PARKS AND RECREATION COMMISSION
CITY OF PALM DESERT, CALIFORNIA
MINUTES
Pursuant to Assembly Bill 361, this meeting was conducted by teleconference, and there
was no in-person public access to the meeting location.
1. CALL TO ORDER
A Regular Meeting of the Parks and Recreation Commission was called to order by Chair
Dawson on Tuesday, September 13, 2022, at 8:30 a.m., in the North Wing Conference Room,
City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.
2. ROLL CALL
Present: Commissioners Gregg Akkerman, Gerald Dawson, Lori Flint, Randy Guyer, James
Henderson, John Maldonado, Paul Murphy, David O’Donnell, and Ralph Perry.
Absent: None.
Liaison(s)
Present: Sabby Jonathan, Mayor Pro Tem; Kevin Kalman, DRD General Manager, and
Paula Simonds, Family YMCA CEO
Staff
Present: Andy Ramirez, Deputy Director of Public Works; Randy Chavez, Community
Services Manager; Shawn Muir, Management Analyst; Marisol Lopez, Recording
Secretary, were present at Roll Call. Other staff members presented reports or
responded to questions as indicated in the minutes.
3. NON-AGENDA PUBLIC COMMENT:
None
4. CONSENT CALENDAR:
MOTION BY CHAIR DAWSON, SECOND BY COMMISSIONER GUYER, CARRIED 8-0, to
approve the consent calendar with the removal of Item 4-A for a separate discussion.

B. PARK UPDATE REVIEW PROGRAM

MOTION BY Chair Dawson, SECOND BY COMMISSIONER Murphy, CARRIED 8-0, to:
1. Reflect Commissioner Guyer present at the August 2nd meeting.
5. ACTION CALENDAR
A. UPDATE TO PARKS ORDINANCE AND NEW ADMINISTRATIVE POLICY
Management Analyst, Shawn Muir presented the staff report regarding the update to the
parks ordinance and new administrative policy, suggestions were made by the
Commission to revise the proposed ordinance and administrative policy to reflect that the
ordinance amendment and administrative policy affect only the spaces which are
available for reservation and to consider implementing a reservation system for
community parks within the City. The revised draft will be presented to the Commission
before it is presented to the City Council for adoption.

Aquatic Manager, David Keyes provided a written report.

Commissioners provided a written summary of their assigned park update.

Commissioner Dawson spoke on the written report he provided regarding the Partner
Organization Written Guide and Presentations to the Commission.
C.CITY COUNCIL LIAISON
None.
D.CITY STAFF
Management Analyst, Shawn Muir reported the North Sphere Regional Park Planning
and design contract has been awarded to Interwest.
Management Analyst, Shawn Muir reported the Aquatic Center Fees will be presented to
Council at the October 13th meeting to obtain direction on how to proceed.
Management Analyst, Shawn Muir reported the Arbor of Remembrance replacement at
Joe Mann Park has been completed.

The attendance report will be included in the agenda packet for the October 11th meeting.

The Parks and Recreation Commission adjourned at 9:48 a.m.
