From: Director of Community Affairs/City Clerk (I-) o to HI Subject: Request for approval of a job description and salary range foi 1u nr 1 •c .e$tel position of Visitor Center Manager. n 4 , Date: July 9, 1998 Recommendation: By Minute Motion, approve the request and authorize the Human Resources Manager to modify Resolution No. 98-92 to include the position of Visitor Center Manager at Salary Range 620 and allocate the position as Exempt "B" within the Department of Community Affairs. Discussion: At its meeting of June 25, 1998, the City Council directed staff to assume responsibility for the Visitor Information Center effective October 1, 1998. Additional direction was given to begin an internal recruitment to fill the position of Visitor Center Manager. Attached is a job description for the aforementioned position. This description was reviewed with both the City Manager and the Assistant City Manager in a meeting on July 7, 1998, as was placing the position at Salary Range 620 ($3,562/mo.-$4,329/mo.). Since the Department of Community Affairs is undertaking a new responsibility when assuming the administration of the Visitor Information Center, staff was somewhat uncertain as to where the salary range should be established. I am,therefore, seeking permission to bring this matter back to the City Council after one year if it is determined that the range should be reviewed in light of the responsibilities assigned to the position. CITY OF PALM DESERT VISITOR INFORMATION CENTER MANAGER Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job. DEFINITION The Manager is responsible for the development and execution of plans and programs to promote the City of Palm Desert as a travel destination and for achieving the conference and visitor industry objectives approved by the City Council. The Manager will assist in the planning and organizing, and dissemination of the City's direct advertising, marketing, market research, public relations and promotional programs designed to increase tourism to the City of Palm Desert as well as assist and supervise in specific promotional efforts. DISTINGUISHING CHARACTERISTICS Employees within this class are distinguished by the performance of a full range of duties as assigned including working independently, performing detailed research and analysis, preparing comprehensive reports and grants and serving as a liaison for assigned projects, events and committees. Employees as this level receive only occasion instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. 1 SUPERVISION RECEIVED AND EXERCISED ▪ Receives general supervision from the Director of Community Affairs/City Clerk. ▪ Provides general supervision to Visitor Information Center staff and volunteers. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS Essential and other important responsibilities and duties may include, but are not limited to, the following: Essential Functions: 1. Maintain the highest level of service to businesses and visitors. Plan effective methods of disseminating information. Recommend most efficient hours and means of accomplishing the goals including staffing, hours of operation, etc. 2. Create and implement a plan of operation for the Palm Desert Visitor Information Center which includes provisions for interfacing with the hospitality industry, retail, and other businesses in the community. 2. Participate in special projects including complex research of new programs and services, budget analysis, preparation, and feasibility analyses; prepare and present reports. 3. Assist in preparing and negotiating contracts for assigned program area; monitor compliance with applicable contractual agreements; recommend modifications as appropriate. 4. Compile information for the preparation of comprehensive records and analytical reports pertaining to assigned area of responsibility; conduct research and comprehensive data collection efforts to support analysis. 5. Assist in the preparation and administration of assigned budget(s); maintain and monitor appropriate budgeting controls; monitor cash and expenditures; make budgetary projects; 2 • prepare various financial reports as required. 6. Anticipate, plan and coordinate changes to policies and practices for assigned area; coordinate with other departments to effect change as necessary. 7. Collect,compile, and analyze complex information from various sources related to assigned programs; prepare reports which present and interpret data, and identify alternatives; ensure compliance with local, State and Federal regulations; make and justify recommendations. 8. Coordinate and collaborate with departments, divisions, and outside agencies; serve as a liaison with public and private organizations, community groups and other social organizations; represent the City to Boards, Commissions, and Committees. 9. Plan, develop, and implement a wide range of City sponsored and community events; develop promotional programs; coordinate activities with other departments, community groups and outside agencies. 10. Respond to and resolve difficult and sensitive citizen complaints and inquiries; review problems and recommend corrective actions; prepare summary reports as required. 11. Serve on a variety of committees as assigned;prepare and present staff reports to the Council and other Boards and Commissions. 