No. 96-47 allocating three new positions IPO • • MEMORANDUM CITY OF PALM DESERT TO: CITY COUNCIL AND CITY MANAGER FROM: JOHN WOHLMUTH, ACM/DIRECTOR OF ADMINISTRATIVE SERVICES DATE: MARCH 13, 1997 SUBJECT: RESOLUTION AMENDING THE ALLOCATED POSITIONS AND MODIFYING CLASSIFICATIONS RECOMMENDATION Waive further reading and adopt Resolution No. 97-27 amending Resolution No. 96-47 allocating three new positions; Business Support Manager, two Business Support Technicians, and Accountant I, (Enterprise Fund), amending classification and salary range of the Accounting Manager to Finance Operations Manager, and eliminating the allocation of two positions: Secretary (Code Compliance) and Senior Human Resources Technician. BACKGROUND Business Support The Business Support Manager and the two Business Support Technicians are necessary positions to execute the Business Support Center goals and objectives. The goals and objectives are discussed in detail within the City Manager's staff report. These three positions are budgeted in the 1996-97 budget but are not allocated in the resolution allocating approved positions. Staff is recommending establishing the following series and ranges within the Business Support Division of Community Development: Title Range Monthly Salary Business Support Technician I 480 2789-3390 Business Support Technician II 560 3106-3775 Business Support Manager 775 4323-5255 Senior Office Assistant 380 2317-2816 . IP RESOLUTION AMENDING THE ALLOCATED POSITIONS AND MODIFYING CLASSIFICATIONS Typical classification descriptions will include: Business Support Manager • To supervise, assign and review the work of staff responsible for all business support functions. • Perform business retention, business attraction functions. • Participate with Community Development staff,Code Compliance staff,Building and Safety staff, Redevelopment Agency staff, Public Works staff for the encouragement of new business in the city. • Receives direct supervision from the Director of Community Development. • Five (5) years of experience and degree in related field. Business Support Technician II • A full journey level class within the business support series. • Conducts comprehensive investigations and reports for manager. • Receives immediate supervision from the Business Support Manager. • Maintains records and reports on business support issues including business retention and business attraction. • Operates electronic computer and software necessary to prepare reports including spreadsheet applications. • Performs community and business speaking engagements as well as able to meet with individual businesses. • Three years of responsible business support functions and a degree in related field. Business Support Technician I • Basic characteristics and functions of business support division. • Basic computer use. • Basic knowledge of applicable city, state and federal codes relative to business licenses. • Two years of experience dealing with the public and business related issues. Senior Office Assistant Classification description remains the same. An Administrative Secretary and Senior Office Assistant currently carry out the functions of the Business License area. The Senior Office Assistant will remain and the City will conduct an internal recruitment for two Business Support Technicians. Some minor transfers may be necessary depending on backfilling for a successful candidate. The Business Support Technicians will be hired as Technician I's and may be promoted when they meet the minimum requirements and the level of duties and responsibilities are required by the department. _ . 1111 IPP RESOLUTION AMENDING THE ALLOCATED POSITIONS AND MODIFYING CLASSIFICATIONS As indicated, the Business Support Center is currently included in the 1996-97 budget. Sufficient funds are allocated to the center for these positions in 1996-97. The requested positions have not been allocated by City Council. The adopted budget for 1996-97 is$313,600. Of the $313,600,two of the positions are currently working as business license employees and both positions will be brought into the Business Support Center. A full classification description will be prepared for the Business Support Manager and the Business Support Technician positions. Recruitments for the Business Support Center will take place, given City Council approval, during the remainder of fiscal year 1996-97. It is anticipated that the City will be able to fill the technician level positions with in-house recruitment and the Business Support Manager position is anticipated to be a full recruitment with the following anticipated hire dates: 1) Business Support Technician's April 15 2) Business Support Manager June 1 Finance Reorganization The City is now responsible for the Civic Center Park, Desert Willow Golf Course and the Park View Office Complex as of February 1997 from the Redevelopment Agency. In addition, the City has completed and leased the Portola Community Center. These actions necessitate the need for finance staff to account and monitor these enterprise funds. The requested position of Accountant I,Enterprise Fund,would be paid for out of the Enterprise Fund with their duties and responsibilities directly related to the activities of these fee-based projects. The Accountant I position range is at 560 (Salary $3106-$3775) with a full classification description previously approved. Staff is also recommending the reorganization of the Finance Department with the change of Accounting Manager to Finance Operations Manager. This reorganization is necessary due to the extensive supervisory duties required of the Accounting Manager including the direct supervision of all accounting positions and participation in the supervision of the Information Services Manager and the Investment Manager in the absence of the Finance Director. The recommended range for the Finance Operations Manager is 780 (Salary $4360-$5300) as opposed to the Accounting Manager range of 735 (Salary $4021-$4930). Finally, with these reorganizations staff is recommending elimination of the following positions from those allocated for the 1996-97 budget: • Administrative Secretary, formerly allocated to the Code Compliance Department (Range 400) • Senior Human Resources Technician(Range 560) • Accounting Manager (Range 735) RESOLUTION AMENDING THE ALLOCATED POSITIONS AND MODIFYING CLASSIFICATIONS The Accounting Manager position will be permanently eliminated from the City's salary schedule and resolution of authorized positions. The other positions will be maintained as viable positions but they will be un-allocated from the budget until further approval by City Council. Staff recommends that the City Council allocate the aforementioned Business Support positions, eliminate the three aforementioned positions, and reclassify one finance position per the attached resolution. Delete the allocation of Administrative Secretary for Code Compliance Department. B. Delete the allocation of Senior Human Resources Technician,but maintain the range and salary schedule. C. Delete the salary schedule,range and allocated classification of Accounting Manager. SECTION III: Exempt Personnel - Group B shall be amended to include Business Support Manager and Finance Operations Manager. Group B shall delete Accounting Manager. Group C shall be amended to include Business Support Technician I and II. 410 RESOLUTION NO. 97-27 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT AMENDING RESOLUTION NO. 96-47, SECTION I,SALARY SCHEDULE,RANGES AND ALLOCATED CLASSIFICATIONS,AND SECTION II, EXEMPT PERSONNEL, RELATING TO THE CREATION OF A BUSINESS SUPPORT DIVISION OF COMMUNITY DEVELOPMENT AND A REORGANIZATION OF THE FINANCE DEPARTMENT. WHEREAS, the City of Palm Desert has deleted the classification of Code Compliance Director due to retirement; and WHEREAS,the Code Compliance functions have been placed into a division of the Building and Safety Department; and WHEREAS,Business License functions have yet to be placed within the purview of another department; and WHEREAS, the creation of a Business Support Center, a division of the Community Development Department, will manage both Business License functions and all local business related issues; and WHEREAS,the Business Support Center will serve all existing business as well as potential businesses; and WHEREAS,the City has accepted the responsibilities of administering the Parkview Office Complex, Desert Willow Golf Course, and the Portola Community Center; and WHEREAS,the Enterprise Fund will finance the position of Accountant I, Enterprise Fund. WHEREAS, the Finance Operations Manager will be given additional duties and responsibilities relating to supervision of accounting staff and enterprise funds.
