RESOURCE PRESERVATION & ENHANCEMENT COMMITTEE
MINUTES
Monday, June 20, 2022 – 3:00 P.M.
ZOOM VIRTUAL MEETING
I. CALL TO ORDER
Chair Dean Gatons called the meeting to order at 3:00 p.m.

IV. APPROVAL OF MINUTES
A. MINUTES of the Resource Preservation & Enhancement Committee
meeting of April 18, 2022.
Rec: Approve as presented.
Member Blackburn moved to approve the Minutes of the regular
meeting held on April 18, 2022. Motion was seconded by Member Trubee
RESOURCE PRESERVATION & ENHANCEMENT COMMITTEE

and carried 5-0-3 with Blackburn, Gatons, Guinaw, Mason, and Trubee voting
AYE; with Members Henderson, Heuring, and O’Donnell ABSENT.
V. PRESENTATIONS

VI. NEW BUSINESS
A. ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON FOR A
TWELVE (12) MONTH TERM FROM JULY 1, 2022, THROUGH JUNE 30,
2023
Member Guinaw moved to elect Member Gatons as Chairperson for a
twelve (12) month term from July 1, 2022, through June 30, 2023, and
continue the Election of Vice Chairperson at its August 15, 2022, meeting.
Motion was seconded by Member Mason and carried 5-0-3 with Blackburn,
Gatons, Guinaw, Mason, and Trubee voting AYE; with Members Henderson,
Heuring, and O’Donnell ABSENT.
B. RECOMMEND CITY COUNCIL AUTHORIZE PARTICIPATION IN THE
SOUTHERN CALIFORNIA EDISON (SCE) CHARGE READY PROGRAM
Ms. Stull referred to the staff report that was included in the agenda packet.
Member Mason moved to recommend City Council authorize
participation in the Southern California Edison (SCE) Charge Ready
Program. Motion was seconded by Member Blackburn and carried 5-0-3 with
Blackburn, Gatons, Guinaw, Mason, and Trubee voting AYE with Members
Henderson, Heuring, and O’Donnell ABSENT.
C. PROVIDE FEEDBACK ON ENVIRONMENTAL INITIATIVES PLAN FOR
INCLUSION IN THE CITY COUNCIL STUDY SESSION PRESENTATION
Committee members provided positive feedback on Ms. Lawrence’s
presentation of the City Council Study Session on the Environmental
Initiatives plan and strategy. She noted that any feedback from Committee
members would be reported to the City Council.