12. Attend and participate in community group meetings; stay abreast of new developments and changing legislation affecting assigned area. 13. Plan, coordinate and participate in a variety of special projects, related duties and responsibilities as assigned. 14. Participate in the selection and training of Visitor Information Center employees and volunteers and prepare and administer timely employee performance reviews. 15. Staff the Visitor Information Center during operating hours as recommended by the 3 Promotion Committee and approved by the City Council. 16. Work with staff and volunteers to assist all visitors requesting information regarding available facilities, activities, and resources in the City of Palm Desert. Provide the highest level of service to visitors of the City and evaluate that service with employees of the Visitor Center on a regular basis. 17. Ensure: • a. The timely and accurate dissemination of information; b. That all materials relevant to the task of providing accurate and timely information are current, properly displayed and convey an image desired by the City of Palm Desert and the Coachella Valley; c. That the majority of materials distributed promote Palm Desert's businesses, recreational facilities,hotels,restaurants,educational institutions and other resources; d. That an adequate supply of all appropriate printed material is maintained. 18. Develop and implement systems necessary to respond to all requests for information requests within 48 hours. This includes,but is not limited to: 1-800 inquiries, advertising responses, e-mails, and written requests. 19. Maintain a data base of all names and addresses of potential visitors requesting information, including 1-800 calls, advertising requests, e-mails, and written requests. 20. Develop and implement an on-going log which includes information related, but is not limited to, number of inquiries, geographic location of inquiries (including 1-800 calls), number of visitors to the Center, number and geographic location of printed material disseminated, other miscellaneous information which would be helpful in determining the demographics of potential Palm Desert visitors. 4 21. Participate in City and community sponsored events that relate to the tourism industry. 22. Participate in the Promotion Committee to ensure that tourism objectives are being met. Prepare a monthly activity report for distribution to Committee members. 23. Establish a positive working relationship with staff at the Palm Springs Desert Resorts Convention and Visitors Bureau to facilitate a sharing of knowledge and information. 24. Oversee the sale of promotional items approved by the City for sale at the Visitors Information Center. 25. May lead and/or participate in appropriate Synergy Team functions consistent with the City's goals and objectives of enhancing communication and participatory management. QUALIFICATIONS Knowledge of: D Public relations techniques. D Principles and practices of public administration. D Operations, services and activities of assigned program area. o Methods of research, program analysis and report preparation. D Modern office procedures, methods and computer equipment. D Principles and practices of program development and budget administration. D Pertinent Federal, State and local laws, codes and regulations. Ability to: CI Perform complex administrative and analytical activities for assigned programs. ❑D Independently perform difficult administrative and analytical activities in the area of work assigned. 5 Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative. 0 Analyze problems, identify alternative solutions, project consequence of proposed actions and implement recommendations in support of goals. ID Interpret, apply and explain policies and procedures of assigned area. 0 Research, analyze, and evaluate programs, policies and procedures. 13 Prepare clear and concise reports. 0 Independently prepare correspondence, memoranda, proclamations, resolutions, press releases, etc. 0 Communicate clearly and concisely, both orally and in writing. 13 Establish and maintain effective working relationships with those contact in the course of work. 13 Maintain effective audio-visual discrimination and perception of the degree necessary for the successful performance of assigned duties. 13 Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities. Experience and Training: Any combination of education, experience and training that would likely provide the required knowledge and ability is qualifying. Experience/Training: i Two years of responsible administrative and analytical experience in the business, hospitality, and/or tourism industry particularly as these relate to the private sector on relations with municipal government. -0 Four years of experience working with constituents, committees and volunteers. 6 License or Certificate: * Possession of, or ability to obtain, an appropriate and valid driver's license. WORKING CONDITIONS Environmental Conditions: 3:1- Office environment. Physical Conditions: * May require maintaining physical condition necessary for sitting or standing for prolonged periods of time. * May require assigned hours other than those considered a normal work week.
