REGULAR MEETING MINUTES
March 12, 2024, 3:30 p.m.
Present: Vice Chair Joseph Butts, Committee Member Douglas Luhring,
Committee Member Stephen Nelson, Committee Member Frank

1. CALL TO ORDER
A Regular Meeting of the Public Safety Committee was called to order by Chair Alley on
March 12, 2024, at 3:32 p.m. in the Administrative Conference Room, City Hall, located
at 73-510 Fred Waring Drive, Palm Desert, California.

4. PRESENTATIONS
4.a FIRE STATION 102 PROJECT UPDATE
Capital Improvement Project Manager Leyva, Division Chief Beverlin of
CalFire/Riverside County Fire Department, and Assistant City Manager
Escobedo presented an update on Fire Station 102 and answered member
inquiries.
5. CONSENT CALENDAR

Seconded by: Vice Chair Butts
Approve the Consent Calendar as presented with the exception of Item 5.a. and 5.g.

7.ACTION CALENDAR

8.INFORMATIONAL REPORTS & COMMENTS
8.a POLICE/FIRE
8.a.1 POLICE
Lieutenant Porras, of Riverside County Sheriff Department, provided an
update on Helicopter Traffic PSA Video, significant incidents, and
introduction of Deputy Ralph Leal.
8.a.2 FIRE
Division Chief Beverlin, of CalFire/Riverside County Fire Department,
provided an update on significant incidents, current training being provided
to Fire staff and answered member inquiries.
8.b CITY STAFF
8.b.1 Subcommittee meetings update
Assistant City Manager Escobedo provided an update on the schedule of
subcommittee meetings.
8.b.2 Emergency management trainings and preparedness update
Public Safety Analyst Hurtado presented on Emergency Management
training and preparedness for city staff and community members and
answered member inquiries.

8.c PUBLIC SAFETY COMMITTEE MEMBERS
Vice Chair Butts provided an update from the Homelessness Taskforce Meeting
of March 4, 2024.
Committee members Taylor and Nelson commented on the following items:
•Fire Station 102, sidewalks and bike lane improvements;
•CalPERS benefits for public safety staff;
•North Palm Desert pedestrian safety; and
•Enhanced speed bump project on El Paseo.
8.d CITY COUNCIL LIAISON
Councilmember Trubee commented on the Public Safety budget and upcoming
sales tax measure.
8.e ATTENDANCE REPORT
Report provided - no action taken on this item.
9.ADJOURNMENT
The Public Safety Committee adjourned at 4:37 p.m.
