1. CALL TO ORDER
A Regular Meeting of the Public Safety Committee was called to order by Chair Alley on
Tuesday, January 9, 2024, at 3:31 p.m., in the Administrative Conference Room, City Hall,
located at 73-510 Fred Waring Drive, Palm Desert, California.
2. ROLL CALL
Present: Vice Chair Joseph Butts, Committee Members Terry Kramer, Doug Luhring,
Stephen Nelson, Frank Taylor, Kevin Wahlstrom, and Chair Jeff Alley

Meeting minutes of December 12, 2023.

C. RIVERSIDE COUNTY FIRE DEPARTMENT/CAL FIRE MONTHLY REPORT FOR
DECEMBER 2023

Department/Cal Fire monthly report for December 2023.

December 2023.

F. CITIZEN ON PATROL (COP) MONTHLY REPORTS FOR NOVEMBER 2023
MOTION BY COMMITTEE MEMBER TAYLOR, SECOND BY COMMITTEE
MEMBER KRAMER, CARRIED 7-0, to receive and file COP monthly reports for
November 2023.

B. PALM DESERT SPECIALIZED UNITS REPORT FOR DECEMBER 2023
Riverside County Sheriff Department’s Lieutenant Porras answered member inquiries
regarding significant activity and reported citation results.
MOTION BY VICE CHAIR BUTTS, SECOND BY COMMITTEE MEMBER
WAHLSTROM, CARRIED 7-0, to receive and file Palm Desert Specialized Units
report for December 2023.

E. EMERGENCY SERVICES COORDINATOR MONTHLY REPORTS FOR
DECEMBER 2023
Emergency Services Coordinator Hurtado answered member inquiries regarding the
City’s FEMA certification for City employees and the relocation of the Emergency
Operations Center (EOC).
MOTION BY COMMITTEE MEMBER LUHRING, SECOND BY COMMITTEE
MEMBER TAYLOR, CARRIED 7-0, to receive and file the Emergency Services
Coordinator reports for December 2023.
5. ACTION CALENDAR
A. APPROVAL OF 2024 PUBLIC SAFETY COMMITTEE WORKPLAN
Assistant City Manager Escobedo presented a Staff Report of the 2024 Public Safety
Committee Workplan and answered member inquiries.
MOTION BY COMMITTEE MEMBER KRAMER, SECOND BY COMMITTEE
MEMBER WAHLSTROM, CARRIED 7-0, to approve the 2024 Workplan of the Public
Safety Committee.
6. INFORMATIONAL REPORTS & COMMENTS
A. PUBLIC SAFETY COMMITTEE MEMBERS
Vice Chair Butts provided an update of the Homelessness Taskforce meeting held
January 9, 2024.
Committee Member Taylor expressed concerns about the scheduling of road closures
during peak season months and inquired about the use of unused Fire Department
emergency equipment.
Committee Member Kramer commented on the safety of pan handlers on busy
intersections.
Committee Member Nelson spoke on the traffic and speeding issues near school
zones and the process to obtain radios for Radio Amateur Civil Emergency Service
(RACES) program.
B. CITY COUNCIL LIAISON
Council Member Trubee commented on recent Riverside County Sheriff activity.
C. POLICE/FIRE
Riverside County Sherrif’s Department Lieutenant Porras and Assistant City Manager
Escobedo provided an update on the following topics:
Recent significant incidents;
New full time Sheriff helicopter crew for the Coachella Valley; and
Introduction of Deputy District Attorney for Riverside County, Melissa Kahal.

Cal Fire Battalion Chief Beverlin provided an update on the following topics:
Employment opportunities with CalFire;
Update on Fire Station 102;
Ambulance replacements approved by City Council; and
Recent significant incidents.
D. CITY STAFF
Assistant City Manager Escobedo provided an update on the Automated License Plate
Recognition (ALPR) Report.
E. ATTENDANCE REPORT - The attendance report was provided with the agenda
materials. The Committee took no action on this matter.
7. ADJOURNMENT
The Public Safety Committee adjourned at 4:19 p.m.
