CALL TO ORDER A Special Meeting of the Homelessness Taskforce was called to order by Chair Vines on Tuesday, January 9, 2024, at 9:00 a.m., in the North Wing Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL Present: Taskforce members Kathleen Bauer, Cindy Burreson, Joseph Butts, Scott Marks*, Davis Meyer, Chris Schachter, and Chair Diane Vines. *Taskforce Member Marks arrived at 9:04 a.m. Absent: None. Liaison(s) Present: City Council Liaison Kathleen Kelly. Staff Present: Pedro Rodriguez, Code Compliance Supervisor; Jason Austin, Homeless and Supportive Services Manager, and Michelle Nance, Recording Secretary. 3. NON-AGENDA PUBLIC COMMENT None 4. PRESENTATIONS A. RIVERSIDE COUNTY HOMELESSNESS OUTREACH PROGRAM * Taskforce Member Marks arrived at this point of the meeting. Robert Shuckert of Riverside County’s Behavioral Health Justice Outreach Team, presented on services provided by the justice outreach team, and answered member inquiries. ACTION CALENDAR A. APPROVAL OF MINUTES MOTION BY TASKFORCE MEMBER BUTTS, SECOND BY TASKFORCE MEMBER MARKS, CARRIED 7-0, to approve the Homelessness Taskforce Regular Meeting minutes of November 6, 2023. 6. INFORMATIONAL REPORTS & COMMENTS A. HOMELESSNESS TASKFORCE MEMBER REPORTS & REMARKS Chair Vines spoke on Desert Healthcare Districts priorities for 2024 and updated the Taskforce on the newly opened mental health facility in Indio, CA. B. CITY COUNCIL LIAISON REPORTS & REMARKS Councilmember Kelly advised the Taskforce that Mayor Quintanilla was unable to join the meeting due to a scheduling conflict and provided an update on affordable housing projects. C. COMMUNITY PARTNER REPORTS Ivan Tenorio, of Coachella Valley Association of Governments (CVAG), answered member inquiries regarding CV Housing First third quarter report. D. STAFF REPORTS & REMARKS 1. Code Compliance Supervisor Rodriguez, introduced Code Compliance Officers and answered member inquiries regarding Code Compliance activity report 2. Karyn Garner, of CityNet, answered member inquiries regarding CityNet activity report. 3. Deputy Clerk Nance, alerted the Taskforce future Taskforce meetings will be held in the Administrative Conference Room of City Hall. E. ATTENDANCE REPORT - Report provided with agenda; no action taken on this item. 7.
