CALL TO ORDER A Regular Meeting of the Public Safety Committee was called to order by Chair Alley on Wednesday, November 14, 2023, at 3:30 p.m., in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL Present: Committee Members Gary Bindman, Doug Luhring, Stephen Nelson, Frank Taylor, Kevin Wahlstrom, and Chair Jeff Alley. Absent: Committee Member Terry Kramer and Vice Chair Joseph Butts Liaison(s) Present: Evan Trubee, City Council Liaison Staff Present: Chris Escobedo, Assistant City Manager; Amy Lawrence, Deputy Director of Economic Development; Lucero Leyva, Project Manager Capital Projects; Daniel Hurtado, Emergency Services Coordinator; Pedro Rodriguez, Code Compliance Supervisor; and Michelle Nance, Recording Secretary. 3. PRESENTATIONS A. PALM DESERT’S 50TH ANNIVERSARY CELEBRATION Deputy Director of Economic Development Lawrence provided an update regarding the upcoming 50th Anniversary Celebration. B. FIRE STATION 102 PROJECT UPDATE Project Manager Leyva provided an update on Fire Station 102 project and answered member inquiries. NON-AGENDA PUBLIC COMMENT: Barbara Wasserkrug, a Palm Desert resident, expressed privacy concerns over the use of artificial intelligence in the Automated License Plate Readers (ALPR), and urged the City to reconsider support for the ALPR program. 5. CONSENT CALENDAR MOTION BY COMMITTEE MEMBER LUHRING SECOND BY COMMITTEE MEMBER WAHLSTROM, CARRIED 6-0, to approve the consent calendar. A. APPROVAL OF MINUTES MOTION BY COMMITTEE MEMBER LUHRING SECOND BY COMMITTEE MEMBER WAHLSTROM, CARRIED 6-0, to approve the Public Safety Committee Regular Meeting minutes of October 11, 2023. B. PALM DESERT SPECIALIZED UNITS REPORT FOR OCTOBER 2023 MOTION BY COMMITTEE MEMBER LUHRING SECOND BY COMMITTEE MEMBER WAHLSTROM, CARRIED 6-0, to receive and file Palm Desert Specialized Units report for October 2023. C. RIVERSIDE COUNTY FIRE DEPARTMENT/CAL FIRE QUARTERLY REPORT AND MONTHLY REPORT FOR OCTOBER 2023 MOTION BY COMMITTEE MEMBER LUHRING SECOND BY COMMITTEE MEMBER WAHLSTROM, CARRIED 6-0, to receive and file Riverside County Fire Department/Cal Fire quarterly report and end of monthly reports for October 2023. D. CODE COMPLIANCE REPORT FOR OCTOBER 2023 MOTION BY COMMITTEE MEMBER LUHRING SECOND BY COMMITTEE MEMBER WAHLSTROM, CARRIED 6-0, to receive and file Code Compliance report for October 2023. E. EMERGENCY SERVICES COORDINATOR MONTHLY REPORTS FOR OCTOBER 2023 MOTION BY COMMITTEE MEMBER LUHRING SECOND BY COMMITTEE MEMBER WAHLSTROM, CARRIED 6-0, to receive and file Emergency Services Coordinator monthly reports for October 2023. F. COP MONTHLY REPORTS FOR SEPTEMBER 2023 MOTION BY COMMITTEE MEMBER LUHRING SECOND BY COMMITTEE MEMBER WAHLSTROM, CARRIED 6-0, to receive and file COP monthly reports for September 2023. ACTION CALENDAR None. 7. INFORMATIONAL REPORTS & COMMENTS A. PUBLIC SAFETY COMMITTEE MEMBERS Committee Member Luhring requested an update on the Homelessness Taskforce and City’s homelessness outreach. Chair Alley spoke about the Citizens on Patrol (COPS) Holiday Theft Prevention Program. B. CITY COUNCIL LIAISON Council Member Trubee commented on recent theft activity on El Paseo; weekend speed enforcement needs on Monterey leading up to HWY 74 and gave kudos to the Riverside County Sheriff’s department for the 2023 Rick Espinoza Award s Event. C. POLICE/FIRE Riverside County Sherrif’s Department Lieutenant Porras, SRO Decker and Sgt. Olson provided an update on the following topics:  Public gatherings regarding Israel and pro-Palestine;  Introduction of Palm Desert Charter Middle School SRO Joseph Decker;  Public Safety Announcement (PSA) video; and  Recent significant incidents. Cal Fire Battalion Chief Beverlin provided an update on the following topics:  Fire Station 102 preparations;  Fire Prevention Month and Mini Muster; and  Recent significant incidents. D. CITY STAFF Assistant City Manager spoke about the 2023 workplan and alerted the Committee that in December the workplan for 2024 will be discussed. E. ATTENDANCE REPORT The attendance report was provided with the agenda materials. The Committee took no action on this matter. 8.
