CALL TO ORDER A Regular Meeting of the Public Safety Committee was called to order by Chair Alley on Tuesday, December 12, 2023, at 3:31 p.m., in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL Present: Committee Members Gary Bindman, Vice Chair Joseph Butts, Terry Kramer, Doug Luhring, Frank Taylor, Kevin Wahlstrom, and Chair Jeff Alley Absent: None Liaison(s) Present: Evan Trubee, City Council Liaison Staff Present: Chris Escobedo, Assistant City Manager; Daniel Hurtado, Emergency Services Coordinator; Pedro Rodriguez, Code Compliance Supervisor; Jason Austin, Homeless and Supportive Services Manager; and Michelle Nance, Recording Secretary. 3. NON-AGENDA PUBLIC COMMENT: None 4. CONSENT CALENDAR MOTION BY COMMITTEE MEMBER KRAMER, SECOND BY COMMITTEE MEMBER LUHRING, CARRIED 7-0, to approve the consent calendar excluding Items 4B and 4D. APPROVAL OF MINUTES MOTION BY COMMITTEE MEMBER KRAMER, SECOND BY COMMITTEE MEMBER LUHRING, CARRIED 7-0, to approve the Public Safety Committee Regular Meeting minutes of November 14, 2023. B. PALM DESERT SPECIALIZED UNITS REPORT FOR NOVEMBER 2023 This item was held over for further discussion. C. RIVERSIDE COUNTY FIRE DEPARTMENT/CAL FIRE MONTHLY REPORT FOR NOVEMBER 2023 MOTION BY COMMITTEE MEMBER KRAMER, SECOND BY COMMITTEE MEMBER LUHRING, CARRIED 7-0, to receive and file Riverside County Fire Department/Cal Fire monthly report for November 2023. D. CODE COMPLIANCE REPORT FOR NOVEMBER 2023 This item was held over for further discussion. E. EMERGENCY SERVICES COORDINATOR MONTHLY REPORTS FOR NOVEMBER 2023 MOTION BY COMMITTEE MEMBER KRAMER, SECOND BY COMMITTEE MEMBER LUHRING, CARRIED 7-0, to receive and file Emergency Services Coordinator monthly reports for November 2023. F. COP MONTHLY REPORTS FOR OCTOBER 2023 MOTION BY COMMITTEE MEMBER KRAMER, SECOND BY COMMITTEE MEMBER LUHRING, CARRIED 7-0, to receive and file COP monthly reports for October 2023. CONSENT ITEMS HELD OVER: B. PALM DESERT SPECIALIZED UNITS REPORT FOR NOVEMBER 2023 Assistant City Manager Escobedo answered member inquiry regarding budget and End of the Year report process. MOTION BY COMMITTEE MEMBER TAYLOR, SECOND BY VICE CHAIR BUTTS, CARRIED 7-0, to receive and file Palm Desert Specialized Units report for November 2023. CODE COMPLIANCE REPORT FOR NOVEMBER 2023 Code Compliance Supervisor Rodriguez answered member inquiry regarding the City’s new Short Term Rental program. MOTION BY COMMITTEE MEMBER TAYLOR, SECOND BY COMMITTEE MEMBER WAHLSTROM, CARRIED 7-0, to receive and file the Code Compliance report for November 2023. 5. ACTION CALENDAR None. 6. INFORMATIONAL REPORTS & COMMENTS A. PUBLIC SAFETY COMMITTEE MEMBERS None B. CITY COUNCIL LIAISON Council Member Trubee commented on the recent increase on red light running in the City and commended the Citizens On Patrol team for a great holiday event. C. POLICE/FIRE Riverside County Sherrif’s Department Lieutenant Porras and Assistant City Manager Escobedo provided an update on the following topics:  Recent significant incidents; and  Automated License Plate Reader (ALPR) Phase 3, Data and Policy Update. Cal Fire Battalion Chief Beverlin provided an update on the following topics:  Fire Station 102 preparations;  Fire Prevention Month and Mini Muster Program;  Shop with a Firefighter and Toy Drive events; and  Recent significant incidents. D. CITY STAFF Homeless and Supportive Services Manager Austin and Vice Chair Butts provided updates on the Homelessness Taskforce updates and new contract with City Net for homelessness street outreach. Below are the subcommittee assignments: Budget:  Kramer  Luhring  Taylor Traffic:  Bindman  Taylor  Wahlstrom Policing:  Alley  Butts  Wahlstrom E. ATTENDANCE REPORT - The attendance report was provided with the agenda materials. The Committee took no action on this matter. 7.
