CALL TO ORDER Chairperson Myrland convened the meeting at 9:00 a.m. II. ORAL COMMUNICATIONS None Art in Public Places Minutes October 13, 2021 2 IV. CONSENT CALENDAR A. Approval of the Minutes of the regular meeting held on September 8, 2021. Commissioner Adney asked to have her comment of extending the El Paseo Sculpture Exhibitions to a three-year exhibition as opposed to a two-year exhibition to help increase the budget and allow for more permanent sculptures reflected in the September 8, 2021, minutes. Commissioner Darby moved to approve the Minutes of the regular meeting held on September 8, 2021, as amended. Motion was seconded by Commissioner Flint and carried 6-0-1 with Adney, Darby, Flint, Hauer, Higgins, and Myrland voting AYE with Boren ABSENT. V. PRESENTATIONS A. PALM DESERT’S CIVIC ENGAGEMENT PLATFORM – Thomas Soule and Ryland Penta Ryland Penta presented Palm Desert’s Civic Engagement Platform to the Commission. The City is launching a website called Engage Palm Desert. Its purpose is to promote civic engagement where citizens can connect with ongoing projects in the City, leave comments, questions, feedback, as well as discussion forums, surveys, polling, Q&A tools, etc. VI. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION – Karina Quintanilla No report. B. PLANNING COMMISSION REPORT – Lindsay Holt No report. Art in Public Places Minutes October 13, 2021 3 C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT – John Vuksic Mr. Vuksic reported the following actions from the recent ARC meetings. Final review of a housing project located on Gerald Ford and Gateway was approved; the Pizza Hut building located on Highway 111 and Fred Waring will be replaced with a 7,500 square foot multi-tenant retail building; Staybridge Suites hotel (four-story hotel) at Technology Drive and Cook Street came in as an informal item; the McGowan’s building (Highway 111 near Monterey) will be torn down. D. LUPINE LANE AD HOC SUBCOMMITTEE REPORT – Liz Hauer No report. VII. CONSENT ITEMS HELD OVER NONE VIII. NEW BUSINESS A. RECOMMEND THE CITY COUNCIL APPROVE THE CULTURAL ARTS COMMITTEE CURATE THE 2023/2024 EL PASEO SCULPTURE EXHIBITION AND AUTHORIZE STAFF TO RELEASE THE CALL FOR ENTRIES Upon question by Commissioner Adney, staff will reach out to the artists in the current exhibition inquiring if they would apply for a three-year exhibition or if they would prefer a two- year exhibition. There was discussion regarding the wording in the Call for Entries and staff agreed to change the wording to allow the artists who are in the current exhibition to apply for the upcoming exhibition. Commissioner Hauer moved to change the language of the Call for Entries to allow the 2021/2022 artists to apply for the 2023/2024 El Paseo Sculpture Exhibition; and Release the Call for Entries. Motion was seconded by Commissioner Higgins and carried 4-2-1 with Flint, Hauer, Higgins, and Myrland voting AYE, Adney and Darby voting NO, with Boren ABSENT. RECOMMEND THAT THE CITY PARTICIPATE WITH AMERICANS FOR THE ARTS (AFTA) NATIONAL ECONOMIC IMPACT STUDY (ARTS & ECONOMIC PROSPERITY ® 6) There was much discussion regarding the City’s participation in the Americans for the Arts (AFTA) National Economic Impact Study. Subjects discussed were timing of the study, non-profit and for-profit organizations, what organizations are included in the survey, etc. Chairperson Myrland moved to not move forward with the Americans for the Arts (AFTA) National Economic Impact Study at this time and direct staff to communicate with AFTA to find out if there are options to include for-profit organizations (recognizing comments on not reinventing the wheel), has AFTA worked with for-profit organizations and what would they recommend for a community of Palm Desert’s nature. Motion was seconded by Commissioner Darby and carried 4-2-1 with Darby, Flint, Hauer, and Myrland voting AYE, Adney and Higgins voting NO, with Boren ABSENT. IX. CONTINUED BUSINESS NONE X. OLD BUSINESS NONE XI. REPORTS AND REMARKS A. STAFF 1. Status Report Memo - Cultural Arts Committee Bylaws - La Quinta Brewing Company Mural Status - Student Art and Essay Contest - Celestial Cluster - Kites IV - In Praise of Cahuilla Baskets Art in Public Places Minutes October 13, 2021 5 Ms. Lawrence referred to the Status Report Memo that was included in the agenda packet and asked if there were any questions regarding the items in the report. Upon question by Commissioner Hauer, Ms. Lawrence presented the final image of Hazy Palms for the La Quinta Brewing Company’s public art component. There was much discussion regarding the final image as it did not represent the original proposal that was approved by the Commission. Staff will meet with the developer and delay forwarding the request for reimbursement of the public art fee to the City Council. Upon question by Commissioner Hauer, Ms. Thompson responded that Cat Chiu Phillips is confirmed to replace Kites IV on November 24. 2. Resident Input for San Pablo Roundabout Sculpture Ms. Lawrence presented the website for Engage Palm Desert to the Commission. The site includes a statement regarding the San Pablo Roundabout, artists’ statements, an image of both sculptures, and a Spanish version. Staff will also get feedback from concerts in the park attendees, San Pablo Grand Opening event attendees, businesses on San Pablo, High School and Middle School art classes, and the City’s various Committee/Commissions. Voting closes October 31 and staff plans to take the results to the November 18, City Council meeting. Upon concern from the Commissioners regarding the wording about the citizens choosing the final sculpture for the San Pablo Roundabout project, Councilmember Quintanilla clarified that the City Council directed staff to seek feedback from the community but the City Council would make the final decision. Staff will ensure the wording is changed on the website. B. COMMISSION REPORTS There was discussion of placing another sculpture in Freedom Park and the need for additional signage at the entrance of the park. Art in Public Places Minutes October 13, 2021 6 Chairperson Myrland thanked Commissioner Darby for her assistance with the College of the Desert article in the October issue of Palm Springs Life. Chairperson Myrland requested that the draft San Pablo/Citywide plan be placed on the November agenda. Ms. Lawrence stated that she talked to artists Kyle Absolom and Donald Gialanella proposing the possibility of placing their sculpture on the COD roundabout if not chosen for the San Gorgonio roundabout. Both artists were in agreement of that opportunity. XII.
