8, 2021 meeting. Motion was seconded by Commissioner Higgins and carried 5-0-2 with Adney, Darby, Hauer, Higgins, and Myrland voting AYE, with Commissioners Boren and Flint ABSENT. XI. REPORTS AND REMARKS A. STAFF - San Pablo Roundabout Sculpture Project Update Ms. Lawrence referred to the email that she sent to the Commissioners regarding the City Council’s direction at its August 26, meeting regarding the San Pablo Roundabout Sculpture project. Staff has been directed to obtain input from the community regarding preference of which of the two sculptures should be installed in the roundabout (Dueling Palms by Kyle Absolom and Starburst by Donald Gialanella) at San Pablo and San Gorgonio. A survey to provide community input will be available via Engage Palm Desert, the Next Door app, and to all of the City’s Commission and Committee members. Surveys will be available at the October Concerts in the Park and the San Pablo Grand Opening event. There was Art in Public Places Minutes September 8, 2021 5 mention that the two designs need to be a true comparison (including signage and the surrounding area) in order for the public to make a concise decision. Staff will ensure that the renderings from the artists are a true representation of the roundabout and its surrounding area. There was some discussion to possibly consider the artist who comes in as second choice to place his sculpture at the COD roundabout. However, the artist may not want to have his sculpture placed in an alternate location. Upon question by Chairperson Myrland, Ms. Lawrence responded that she would reach out to both artists to get their feedback on the possibility of their sculpture being placed in a different location (if second choice) rather than the location they sent in a proposal for. Upon question by Chairperson Myrland, Ms. Lawrence will ask the Deputy Director of Public Works if the directional signage at the at the roundabout on San Pablo and San Gorgonio can be lowered. The City Council thanked the Commission for all of the effort that was made in reviewing the 198 proposals and narrowing down the selection to the two artists. - La Quinta Brewing Company Mural Status Ms. Lawrence presented an image of the mural as the public art component for the La Quinta Brewing Company. Artist John Cuevas is adding some finishing touches to the mural. The applicant will request reimbursement of the public art fee from the City Council for approval once the artwork is completed. - 2023/2024 El Paseo Sculpture Exhibition Ms. Lawrence reported that a request to have the Art in Public Places Commission curate the 2023/2024 El Paseo Sculpture Exhibition, and review the RFP, will be on the October 13 agenda, then will go to the City Council for approval. Commissioner Adney noted that she would like the El Paseo Sculpture Exhibitions to be a three year exhibition as opposed to a two year exhibition to help increase the budget and allow for more permanent sculptures. Art in Public Places Minutes September 8, 2021 6 - Repair of Cat Chiu Phillips Sculpture, Kites IV, El Paseo Sculpture Exhibition Ms. Lawrence reported that Cat Chiu Phillips has proposed to replace Kites IV using a more durable material. Staff will coordinate the installation of the new sculpture. - San Pablo Grand Opening Date Change The date of the San Pablo Grand Opening has been changed from October 9 to October 23 from 5 to 9 p.m. - Placement of Finders Keepers by Rosalind Cook at Aquatic Center Ms. Lawrence presented an image of Finders Keepers by Rosalind Cook. The sculpture has been in the Council Chamber foyer for many years and will be relocated to the entrance of the Aquatic Center as its permanent location. Upon question by the Commission, Ms. Lawrence responded that the Council Chamber is being remodeled and the sculpture needed to be moved to a permanent location. It was suggested that the Commission be involved in all placement selection of artwork. Mr. Alvarez stated that staff does have the discretion to make decisions on minor circumstances that need to be addressed immediately. - Student Art and Essay Contest Potential Locations Ms. Lawrence stated that due to the North Wing building still not open to the public, the 2022 Student Art and Essay Contest may need to be postponed another year. Staff reached out to two venues, but the uncertainty of the pandemic does not allow a location to display the contest or hold the Award Ceremony. There was discussion of changing the venue of the contest for one year to keep the contest active. Staff will reach out to the school principals and teachers for feedback and bring the item to the November meeting. Art in Public Places Minutes September 8, 2021 7 B. COMMISSION REPORTS Chairperson Myrland noted that Yvonne Bell, Director of Development, at the McCallum Theatre is interested in using the grassy area in front of the McCallum for temporary sculptures. Chairperson Myrland stated that she will be curating an exhibition at the Coachella Valley Art Center – Cultural Cannibalism. XII.
