CALL TO ORDER Chair Paul Clark called the meeting to order at 9:03 a.m. II. ORAL COMMUNICATIONS None IV. CONSENT CALENDAR None. V. CONSENT ITEMS HELD OVER A. MINUTES of the regular meeting February 22, 2022 Rec: Approve as amended Committee Member Kim Housken wanted to add that Committee Member David Toltzmann stated he walked the Sandpiper properties and noted that three or four of the condos had vinyl windows and asked if that affects the designation, and Mr. Finley replied that it does not. NEW BUSINESS CONSIDER 72806 BURSERA WAY (APN 628-102-012) (CHARLES DU BOIS HOME) AS A LOCAL HISTORIC LANDMARK 1) Discuss and recommend staff to conduct a public hearing for a historic landmark designation for 72806 Bursera Way at the next Cultural Resources Preservation Committee meeting. Committee Member David Toltzmann did a presentation of the Charles Du Bois home and offered to answer any questions. Committee Member Toltzmann responded to comments and questions from staff and other members of the Cultural Resources Preservation Committee and will make the necessary changes to the application. VII. CONTINUED BUSINESS None. VIII. OLD BUSINESS None. IX. PUBLIC HEARING – 45656 MOUNTAIN VIEW AVENUE (ROBERT OVERPECK RESIDENCE) CASE NO. CRPC 22-02. X. REQUEST FOR APPROVAL OF LOCAL LANDMARK DESIGNATION FOR 45656 MOUNTAIN VIEW AVENUE (APN 627-351-024) (ROBERT OVERPECK RESIDENCE) AS A LOCAL HISTORIC LANDMARK DESIGNATION FOR CITY COUNCIL APPROVAL. 1) Open the public hearing and accept testimony supporting or opposing the landmark designation for 45656 Mountain View Avenue in the City of Palm Desert; following public testimony, close the public hearing. 2) Authorize staff to prepare a resolution approving local historic landmark designation for property located at 45656 Mountain View Avenue, Assessor’s Parcel No. 627-351-024 for City Council consideration. Committee Chair Paul Clark declared the public hearing open and invited public testimony. Luke Leuschner joined in for public comment, he stated that he provided photos for the Overpeck house. Mr. Leuschner researched Overpeck’s work and found his career incredibly interesting and extensive in Southern California. Overpeck house in particular was a fantastic example of his career as an architect because it was built for his family. It was engineered by his father, who was a major mining engineer, it was built for his brother on the occasion of his wedding and it was designed by Overpeck himself. Mr. Leuschner stated that this house is one of the most outstanding examples of mid-century modern architectures, he’s never seen a house as well preserved as this it is absolutely pristine based on the blueprints which is included in the original photos. Mr. Leuschner said that he would be happy to answer any questions that we have about the Overpeck house. With no further testimony offered, Chair Clark declared the public hearing closed. Motion was made by Committee Member David Toltzmann to authorize staff to prepare a resolution approving, local historic landmark designation for the property located at 45656 Mountain View Avenue for City Council consideration. Committee Member Rochelle McCume seconded the motion. Motion carried by 7-0 vote (AYES: Clark, Housken, Mortensen, Graybill, McCune, Bell and Toltzmann; NOES: No) XI. REPORTS AND REMARKS Administrator Jason Finley reported that staff is still working on the Shadow Mountain Gold Club project. Our city attorney provided us a contact within Best, Best, and Krieger of a Cultural Resources Specialist which is helpful. The city attorney indicated that Shadow Mountain would need to file for a Certificate of Appropriateness, we review that and remove the Cultural Resources which would automatically change the boundary. They gave a plan wanting to demolish the old clubhouse and their maintenance facility and I will be okay with approving the Certificate of Appropriateness without the committee for the maintenance facility. They want to relocate that onto a part of the golf course and then use the existing open area for parking for the new clubhouse. The first phase would be to remove the clubhouse and relocate the maintenance facility and then they would bring forth the new clubhouse. Staff will provide links and updates as it goes through the architectural review process and Planning Commission. Chair Paul Clark commented that there would be new electing officers in July, while he plans on meeting with the Committee he does not wish to be Chair for life and will probably step down. Council Member Quintanilla asked what is the capacity for the Cultural Resources Preservation Committee members? Mr. Finley answered seven and do not believe that any members of the committee terms will be expiring this July. Mr. Finley will be providing members with the list of terms. Committee Member Kim Housken stated that there will be a Coachella Valley Preservationist meeting tomorrow June 1, 2022, at noon at the Henderson Chamber of Commerce building in person or via zoom if anyone is interested in attending. They have a meeting a meeting four times a year and will be attending.
