CALL TO ORDER Chairperson Darby convened the meeting at 9:02 a.m. II. ORAL COMMUNICATIONS None IV. CONSENT CALENDAR A. Approval of the Minutes of the regular meeting held on August 12, 2020. Art in Public Places Minutes September 9, 2020 2 Commissioner Myrland moved to approve the Minutes of August 12, 2020. Motion was seconded by Commissioner Boren and carried 5-1-1 with Adney, Boren, Darby, Hauer, and Myrland voting AYE, Campbell ABSTAINING, with Miller ABSENT. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION – Councilmember Susan Marie Weber No report. B. PLANNING COMMISSION REPORT – Lindsay Holt Ms. Holt reported that the mono palm cell carrier antenna on Country Club Drive and Washington Street was approved. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT – John Vuksic Mr. Vuksic reported the following actions from the recent ARC meetings. Approved final construction documents for a building on Cook Street; a proposal for a multi mixed use building on San Pablo Avenue and Fred Waring Drive (south of City Hall) was continued. The building will consist of retail on the ground level and condo units on the upper level; Chick-fil-A is moving forward and will be located on Monterey Avenue and Dinah Shore Drive. D. PRESENTATION BY CITY MANAGER LAURI AYLAIAN ON CITY OPERATIONS DURING THE PANDEMIC Ms. Aylaian gave a report on the daily operations at City Hall during the pandemic. A small percent of staff is working in City Hall while the remainder are working remotely from home. Sanitation stations are set up and signage was created and ready for when City Hall reopens. To-date, an opening date has not yet been set for City Hall. Ms. Aylaian talked about the budget, the two election districts, San Pablo Phase I (has been completed), and Phase II will start shortly. The Commission members wished Ms. Aylaian the best in her retirement. Art in Public Places Minutes September 9, 2020 3 E. PRESENTATION BY TOURISM AND MARKETING MANAGER THOMAS SOULE ON THE UNITE PALM DESERT CAMPAIGN Mr. Soule reported that the Unite Palm Desert program started as a marketing campaign and the goal of the program was to sum up the City’s response to COVID-19. The program includes initiating an economic recovery program, essential needs support, building community through events, and looking for ways to bring the community together that work within in the guidelines. VI. CONSENT ITEMS HELD OVER NONE VII. NEW BUSINESS A. CONSIDER PURCHASE OF RADIANCE BY PATRICIA VADER FOR INSTALLATION ON SAN PABLO AVENUE Ms. Lawrence reported that she met with Mr. Stendell and Public Works regarding the proposed locations on San Pablo for placement of Patricia Vader’s Radiance if purchase is approved by the Commission. Ms. Lawrence presented the following locations on San Pablo for potential placement of Radiance by Patricia Vader. Santa Rosa and San Pablo, Guadalupe and San Pablo, in front of Tri -A-Bike, and the wall in front of Angel View. The locations at Santa Rosa and San Pablo and Guadalupe and San Pablo were Public Works’ preferred locations for placement of Radiance. After much discussion, it was the concurrence of the Commission to place Radiance by Patricia Vader at the location on San Pablo and Santa Rosa. Commissioner Myrland moved to approve the purchase of Radiance by Patricia Vader for placement on San Pablo and Santa Rosa. Motion was seconded by Commissioner Hauer and carried 5-1-1 with Boren, Campbell, Darby, Hauer, and Myrland voting AYE, Adney voting NO, with Miller ABSENT. Art in Public Places Minutes September 9, 2020 4 VIII. CONTINUED BUSINESS A. CONSIDER COMMISSIONING AN ARTIST TO PAINT A TEMPORARY ARTWORK SUPPORTING EQUALITY AND SOCIAL JUSTICE AT A LOCATION TO BE DETERMINED (Continued from the meeting of August 12, 2020) Ms. Lawrence noted that at last month’s meeting, the Commission discussed the idea of creating a temporary artwork/mural in support of equality and social justice. There was discussion to incorporate the artwork into the traffic signal cabinet beautification program and collaborate with the Unite Palm Desert program to possibly incorporate the Unit Palm Desert logo into the design. Staff would send out an RFQ that would include the specific words chosen by the Commission to incorporate into the design. The Commission would select three artists from the artists’ proposals who would then submit three designs (each) including the Commission’s selected words equality/kindness/respect. The Commission agreed to not incorporate the Unite Palm Desert logo in the design. Ms. Lawrence presented the available locations of the traffic signal cabinets. Cook and Fred Waring El Paseo and San Luis Rey Monterey and Highway 111 San Pablo and Highway 111 Fred Waring and Highway 111 Monterey and Westfield Mall Entrance It was the concurrence of the Commission to include the locations of the traffic signal cabinets at El Paseo and San Luis Rey, Monterey Avenue and Westfield Mall entry, Fred Waring Drive and Highway 111 and include the words equality/kindness/respect. Commissioner Hauer moved to include the words equality/kindness/respect for the artists to incorporate in the design for the traffic signal cabinets located at El Paseo and San Luis Rey, Fred Waring and Highway 111, and Monterey and Westfield Mall entrance. Motion was seconded by Chairperson Darby and carried 6-0-1 with Adney, Boren, Campbell, Darby, Hauer, and Myrland voting AYE with Miller ABSENT. Art in Public Places Minutes September 9, 2020 5 IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. 2021/2022 El Paseo Sculpture Exhibition Ms. Lawrence stated that all of the artists have confirmed their participation to display their sculptures in the 2021/2022 El Paseo Sculpture Exhibition. Artist Christopher Puzio will recreate Anza -Borrego for the exhibition. Staff is currently scheduling deinstallation and installation dates for 36 artists for the El Paseo Sculpture Exhibitions. XI. REPORTS AND REMARKS A. STAFF 1. San Pablo Roundabout Call for Entries Ms. Lawrence reported that the Call for Entries for the San Pablo Roundabout is on the September 10, 2020 City Council agenda. Ms. Lawrence stated that she sent the Call for Entries to all the Commissioners to review and asked if there were any changes. It was the concurrence of the Commission members to move forward with the Call for Entries for approval from the City Council. 2. San Pablo Public Art Plan Ms. Lawrence reported that she will meet with Public Works prior to the meeting with Commissioners Adney and Miller regarding the San Pablo Public Art Plan. 3. Public Art Brochure Ms. Lawrence stated that the public art brochure was designed many years ago and is very outdated. Due to time constraints staff will bring the updated version of the map to the next meeting. Art in Public Places Minutes September 9, 2020 6 B. COMMISSION REPORTS XII.
