PARKS AND RECREATION COMMISSION
CITY OF PALM DESERT, CALIFORNIA
MINUTES
Pursuant to Assembly Bill 361, this meeting was conducted by teleconference, and there
was no in-person public access to the meeting location.
1. CALL TO ORDER
A Regular Meeting of the Parks and Recreation Commission was called to order by Chair
Dawson on Tuesday, October 11, 2022, at 8:30 a.m., in the North Wing Conference Room,
City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.
2. ROLL CALL
Present: Commissioners Lori Flint, John Maldonado, Paul Murphy, David O’Donnell, Ralph
Perry, Vice Chair Gregg Akkerman, and Chair Gerald Dawson.
Absent: Commissioners Randy Guyer & James Henderson.
Liaison(s)
Present: Sabby Jonathan, Mayor Pro Tem; Ex-Officio Members Kevin Kalman, DRD, &
Paula Simonds, YMCA of the Desert.
Staff
Present: Andy Ramirez, Deputy Director of Public Works; Todd L. Hilman, City Manager;
Chris Escobedo, Assistant City Manager; Randy Chavez, Community Services
Manager; Shawn Muir, Management Analyst; Marisol Lopez, Recording Secretary,
were present at Roll Call. Other staff members presented reports or responded to
questions as indicated in the minutes.
3. NON-AGENDA PUBLIC COMMENT:
Laura McGalliard, DRD, emailed information on the upcoming Palm Desert 2023 Senior
Games.
4. CONSENT CALENDAR:
MOTION BY COMMISSIONER Dawson, CARRIED 7-2, to approve the consent calendar.

Management Analyst, Shawn Muir presented the staff report on the Memorandum of
Understanding with Friends of the Desert Mountains and responded to Commissioner
inquiries.
6. INFORMATIONAL REPORTS & COMMENTS
A. SPECIAL PROGRAMS PRESENTATION ON CITY ENVIRONMENTAL INITIATIVES
Management Analyst, Amy Lawrence presented the staff report on Palm Desert’s
Environmental Initiatives Plan.
B. UPDATES FROM PARTNER ORGANIZATIONS
• FAMILY YMCA OF THE DESERT
CEO, Paula Simmonds provided a written report.
• DESERT RECREATION DISTRICT
General Manager, Kevin Kalman provided a verbal update.
• FIRST TEE – COACHELLA VALLEY
Director, Teal Guion provided a verbal update regarding First Tee.
• FRIENDS OF THE DESERT MOUNTAINS
Executive Director, Tammy Martin provided a written report.
• PALM DESERT LIBRARY
Branch Manager, Alina Prunean provided a verbal update.
• FRIENDS OF THE LIBRARY
President, Karen Gonzales provided a written report.
• PALM DESERT AQUATIC CENTER
Aquatic Manager, David Keyes provided a written report.

C.PARKS AND RECREATION COMMISSIONERS
•CIVIC CENTER PARK/PDAC – (Postponed until November)
•CAHUILLA HILLS PARK/FOX HIKING PARK – No report was provided
•IRONWOOD PARK – Commissioner Guyer provided a written report
Commissioner Dawson spoke on the Park Review Program and provided more specific
instructions for Commissioners to follow when performing park inspections.
Commissioner O’Donnell requested an update on the DSRT Surf project, Mayor Pro Tem,
Sabby Jonathan stated the DSRT Surt project will be water efficient, and through an
innovative agreement staff arranged with the developer the project will be at net zero
water usage. City Manager, Todd L. Hileman stated they are working with the Developer
to get their financing plan in place. An update will be provided within a month or two.
Commissioner O’Donnell requested an update on the North Sphere Park, City Manager,
Todd L. Hileman stated Interwest will begin the public outreach phase, which will assist
in the determination of the park layout.
D.CITY STAFF
Assistant City Manager, Chris Escobedo introduced himself to the Commission.
Community Services Manager, Randy Chavez reported overseeding is going well and
irrigation issues at the University Dog Park have been addressed.
E.ATTENDANCE REPORT
The attendance report was provided with the agenda materials. The Commission took no
action on this matter.
7.ADJOURNMENT
The Parks and Recreation Commission adjourned at 9:07 a.m.
