CALL TO ORDER Chairperson Darby convened the meeting at 9:02 a.m. II. ORAL COMMUNICATIONS None IV. CONSENT CALENDAR A. Continue the Minutes of the regular meeting held on October 14, 2020. (Continue to the meeting of January 13, 2021.) Commissioner Myrland moved to continue the Minutes of October 14, 2020 to the meeting of January 13, 2021. Motion was seconded by Commissioner Boren and carried 5-0-2 with Art in Public Places Minutes December 9, 2020 2 Boren, Campbell, Darby, Hauer, and Myrland voting AYE with Adney and Miller ABSENT during the vote. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION – Councilmember Susan Marie Weber Ms. Lawrence reported that Councilmember Susan Marie Weber was regrettably unable to attend the Art in Public Places Commission meeting today. Ms. Lawrence read a note to the Commissioners from Councilmember Weber thanking them for their service and educating her on the Public Art program. B. PLANNING COMMISSION REPORT – Lindsay Holt No report. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT – John Vuksic Mr. Vuksic reported the following actions from the recent ARC meetings. A rendering for a building on Santa Ynez and Alessandro that is being remodeled was approved. VI. CONSENT ITEMS HELD OVER NONE VII. NEW BUSINESS A. ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON FOR 2021 Chairperson Darby moved to elect Commissioner Myrland as Chairperson and Commissioner Hauer as Vice Chairperson for 2021. Motion was seconded by Commissioner Boren and carried 5-0-2 with Boren, Campbell, Darby, Hauer, and Myrland voting AYE, with Adney and Miller ABSENT during the vote. Art in Public Places Minutes December 9, 2020 3 B. SELECT UP TO THREE ARTISTS TO PARTICIPATE IN THE TRAFFIC SIGNAL CABINET BEAUTIFICATION PROJECT Ms. Lawrence reported that staff received nine proposals for the Traffic Signal Cabinet Beautification project from the following artists. Adam Rodriguez, Anthony Tran, Emeline Tate, John Morse, Kim Manfredi, Lenny Katz, Ronald Del Cid, Todd Serlin, and Veronique Branger. After much discussion, it was the concurrence of the Commission to approve the following artists, words, and traffic signal cabinet locations. Lenny Katz, Respect, Fred Waring Drive and Highway 111 John Morse, Kindness, El Paseo and San Luis Rey Ronald Del Cid, Equality, Monterey Avenue and Highway 111 Commissioner Adney moved to select Lenny Katz, Respect, Fred Waring Drive and Highway 111; John Morse, Kindness, El Paseo and San Luis Rey; and Ronald Del Cid, Equality, Monterey and Highway 111 as the three artists (words and locations) to participate in the Traffic Signal Cabinet Beautification project. Motion was seconded by Commissioner Boren and carried 7-0-0 with Adney, Boren, Campbell, Darby, Hauer, Miller, and Myrland voting AYE. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. 2021/2022 El Paseo Sculpture Exhibition Ms. Lawrence reported that sixteen of the eighteen sculptures have been installed for the 2021/2022 El Paseo Sculpture Exhibition. The last two sculptures should be installed by the end of the year. Art in Public Places Minutes December 9, 2020 4 She noted that most likely there will not be a dedication for the artists due to COVID-19 gathering restrictions. B. San Pablo Roundabout Call Ms. Lawrence stated that at its meeting of October 15, the City Council approved the release of the call for the artists for the San Pablo Roundabout project. Staff began working with CAFE to develop the call and it is ready to be released. The deadline for entries is March 15, 2021. C. San Pablo Public Art Plan Ms. Lawrence stated that she has been busy with the El Paseo Sculpture Exhibitions and should be able to focus on the San Pablo Public Art plan after the first of the year. She is going to research other cities’ public art plans for districts rather than their entire city. XI. REPORT S AND REMARKS A. STAFF 1. Public Art Documentary Film Series Ms. Lawrence will be working with UCR to continue the Film Series via virtual screening that will include moderated discussions. The following films will be shown virtually. YARN and The Radiant Child (which were cancelled from last year’s series), and The Lost Surrealist. The Film Series will be advertised in the City’s BrightSide newsletter and website, and UCR will promote it as well. 2. Law Enforcement Appreciation Day Art Drive-By Event Ms. Lawrence reported that in conjunction with the Palm Desert Police Department the City will be promoting a drive-up and drop-off art event in honor of Law Enforcement Appreciation Day on Saturday, January 9. Artwork can be dropped off at the Sheriff’s Station and a deputy will accept the art which will be displayed in the lobby of the Sheriff’s Station. 3. Desert X Art in Public Places Minutes December 9, 2020 5 Ms. Lawrence stated that the City Council voted to support Desert X with a $20,000 sponsorship for the 2021 Exhibition ($15,000 from the Public Art budget and $5,000.00 from the Marketing budget). She is currently working with the staff at Desert X regarding permits that need to be completed for the sites where the sculptures will be placed. B. COMMISSION REPORTS None XII.
