MINUTES
Wednesday, December 8, 2021

Chairperson Myrland convened the meeting at 9:00 a.m.

IV. CONSENT CALENDAR
A. Approval of the Minutes of the regular Cultural Arts
Committee meeting held on November 10, 2021.
Member Boren moved to approve the Minutes of the
regular Cultural Arts Committee meeting held on November 10,
2021, as presented. Motion was seconded by Member Adney
Cultural Arts Committee Minutes December 8, 2021

and carried 5-0-2 with Adney, Boren, Flint, Hauer, and Myrland
voting AYE, with Darby and Higgins ABSENT.
V. PRESENTATIONS

VI. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION – Karina
Quintanilla
Councilmember Quintanilla stated that she relayed the
discussion by the Committee regarding the request to
change the name of the Cultural Arts Committee to Cultural
Arts Commission to the City Council. Mayor Kelly
responded that it would be reviewed and considered.
Councilmember Quintanilla thanked the Committee
members for their hard work and wished everyone Happy
Holidays.
B. PLANNING COMMISSION REPORT – Lindsay Holt
No report.
C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT
– John Vuksic
No report.
D. LUPINE LANE AD HOC SUBCOMMITTEE REPORT – Liz
Hauer
Vice Chair Hauer reported that the Lupine Lane
Subcommittee met with the managers from MIG.
Subcommittee members include Mayor Pro Tem Harnik,
Councilmember Nestande, artist Robin Brailsford (consultant
for MIG), a representative from each commission/committee,
and City staff. The Subcommittee reviewed the proposals
that MIG presented as their submission. A community
workshop was held at Lupine Plaza on December 3, that
included feedback from the community on the proposals.
The concept design should be completed by the end of
January and a proposal will go to the City Council early
March.

The temporary, outside dining area was removed due to
issues with the homeless, garbage, etc.

VIII. NEW BUSINESS
A. ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON
FOR A SIX (6) MONTH TERM FROM JANUARY 1
THROUGH JUNE 30, 2022
Ms. Lawrence noted that due to Chair Myrland’s resignation
as Chair, staff is only requesting the election of Chair at this
time; not Vice Chair. Committee Member Boren was elected
and will serve as Chair from January 1 through June 30,
2022. In the future the term for Chair and Vice Chair will
serve in the fiscal year.
Member Flint moved to elect Committee Member Boren
to serve as Chair from January 1 through June 30, 2022.
Motion was seconded by Member Adney and carried 5-0-2 with
Adney, Boren, Flint, Hauer, and Myrland voting AYE with
Darby and Higgins ABSENT.
IX. CONTINUED BUSINESS
A. PROVIDE STAFF WITH DIRECTION ON LOCATIONS AND
BUDGET FOR ARTWORK AS PART OF THE SAN PABLO
PHASE 2 RENOVATION PROJECT (Continued from the
September 8, 2021 meeting.)
Ms. Lawrence reminded the Committee that this item was
continued from September 8, 2021 with direction that staff
come back with a budget for artwork for San Pablo Phase 2.
The Committee had discussed the possibility of placing the
artist who was the runner up for the San Pablo roundabout
project) from the outcome of the votes from Engage Palm
Desert to be placed in the roundabout at San Pablo and
COD (Dueling Palms by Kyle Absolom). The budget for the
sculpture is $125,000 with $75,000 for prepping of the site
and installation costs. If the prepping and installation costs
are under $75,000, the remainder of the funds would allow
the opportunity for smaller projects in the area.

