HONORABLE CHAIRMAN AND MEMBERS OF THE REDEVELOPMENT AGENCY FROM: DENNIS M. COLEMAN, REDEVELOPMENT FINANCE MANAGER SUBJECT: DETERMINATION THAT PLANNING AND ADMINISTRATIVE COSTS ARE NECESSARY FOR THE LOW AND MODERATE INCOME HOUSING PROGRAM Recommendation: That the Agency Board, by minute motion, determines that planning and administrative expenses incurred for Fiscal Year 1999-2000, were necessary for the production, improvement, or preservation of low and moderate income housing. Background: California Health and Safety Code Section 33334.6 (d) legislates that the Agency shall determine annually that planning and administrative expenses are necessary for the production, improvement and preservation of low and moderate income housing in the project areas and throughout the City. The Agency annually incurs such costs because the housing programs, adopted and budgeted, cannot be implement without staff and the necessary consultants. Consequently, Staff is recommending that the Agency Board determine that the planning and administrative expenses incurred for Fiscal Year 1999-2000 were necessary for the production, improvement and preservation of the low and moderate income housing in the City.
