NOTICE IS HEREBY GIVEN that the purpose of the Study Session is to review the items listed on the
agenda. No action will be taken.
This is a joint meeting of the Palm Desert City Council, Successor Agency to the Palm Desert
Redevelopment Agency, and the Palm Desert Housing Authority. Pursuant to Assembly Bill 2449, this
meeting may be conducted as a hybrid meeting allowing public access via teleconference or in
person, and up to two Councilmembers may attend remotely.

REQUEST: STUDY SESSION: STORM WATER PROTECTION PLAN
RECOMMENDATION:
Receive and file an update on current stormwater protection efforts and proposed improvements.
BACKGROUND/ANALYSIS:
The weather events in August of 2023 highlighted the need for more robust and improved
stormwater program management. While managing through the clean-up efforts of Tropical
Storm Hilary and implementing the 2023 Catch Basin Cleaning , staff concluded there is benefit
to a comprehensive Storm Water and Draining Infrastructure Assessment. The RFP for this work
scope has been developed and the deliverables from the consultant will assist Capital Projects,
Public Works, and Development Services in maintaining, upgrading, and mapping City
stormwater infrastructure.
Legal Review:
This report has been reviewed by the City Attorney’s office.
Strategic Plan:
Stormwater management that leads to clean water, basin recharge and increased water
retention is Goal number One in Strategic Plan Policy of Chapter 9. Public Utilities and Services.
Project Description:
Phase 1 – Preliminary Assessment, Research Records, Preliminary Mapping,
Reconnaissance/Surveying, Video Inspections, Update Mapping and Bid Document Preparation
Phase 2 – Maintenance Contractor Oversight, Management, Field Observation
Phase 3 – Final Assessment and Report, Mapping, Reporting, Maintenance
FINANCIAL IMPACT:
Storm drain basin cleaning is budgeted at $250,000 annually. The Storm Water and Drainage
Infrastructure Assessment project will be included in the proposed 5-year Capital Improvement
Plan accompanying the FY24/25 proposed budget, and has an estimated cost of $14.2 million
over five years, with $3.4 million anticipated in the first year, followed by an average of $2.7
Million per year in subsequent years. The CASC contract (Stormwater Compliance firm) is an
annualized cost of $300,000 depending on the level of needed inspection services.
