MINUTES
Tuesday, August 18, 2022
I. CALL TO ORDER – 8:30 A.M.
The meeting was called to order at 8:30 a.m.

III. CONSENT CALENDAR
Main Motion: Approve Minutes of the Parks and Recreation Commission meeting of
July 12, 2022.
Moved by: Murphy/Guyer
Vote and Action: 9 Yes/0 Abstain
IV. COMMISSIONER, COUNCIL-LIASON, AND STAFF COMMENTS
Chair Dawson requested written reports from partner organizations to be provided
prior to Commission meetings, reports will be included in the agenda packet.
Mayor Pro Tem, Sabby Jonathan reported Lupine Plaza is currently on the design
phase and requested staff to provide an update at a later meeting if desired.
V. UNFINISHED BUSINESS
A. CONSULTANT RECOMMENDATION – NORTH SPHERE PARK
Management Analyst, Shawn Muir reported a financial review is currently
being conducted and staff is in the interviewing process to make a final
recommendation of the selected firm to Council at the August 25th meeting.
VI. NEW BUSINESS
A. ART IN CIVIC CENTER PARK
Special Programs Manager, Amy Lawrence provided an informational report on
the Cultural Arts Committee recommendation to purchase a sculpture for
installation in the Civic Center Park and responded to follow up questions.
B. REVIEW OF AQUATIC CENTER FEES
Management Analyst, Shawn Muir presented a power point entitled Aquatic
Center Fees Review and responded to commission inquiries. Mayor Pro Tem,
Sabby Jonathan stated Council will be addressing a price increase for the
Aquatic Center.
Main Motion: Request to Council to approve price increase for the Aquatic Center and
to consider adding amenities to the Aquatic Center.

C. UPDATE ON DESERT SANDS UNIFIED SCHOOL DISTRICT MAINTENANCE
RESPONSIBILITIES
Community Services Manager, Randy Chavez reported staff met with DSUSD
to clarify the maintenance responsibilities of the parks shared with DSUSD.
DSUSD is responsible for the maintenance of basketball courts and fences, the
city’s responsibilities are landscape, playground equipment, and general
maintenance.
D. PROPOSED ROTATING SCHEDULE FOR REPORTING FROM PARTNER
ORGANIZATIONS
Management Analyst, Shawn Muir shared the various options to rotate reporting
from partner organizations, Chair Dawson suggested to continue with the
current schedule and to obtain written reports from the partner organizations.
E. UPDATED PARK REVIEW CHECKLIST
Chair, Gerald Dawson provided an updated park review check list to guide
commissioners during park inspections.

the meeting at 9:32 a.m.
