CALL TO ORDER Chairperson Darby convened the meeting at 9:02 a.m. II. ORAL COMMUNICATIONS None IV. CONSENT CALENDAR A. Approval of the Minutes of the regular meeting held on September 9, 2020. Art in Public Places Minutes October 14, 2020 2 Commissioner Boren moved to approve the Minutes of September 9, 2020. Motion was seconded by Commissioner Campbell and carried 7-0-0 with Adney, Boren, Campbell, Darby, Hauer, Miller, and Myrland voting AYE. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION – Councilmember Susan Marie Weber Councilmember Weber reported that the City Council approved the purchase of Radiance by Patricia Vader and Untitled by Ross Kellogg from t he 2019/2020 El Paseo Sculpture Exhibition. B. PLANNING COMMISSION REPORT – Lindsay Holt No report. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT – John Vuksic Mr. Vuksic reported the following actions from the recent ARC meetings. The building that houses Pizza Hut on Highway 111 and Fred Waring Drive will be torn down and a multi -tenant building including a restaurant has been approved for that site. The project on the southeast corner of Fred Waring and San Pablo Avenue was continued again. It will be mixed use on the lower level and residential units on the upper level. Interim City Manager Randy Bynder was in attendance and introduced. He thanked the Commission for its hard work on the City’s public art. VI. CONSENT ITEMS HELD OVER NONE Art in Public Places Minutes October 14, 2020 3 VII. NEW BUSINESS A. CONSIDER SPONSORSHIP REQUEST FROM DESERT X Ms. Lawrence stated that Desert X approached the City to request a sponsorship for the 2021 Exhibition. She introduced Desert X Executive Director Jenny Gil who gave a presentation of the three art installations proposed for Palm Desert. There was concern from the Commission that the three pieces were somewhat similar. Ms. Gil replied that the artworks are proposals and the artworks could change. There was discussion regarding the Saudi Arabia exhibit. Ms. Lawrence noted that if the $20,000 sponsorship is approved, $15,000 will come from the public art budget and $5,000 will come from the marketing budget. Commissioner Hauer moved to approve the sponsorship of Desert X in the amount of $15,000 from the public art budget for 2021. Motion was seconded by Commissioner Campbell and carried 6-0-1 with Adney, Boren, Campbell, Darby, Hauer, and Miller voting AYE, with Myrland voting NO. B. CONSIDER RELEASE OF TRAFFIC SIGNAL CABINET BEAUTIFICATION REQUEST FOR PROPOSALS (RFP) Ms. Lawrence referred to the Request for Proposals (RFP) for the Traffic Signal Cabinet Beautification project that was included in the agenda packet. She confirmed that the Commissioners were in agreement with the wording of the call. She noted that the traffic signal cabinet located at Monterey Avenue and Hahn (entrance to Westfield) is no longer available because the cabinet will be changed out in the next two years. She suggested the cabinets on Monterey Avenue and Highway 111 as an alternative which was approved by the Commission. Commissioner Boren moved to accept the release of the Traffic Signal Cabinet Beautification Request for Proposals (RFP) as presented. Motion was seconded by Commissioner Adney and carried 7-0-0 with Adney, Boren, Campbell, Darby, Hauer, Miller and Myrland voting AYE. Art in Public Places Minutes October 14, 2020 4 VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. 2021/2022 El Paseo Sculpture Exhibition Ms. Lawrence reported that staff will begin the deinstallation of the 2019/2020 El Paseo Sculpture Exhibition next week. Beginning in November, the 2021/2022 El Paseo Sculpture Exhibition will be installed. Ms. Lawrence reported that Ivan McClean’s Love Found sculpture was purchased by the property owner of a building on Cook and 42 Avenue and will be installed in a couple of weeks. Untitled by Ross Kellogg will be installed on the northwest corner of Portola Avenue and Fred Waring Drive and Radiance by Patricia Vader will be installed on San Pablo and Santa Rosa. Both sculptures will be installed the first week in November. XI. REPORTS AND REMARKS A. STAFF 1. Public Art Brochure Ms. Lawrence reported that staff has been working with a graphic designer to update the public art brochure. She presented the new design to the Commissioners. 2. San Pablo Roundabout Call for Entries Ms. Lawrence stated that the City Council continued the request to release the Call for Entries for the San Pablo Roundabout sculpture to the October 15 meeting. Staff will request direction from the City Council regarding its vision for the roundabout. In Art in Public Places Minutes October 14, 2020 5 advance of this request, the City Council was provided information from the General Plan pertaining to public art in the roundabout. 3. San Pablo Public Art Plan Ms. Lawrence stated that she met with Commissioners Adney and Miller to discuss the San Pablo Public Art Plan. She asked to include Commissioner Myrland due to her expertise in writing and editing. They have not had an opportunity to meet since but will try before the end of the year. 4. November Art in Public Places Commission Meeting Ms. Lawrence stated that the November Art in Public Places Commission meeting occurs on Veterans Day and is requesting to cancel the meeting altogether. The December 9 meeting will be held as usual. B. COMMISSION REPORTS NONE XII.