Ms. Lawrence reported that the developer fee has been
capped at $50,000.00.
Member Hauer moved to direct staff to move forward
with looking into the purchase of Dueling Palms by Kyle
Absolom for the roundabout on San Pablo and COD. Motion
was seconded by Member Boren and carried 5-0-2 with Adney,
Boren, Flint, Hauer, and Myrland voting AYE with Darby and
Higgins ABSENT.
B. RECOMMEND THE CITY COUNCIL APPROVE A
CONTRACT WITH ROMO STUDIOS, LLC, IN AN AMOUNT
NOT TO EXCEED $190,000 FOR REPLACEMENT OF THE
BRONZE BOY OF FOR OUR FREEDOM LOCATED AT
FREEDOM PARK (Continued from the November 10, 2021
meeting.)
Ms. Lawrence reported that staff contacted the artist
regarding the possibility of using an alternative material to
replace the boy, instead of bronze, to alleviate the potential
theft of the sculpture. The artist stated that if an alternative
material was used it would jeopardize the integrity of the
overall sculpture. Ms. Lawrence referred to the staff report
that was included in the agenda packet. Another preventive
measure was to possibly partially fill the sculpture with
bronze. However, using extra bronze would increase the
original quote by 40 – 50 percent. The artist did propose to
place a rod inside of the sculpture up to the boy’s waist as a
preventative measure from theft. Staff recommends moving
forward with the contract directing the artist to include the
rod as a theft deterrent. Security cameras will eventually be
installed at the City’s parks with Civic Center Park being the
priority. Once the cameras are installed, signage will be
placed noting that the sculpture is under surveillance.
Member Boren moved to approve the contract with
Romo Studios, LLC, in an amount not to exceed $190,000 for
replacement of the bronze boy of For Our Freedom located at
Freedom Park. Motion was seconded by Member Hauer and
carried 5-0-2 with Adney, Boren, Flint, Hauer, and Myrland
voting AYE with Darby and Higgins ABSENT.

X. OLD BUSINESS
A. PROVIDE STAFF WITH DIRECTION ON THE SAN PABLO
PUBLIC ART PLAN
Ms. Lawrence referred to the staff report that was included in
the agenda packet regarding the San Pablo Public Art Plan.
Member Adney moved to move forward with discussion
of the San Pablo Public Art Plan. Motion was seconded by
Member Flint and carried 5-0-2 with Adney, Boren, Flint, Hauer,
and Myrland voting AYE with Darby and Higgins ABSENT.
Staff will schedule a study session to discuss the San Pablo
Public Art Plan.
XI. REPORTS AND REMARKS
A. STAFF

Ms. Lawrence referred to the Status Report Memo that was
included in the agenda packet and asked if there were any
questions regarding the items in the report.
Ms. Lawrence reported that after the November 10, 2021
Cultural Arts Committee meeting, artist Lucia Grosssberg
Morales revisited the site at the Gardens on El Paseo where
the placement of the Augmented Reality Mural was to be
located and she felt the location would not be suitable for the
mural and, therefore, withdrew the project.
Vice Chair Hauer inquired about the replacement of Kites IV
by Cat Chiu Phillips that is in the current 2021/2022 El
Paseo Sculpture Exhibition. She commented that the
replacement piece does not look like the original sculpture.
The original sculpture had color and the replacement piece
is black and white. Unfortunately, the artist did not let staff
know she had changed the color of the piece. The artist

noted that because the original colors faded she decided to
change it to black and white. For future projects staff will
ensure that if a sculpture is being replaced the artist will not
deviate from the original proposal in any way.
Ms. Lawrence noted that the Hazy Palms mural at La Quinta
Brewing Company should be completed mid-January.
Ms. Lawrence stated that the new public art staff member
will be involved with all aspects of the public art program (El
Paseo Sculpture Exhibitions, liaison to Cultural Arts
Committee, etc.).
B. COMMITTEE MEMBER REPORTS
Member Adney made note of projection mapping and VJing
that are murals on a wall that activates movement at night.
She is interested in considering this type of project in Palm
Desert.
Member Flint has been experiencing new video mapping
artists and photo mural artists in Los Angeles.
Chair Myrland mentioned a project that took place in Toronto
where images were projected of people telling stories of past
events. Councilmember Quintanilla noted that it is the City’s
50th anniversary in 2023. A project similar to that could be a
great way to incorporate the past and present Palm Desert.
Vice Chair Hauer thanked Chair Myrland for her leadership.
Chair Myrland announced her resignation from the Cultural
Arts Committee.
XII. ADJOURNMENT
Chair Myrland adjourned the meeting at 10:26 a.m.
