REQUEST: REQUEST FOR ADOPTION OF RESOLUTION AMENDING
RESOLUTION 02-11 RELATIVE TO THE PALM DESERT YOUTH
COMMITTEE

Recommendation:
Waive further reading and adopt Resolution No. 04- 12 amending Resolution No. 02-
11 establishing the Palm Desert Youth Committee.
Executive Summary:
Resolution No. 02-11 currently establishes the Palm Desert Youth Committee and specifies
its meeting schedule, composition, and attendance requirements. Its language needs to
be amended to reflect the current manner under which it operates.
Background:
The Resolutions, Ordinances, and/or By-laws under which various City committees and
commissions operate spell out a specific meeting schedule for these bodies to meet to
conduct the business before them. When Resolution No. 02-11 was adopted, the meeting
schedule for the Youth Committee was established as bi-monthly. This committee has
been meeting monthly; therefore, the resolution under which it operates needs to be
amended to reflect that change. In order to be consistent with attendance requirements
for other City committees/commissions that meet monthly, the attendance requirement
should also be amended to allow for an automatic resignation upon three unexcused
absences from regularly scheduled meetings in each calendar year.
In addition, Resolution No. 02-11 specifies that the Committee shall be comprised of seven
members but does not make a provision for alternates. At the present time, the Committee
has seated three alternates; therefore adoption of a resolution is necessary to reflect this
change.
Adoption of Resolution No. 04-12 amending Resolution No. 02-11 will clarify the
current manner under which the Palm Desert Youth Committee currently operates;
thereforestaff recommends its adoption.

RESOLUTION NO. 04 - 12
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT,
CALIFORNIA, RELATIVE TO THE PALM DESERT YOUTH COMMITTEE
WHEREAS, a Palm Desert Youth Committee is hereby created and established for
the City of Palm Desert. The Youth Committee shall be known as and referred to as the
"Palm Desert Youth Committee" or the "Youth Committee"; and
WHEREAS, the Youth Committee shall be comprised of seven (7) members and
three (3) alternates between the ages of 13-18 who all reside within the City of Palm Desert
or attend school in Palm Desert; and
WHEREAS, members of the Youth Committee will be appointed by the City Council.
Such appointments will be made at a regular City Council meeting; and
WHEREAS, members of the Youth Committee will serve one year terms
commencing upon appointment by the City Council; and
WHEREAS, vacancies on the Youth Committee will be filled by appointment by the
City Council; and
WHEREAS, regular meetings of the Youth Committee will be held monthly at a time
and place to be determined by its appointees; and
WHEREAS, three unexcused absences from regularly scheduled meetings in a
calendar year will constitute an automatic resignation; and
WHEREAS, it shall be the responsibility of the Youth Committee to make
recommendations to the City Council with respect to matters concerning the City's
programs and projects targeted to serve young people of the community. The Youth
Committee shall have the authority and responsibility to plan, organize, and implement,
with the assistance and support of appropriate members of the City staff and within budget
limits, events, programs, and activities for the young people of the community.
WHEREAS, accurate and permanent records of the actions of the Committee will
be kept, and such records will have the same status as records of other committees and/or
commissions of the City; and

WHEREAS, each December the Youth Committee will elect one (1) of its members
to serve as chair and one (1) of its members to serve as vice-chair for service during the
subsequent calendar year. The Chair and Vice-chair will serve at the pleasure of the
Committee. The Committee may adopt such rules and regulations as it deems necessary
to provide for its other officers and their method of selection, and for other matters relative
to its work and administration. Minutes, resolutions, and all other official records of the
Committee will be filed with the City Clerk.
WHEREAS, members of the Youth Committee will serve without compensation.
Expenses incurred by the members of the Committee in the performance of their duties will
be authorized in advance by the City Manager or his/her designee and will be consistent
with the adopted budget of the City. Claims for expenses will be filed with the Director of
Finance/City Treasurer and will be subject to audit and the approval by the City Council.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, California, that upon adoption of Resolution No. 04 - 12 , it shall become
effective February 26, 2004.
PASSED, APPROVED, AND ADOPTED by the City Council of the City of Palm
Desert, California, at its Regular meeting held on the 26th day of February, 2004, by the
following vote, to wit:
